DRC has been operating in the Middle East (ME) region for over a decade, running a combination of emergency, livelihood, protection and advocacy programmes through Country Offices (COs) in Yemen, Syria, Iraq, Jordan, Lebanon and Turkey with a Regional Office (RO) in Amman.

DRC Yemen’s response

Throughout its nine field offices and a workforce of 450 staff, DRC upholds its main programmatic objectives to provide immediate and life sustaining assistance, to strengthen the protective environment, and to reduce displacement related risks and vulnerabilities by promoting self-reliance at household and community level.

About the job:

  • Under the supervision of the Area Manager, the Protection Manager is responsible for the planning, quality implementation and follow-up of the protection projects in the assigned area/s;
  • In close coordination with the Technical Coordinator, the Protection Manager contributes to the development and implementation of DRC’s strategy in NW, as well as the harmonization and rollout of tools and guidelines;
  • As the technical focal point for community services staff in his/her area of implementation, the Protection Manager will be responsible for strengthening DRC’s services capacity to support program beneficiaries in NW.

Duties and Responsibilities  

Program Implementation

  • Responsible for ensuring on time, on budget implementation of projects in their defined area of operation. This includes meeting donor targets (activity and budget), ensuring donor compliant implementation and supervising quality;
  • Produce and regularly update detailed projects work plans. Plans should set out future activity and track progress to date on outputs and activities;
  • Undertake field/onsite visits to monitor the quality of implementation and provide technical advice and customized and need based capacity building to field staff as necessary;
  • Maintain close communications with colleagues in (a) other sectors, (b) Area Office management, (c) Country Office technical supervision, and (d) support office (Finance, HR, Supply Chain) regarding challenges and opportunities;
  • Prepare high quality and timely narrative reporting for donors, check this reporting against area financial reports, liaise with technical coordinators for quality assurance and feed into checking of financial reports for accuracy;
  • Develop procurement plans and liaise with relevant support departments to ensure that activities are carried out according to plan, including participation in supply chain processes and ensuring goods are in line with programmatic standards;
  • Complete and regularly update budget forecasts for project activities and staffing, and monitor budget vs. actual on a regular basis. Manage expenditure and take timely corrective action to prevent over and under expenditure;
  • Maintain ongoing communication with Safety regarding relevant contextual developments and incident reporting;
  • Support integration of community services interventions with other core sectors, ensuring close collaboration between field teams;
  • Establish and regularly update the MEAL plan, including (a) ensuring appropriate indicator and quality tracking (both quantitative and qualitative) and (b) working closely with MEAL to put in place accountability;
  • Identify opportunities and material to contribute to communications work.

Program Team Management

  • Recruit and line manage staff (including conducting appraisals performance management and providing instructions to HR around contract amendments and termination);
  • Provide regular constructive feedback to direct reports, following DRC’s Performance management procedures, and support direct reports in performance management of their team members;
  • Assess training and development needs within the team, develop a capacity building plan and implement the plan with the support from the Protection Coordinator;
  • Liaise with line and technical management as necessary and relevant team members regarding team performance;

Program Design

  • In close coordination with the Technical Coordinator, the Protection Manager contributes to the development and implementation of DRC’s strategy in the areas of implementation as well as the harmonization and rollout of tools and guidelines;
  • Support integration of community services interventions with other core sectors, ensuring close collaboration between field teams;
  • Work closely with the Area Manager, Technical Coordinator, and Team Leaders on the identification of needs of communities and gaps in services within DRC’s areas of intervention;
  • Provide, upon request, technical input into the development (and implementation) of relevant SOPs and technical standards;
  • Participate in the proposal development process by providing field specific context analysis, technical sector specific analysis, beneficiary information, feedback on the concept including proposing the activities and costing at field level in line with Area Log Frames;

Coordination and Representation

  • Responsible for supporting with conducting donor visits in close coordination with the country office donor focal points, provide briefing to Donors;
  • Ensure that DRC’s work is coordinated with efforts of other agencies, ensuring the specific needs of vulnerable communities are being addressed;

Other

  • Ensure the respect of DRC Code of Conduct and DRC’s zero tolerance policy of SEA, humanitarian principles and contribute to the integration of Protection and Age, Gender, Diversity (AGD) mainstreaming into DRC programming;
  • Undertake any other duties that may be assigned by the Line Manager.

About you

  • University or Master’s degree relevant to humanitarian work: preferably in law, social work, social sciences or humanitarian aid
  • Minimum three years community services/protection field experience, preferably in an emergency or early recovery context;
  • Proficiency in spoken and written English and Arabic
  • Experience in international humanitarian work and IDPs complex emergencies, including in camp settings;
  • Experience with managing large teams and providing technical guidance, training and capacity building;
  • Experience managing large projects, budget planning and follow-up, procurement, report and proposal writing;
  • Prior experience implementing community services activities, including PSS, referrals, and legal programs;
  • Experience working and living in a challenging security environment and under strict safety rules and willingness to travel to conflict affected areas.

We offer

DRC will offer the successful applicant a contract ends in 31 December 2021, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Hodiedah.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (F2 - Manager).
