National Position
Position: Health Supervisor (HS) for Cash for Health program – South Yemen
Reports to:  Deputy/ Health and Nutrition Coordinators 
Location: BASED IN ADEN but roving between Aden and governorates in the South

Responsibilities/duties:

The Health Supervisor is in charge to ensure continuous updating of service mapping and assessment of service providers in the area of intervention, the medical assessment of the referred cases requiring cash for health (prior to approval by H&N Coordinator), oversees and closely communicates with GHO/MOPHP for mapping and assessment of health services and facilities available in the target area to be used as service providers. 

Specific duties:

  • Review CHA assessment forms, together with medical files, of the referred cases in need of emergency medical intervention to: 1. Evaluate their eligibility to cash assistance; and 2. Define the breakdown of costs (direct and indirect) associated with access to required medical service. 
  • In case of need, request an external specialist consultation on the diagnosis and required treatment. 
  • Prepare case assessment and share with Deputy/ H&N Coordinator for final review and technical approval. 
  • Prepare cash list for cases reviewed/approved by Deputy/ H&N Coordinator and submit it to Cash Distribution Officer (CDO) for disbursement.
  • Submit liquidity plan on a regular basis (weekly/monthly) with amount for cash assistance and transfer fees (based on beneficiary list for the current month) for approval by Head of Mission/Program Coordinator.  
  • Ensure proper archiving of physical files related to beneficiaries of CHA (with the exclusion of financial support documents)
  • Ensure follow-up on beneficiaries of CHA (via phone and/ort with field visits to HFs) to monitor provision/quality of services and impact of CHA (including client satisfaction survey). 
  • Ensure follow-up on referred cases with health facilities to monitor provision/quality of services.
  • Conduct FGDs with beneficiaries to better understand the impact of the assistance and how the process could be improved.
  • Support training of INTERSOS staff in regards to CHA’s eligibility criteria and referral mechanisms. 
  • Ensure regular update of the services available in the target areas as well as of the cost of specialized services, reviewing mapping conducted by Reporting Officer and coordinating with GHO/MOPHP.
  • Coordinate with health facilities to timely receive all necessary documentation supporting/proving the provision of services.
  • Provide regular updates and reports to Deputy/ H&N Coordinator and others as required. 
  • Provide data, pictures and stories to enrich reports for both internal and external use. 
  • Support organization of field monitoring visits by INTERSOS management and donor(s). 
  • Ensure regular coordination with management of other INTERSOS’ projects in the same area of intervention. 
  • Any other duties as assigned by the supervisor. 

Overall, these tasks require:

  • Adherence to Humanitarian principles of Neutrality, Impartiality, Independence, and Humanity
  • Clear & timely communications to line management 
  • Full abiding to INTERSOS internal rules and guidelines and respect of INTERSOS Charter of Value and Code of Ethics 

Qualification/level requirements.

  • Bachelor’s degree in medicine preferably with a Master’s in Health administration is required.
  • 2+ years’ experience in project design, planning, implementing and evaluating integrated community-based health programs in emergency/relief context.
  • Professional experience in lead management implementing emergency health response programs, preferably in a conflict setting.
  • Sound knowledge and experience in secondary and tertiary health care services.
  • Previous experience in working with various International NGOs in developing countries and more so in emergency response programming.
  • Strong interpersonal, communication, public speaking, and strategic planning skills required.
  • Ability to represent, liaise and negotiate at different levels (national, provincial and local) with NGOs/ INGOs, donors, government, etc. 
  • Strong English and Arabic skills, written and spoken. Ability to write reports in English is required.
  • Strong Microsoft package skills (MS Word, MS Excel, Power-point)
