Camp Coordination and Camp Management Team Leader

Duty Station [Aden -Yemen]

Who are we?

The Danish Refugee Council (DRC) has delivered humanitarian relief and development programming in Yemen since 2008. DRC focuses on supporting people displaced by conflict and natural disasters, working especially in areas with access challenges. DRC engages in CCCM, protection, emergency, WASH, and mine risk education programming among other sectors, and has hub offices in Sana'a, Aden, Hodeidah, as well as several other locations throughout Yemen.

In response to the critical and constantly evolving humanitarian situation in Yemen, DRC has assumed a leading role in the implementation of Camp Coordination and Camp Management (CCCM) sector activities. Working in the CCCM sector involves working at IDP hosting sites and working together with other international and local organizations to coordinate implementation of humanitarian activities, support community based site management mechanisms, and monitor IDP hosting sites for international standards as well as service related needs and gaps..

 

About the job:

Overall purpose of the role

The CCCM Team Leader is responsible for management of DRC Officers and Assistants, working closely with the CCCM Infrastructure Team Leader, other sector Program Managers, Base Managers and Area Managers. The CCCM Team Leader is line managed by the CCCM Manager. The Team Leader is responsible for overseeing CCCM activity implementation in DRC managed IDP hosting sites in Lahj, managing the team of CCCM Officers and Assistants, and staff and local stakeholder capacity building.

Main responsibilities:  

1.1. Management

  • Daily supervision and management of CCCM team (CCCM Officers and Assistants)
  • Indicator tracking responsibilities in order to meet agreed CCCM targets
  • Budget tracking responsibilities
  • Development of workplans for the CCCM team
  • Receipt and review of CCCM staff reports such as: (weekly reports, Assessment reports, distribution reports, and all the normal CCCM usual tools as: Service Mapping, Facility monitoring)
  • Ensuring high quality CCCM programming interventions from the CCCM team

​​​​​​​1.2. Liaison & coordination

  • Represent DRC at Sub-National CCCM, Shelter/NFIs, WASH Clusters coordination meetings and other relevant coordination forums
  • Lead the engagement with the EXU (Governorate, district and Site levels) and other relevant local authorities such as: district directors and other directors of the main government offices in Lahj such as: health, education offices) to ensure a strong and collaborative working relationship to facilitate implementation of DRC CCCM programming
  • Represent DRC with IDP communities, host communities, and other community stakeholders, ensuring a positive two-way relationship and acceptance of DRC CCCM programming
  • Develop strong and collaborative working relationships with NGO and other service providers operating in DRC managed IDP hosting sites, in order to facilitate smooth site coordination of humanitarian service provision
  • Build and maintain mutually respectful relationships with any other key stakeholders
  • Arrange and lead regular and ad hoc coordination meetings with key stakeholders, and share and follow up the agreed meeting minutes action points.
  • Lead the MCLS Assessments when requested by SN-CCCM Cluster.

​​​​​​​1.3. Site management

  • Lead the CCCM team in establishing & training representative and inclusive community committees at sites
  • Ensure CCCM programming is community-led and incorporates genuine community feedback and engagement throughout the project cycle
  • Lead the CCCM team in the monitoring of sites to identify needs, gaps in service provision, and duplication of efforts at IDP sites. Ensure regular service mappings for all sites is completed by CCCM field staff
  • Oversee the implementation of the Community Feedback and Response Mechanism (CFRM) by the CCCM team in sites
  • Supervise planning and implementation of community based projects and social cohesion activities at IDP hosting sites
  • Coordinate multi-sectorial assessments of IDP needs with other DRC teams
  • Work closely with the CCCM Infrastructure Team Leader to provide inputs into the development of site plans, including physical infrastructure (T-Shelters & latrines), service provision, and expansion possibilities.

​​​​​​​1.4. Capacity building

  • Support the CCCM team to deliver trainings for site committees in CCCM, humanitarian principles, site monitoring and use of DRC monitoring tools (and other topics as per learning needs assessments)
  • Train CCCM staff as per specific needs identified within the team, including but not limited to: assessment best practices and use of field monitoring tools
  • Actively participate in development and implementation of protection and gender mainstreaming in CCCM activities
  • Provide day to day mentoring and supervision support to CCCM Officers and Assistants.

​​​​​​​1.5. Information management

  • Establish, maintain, and actively utilize networks of key informants at IDP sites
  • Plan mechanisms for timely registration of IDPs, including identification of protection related needs, working closely with the CCCM IM Officer
  • Ensure the CCCM IM Officer has required support to maintain a comprehensive database of service and needs related information for each site
  • Provide situation reports on IDP movements and other critical information as required for the CCCM Manager
  • Provide weekly reports and other relevant information on site conditions and services for the CCCM Manager
  • Oversee the provision, documentation, and tracking of timely referrals and service requests to key partners, including escalation of outstanding or emergency cases flagged by the CCCM field staff
  • Analyze site related and contextual information, and utilize the analysis in planning new interventions in partnership with the CCCM Manager

​​​​​​​1.6. Other duties

  • Assist other DRC teams with conducting assessments, distributions, and sectorial activities
  • Perform any other duties assigned by the CCCM Manager in order to advance DRC's interventions

 

About you

To be successful in this role you must have:

Experience and technical competencies:

  • Minimum three years of experience in international and/or local NGO; ideally involved in the direct implementation and supervision of field level humanitarian assistance to IDPs
  • Proven leadership skills and related experience in building, establishing, and negotiating relationships and social networks with various stakeholders at the community, local, and national levels
  • Proven experience with budget management, planning of activities, and team management
  • Excellent conceptual understanding of CCCM, gender, protection, and human rights
  • Excellent representation, negotiation, interpersonal, and communication skills
  • Strong team spirit and ability to work comfortably in multi-cultural contexts
  • Excellent computer skills, including advanced ability with MS Excel
  • Ability to write fluent situational briefings as well as weekly, monthly, and final reports in English
  • Ability to spend extended periods of time in field conditions
  • Proven ability to come up with innovative solutions to unexpected and challenging problems

Required qualifications:

Education :

  • University degree in civil engineering, social studies, architecture, urban planning, or engineering

Languages:

  • Professional fluency in spoken and written Arabic and English is essential.

We offer

DRC will offer the successful applicant a Contract ends on June 2022, renewable dependent on both funding and performance. You must be available to start work As soon as possible, and be willing and able to work in Aden.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment. This position will be placed at Band (G - Manager).
