ZOA has been operational in Yemen since 2012, mainly focusing on WASH and Food security & Livelihoods interventions in Sana’a, Hajjah, Al Mahwit, Aden, Al-Dale’a and Shabwa Governorates. ZOA Yemen is currently seeking for national qualified candidates for:

WASH Officer (Engineer), Hajjah –  1 position

The WASH Officer (Engineer) will be responsible for the implementation of Humanitarian WASH activities including the identification and assessment of beneficiary households, mobilization and training of community members and the delivery of various WASH activities as in the work plans. The WASH Officer will be responsible for the WASH need assessments, project planning, technical designs, coordinating with local partners, day-to-day field management, supervision, provision of regular technical backstopping to WASH and Community projects’ and progress reports. The WASH Officer (Engineer) reports directly to the Area Coordinator and works together with the WASH Officer (Hygiene Promotion) , MEAL officer and project assistants.

II. Tasks, responsibilities, results

The WASH Officer (Engineer) has been assigned with responsibility and holds delegated authority for:

 Project Planning and design:

  • Based on the WASH Cluster priorities, undertake design of needs assessments for potential target areas in (new) districts and participate in any WASH technical needs assessments during project proposal development and inception phases. 
  • Conduct technical assessment and collect technical data for WASH services/projects requirement in the coverage area.
  • Coordinate WASH construction activities with other sectors of ZOA, in order to integrate activities in the same geographical area and for the same beneficiaries and to enhance optimal improvement in the health of beneficiaries.
  • Preparation of BoQs, drawings, technical assessment for all type of WASH Infrastructure and any other works related to WASH and ensuring the compliance to Minimum sphere and WASH cluster standards, working closely with the WASH coordinator. 
  • Seek and obtain appropriate government sign-off on works at the critical stages; especially at the start and completion.
  • Responsible for all technical aspects of project implementation, ensure they are completed in a timely, efficient, and accurate manner according to standard engineering methods. 
  • Undertakes regular situation monitoring in specific areas based on specific requests, to assess the overall situation and any unmet needs .

 Implementation and training

  • Lead the implementation of WASH projects/interventions in the target communities according to ZOA International’s strategy, as well as based on proposals, budgets and plans. 
  • Oversee the project assistants, community mobilizers and provide guidance during the implementation.
  • Ensure that water management committees are selected properly and they get trained in finance, technical skills, sustainable management and maintenance of their water supply.
  • Supervise the implementation of all WASH activities, report the progress, challenges and propose solutions to Area Coordinator and WASH coordinator.
  • Ensure that construction work is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built
  • Ensure the Contractors are compliant with Statutory Law, ZOA safety and security protocols on all construction/rehab sites
  • Ensure the quality standards, accountability to beneficiaries, gender mainstreaming, protection, and environmental impact in all aspect of WASH engineering works.
  • Verification of WASH projects supplies delivered and works undertaken, including reporting of progress, delays and constraints.
  • Embed community participation and ownership in all WASH field activities including. Train the Community Committees on their roles and responsibilities. 
  • Supervise the project assistants, foremen and community mobilisers in the field 
  • Follow all ZOA protocols and regulations according to guidance provided by the direct supervisor.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to ZOA and to not jeopardize its humanitarian mission.
  • Any other program specific related task assigned by line managers.

Coordination and Communication:

  • Establish transparent relationships with all community level partners including identification of their priorities, concerns and managing expectations regarding WASH interventions. Involve and inform communities and community leaders about WASH activities. 
  • Develop and maintain good relationships with a broad range of stakeholders including WASH sub cluster, UN agencies, INGOs, LWSC, GARWSP and other local authorities to integrate ZOA ongoing activities.
  • Coordinate with local authorities and ensure regular updates on ZOAs WASH activities 
  • Coordinate with ZOA Wash Coordinator to ensure adherence to quality standards etc. 
  • Attend cluster meetings if requested by the Area Coordinator/ 
  • Coordinate with other humanitarian partners regarding humanitarian interventions at field level 
  • Develop professional relationship with the implementing partners and seek feedback on progress and solving issues on regular basis 

Reporting:

  • Prepare Activity and Monthly progress reports and other documents as required and archive documents in ZOA Manager. 
  • Reporting any actual or potential deviation from implementation against the planned targets.
  • Prepare accurate, gender and age disaggregated beneficiary lists for all WASH activities. 
  • Capture high quality action photos of WASH field activities and prepare periodic success stories. 

General:

  • Deliver results in line with the current proposals and ZOA’ strategy.
  • Comply with ZOA policies and practice with respect to beneficiaries’ protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and Red Cross Code of Conduct.
  • Perform such other responsibilities as agreed with line management

SUPERVISORY RESPONSIBILITY: Non-ZOA staff (skilled and unskilled labor) at project sites. 

ACCOUNTABILITY

REPORTS DIRECTLY TO: Area Coordinator 
WORKS DIRECTLY WITH: Project Officers and assistants.

KNOWLEDGE AND EXPERIENCE:

  • BSc. in Civil /water engineering, Rural Development or related fields. 
  • Minimum of 4 years' relevant working experience with a humanitarian program. 
  • Strong knowledge of SPHERE & humanitarian global standards for emergency contexts.
  • Experience in supervising WASH activities.
  • Experience and skills in working with local authorities.
  • Demonstrated organizational, interpersonal and communication skills. 
  • Proficiency in using computer software, i.e. MS office, Autodesk programs. 
  • Ability to work under pressure in unstable security and remote environment is an asset. 
  • Strong skills in written and spoken English 
  • Excellent coordination, reporting, and presentation skills.
  • Excellent skills in monitoring the implementation of project activities.
  • Ability and willingness to travel regularly to field sites.

Location:  Hajjah
Start date: as soon as possible, contract until 31st of December 2023 with possibility for extension based on budget availability
