The ICRC is looking for a suitable candidate to fill the position of:

WatHab Engineer / Premises 

Contract type: Open -Ended
Duty Station: ADEN

Purpose :

As a member of the Aden Assistance Team, the WatHab Engineer / Premises supports the department in the proposal, design, and implementation of projects to maintain and upgrade the ICRCs facilities in the field of engineering along the entire project cycle.
While primarily of technical nature, the WatHab Engineer / Premises is expected to coach and train colleagues towards a better understanding of the field of engineering.
Preferable: WatHab Engineer / Premises shall focus on construction, rehabilitation, accessibility, and passive security of ICRC premises at various sites in the south of Yemen.

Accountabilities & Responsibilities 

Assessment and Planning:

  • Carries out facility assessments focused on technical, social, and institutional aspects.
  • Analyses collected information and write a comprehensive assessment and work reports.
  • Proposes infrastructure solutions to address the institution's facility priorities, through inter-departmental engagement and following of institutional procedures.

Project Design and Project Management:

  • Develops structured concepts of intervention to address priorities and writes comprehensive project proposals.
  • Performs detailed calculations and prepares technical designs and documents (bill of quantities, drawings, technical specifications, etc.) for engineering projects in collaboration with relevant stakeholders.
  • Prepares tender and contractual documents in close collaboration with Logistics and in accordance with ICRC rules and regulations.
  • Manages contractual relations with contractors in accordance with ICRC rules and regulations.
  • Supervises project implementation and ensures compliance with project documents, ICRC standards, and local building codes/standards, taking corrective action if necessary.
  • Manages relationships with relevant authorities throughout the project cycle and ensures handover of projects to the concerned department or structure.
  • Support the centralized production of technical documents of field colleagues to ensure ICRC standards of quality.Project Monitoring, Evaluation and Reporting:
  • Monitors and evaluates projects as per agreed monitoring strategy independently, reports challenges and proposes proactively corrective measures.
  • Creates and maintains up-to-date project files in electronic databases (WPA, TeamSpace, CDP, etc.) as per institutional and departmental information management guidelines.
  • Maintains precise financial follow-up and ensures timely financial forecasting on project level.
  • Contributes to institutional reporting and prepares specific progress and project reports.

Contacts and Networking

  • Provides regular information to colleagues on security, stakeholder issues and site progress. 

Relationships 

  • Internally, daily contact with delegation employees for the design and administration of WatHab projects. 

Certifications/Education Required 

  • Bachelor degree Civil Engineering or other field of Engineering such as Structural, Mechanical or Electrical (with relevant experience to the position). 

Professional Experience Required 

  • Minimum 5 years of professional working experience in the private sector or with a humanitarian organization focusing on civil construction and rehabilitation. 
  • Working experience in an interdisciplinary and international environment is a strong asset.
  • NGO experience is not required but is considered an asset if the assignment done with an International NGO / UN overseas.

Computer Literacy:

  • MS Windows and Office Suite (mandatory)
  • MS Project (mandatory)
  • CAD (mandatory)

Competencies  

  • Demonstrated ability to transform institutional priorities related to facility use, accessibility, and security for existing and newly acquired buildings into practical and realistic infrastructure solutions.
  • Demonstrated ability to develop project plans and designs in accordance with relevant engineering standards and building codes.
  • Demonstrated ability to take data-driven, scientific decisions in uncertain and rapidly changing environments.
  • Based in Aden, the successful candidate is willing to travel for short assignments (several days) within the south of Yemen to support projects. (S)he is might be required to work in Places of Detention and Hospitals.
