Job Description

VACANCY: DEPUTY PROJECT COORDINATOR (deadline extended)
Position status: Full-time 
Location: Ad Dahi - Alhudaidah 
Contract duration: 1 year with possibility of renewal
    
Doctors Without Borders / Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.

Main Purpose

The Project Coordinator (PC) delegates ad hoc some responsibilities to the Deputy Project Coordinator according to objective criteria taking into consideration sustainability in the treatment of the different dossiers. In general terms, the Deputy Project Coordinator will assist the PC in planning project’s objectives and priorities, by identifying the population’s health needs, analyzing the context, risks and constraints, and by calculating human and financial resources needed. He/she will contribute to the supervision, monitoring and follow-up together with the PC of all aspects of the projects in order to ensure its efficient and smooth functioning. He/she will replace the Project Coordinator in his/her absence.

Accountabilities

  • Contribute to the analysis of the political, humanitarian, economic and social context in project area in order ensure that MSF's charter, policies and image are respected with regards to national employees, populations, authorities and partners. 
  • Contributes to the planning, supervision, monitoring and follow-up, together with the PC, of all aspects of the projects, according to the project plan, MSF operational policy and main strategic lines. 
  • Participate in the security management in the project, updating the security guidelines. 
  • Upon request of the PC, represents MSF within the project limits (local authorities, media, governmental and non-governmental bodies, etc.) and negotiates collaboration agreements. Legal representation is not delegable unless legally backed up (powers of attorney, etc.) 
  • Support the PC in planning and organizing project’s human resources, participate in their day-to-day management, in the induction of new staff, undertake evaluation of staff under his/her direct supervision and define training needs accordingly. 
  • Participate in exploratory missions according to the PC’s indications, in order to better comprehend context, priorities, constraints and population needs. 

Project specific accountabilities

1.    2023 POA - medico-operational strategy:

  • Supervision of the implementation, monitoring and evaluation of activities, in collaboration with the team members.
  • Support for the activities of the Ad-Dahi Hospital and PHC support where we support the Ministry of Health in the management of emergency cases, paediatric inpatient services and primary healthcare centres.
  • Guarantee the smooth running of hospital emergency and paediatric inpatient, primary healthcare services in Ad-Dahi Hospital, Al-Kadan, Al-Mighlaaf and AL Zaidiya PHCs as per the signed agreement with SCMCHA and MoH. 
  • Strengthen MSF's acceptance in this context of conflict for more space and access to the population in inaccessible areas (PHCs)
  • Propose exploratory missions depending on the opening of humanitarian access in the "southern Hudaydah governorate" zone.
  • Provide reports to the coordination team regarding the progress of the project and propose corrections, if necessary.
  • On Human resource management, the DPC supports the PC in human resource management (as assigned and agreed upon) with the PC.
  • Support the PC in coordination and leadership in overall orientations for POA, MYR making sure that the timelines, directions are adhered to by supporting the exchanges and planning.
  • Ensure coordination between PC and Deputy PC in the implementation of the activities. 
  • Improve continuity and consistency of management decisions in the implementation of activities, by ensuring monitoring, regular reporting (TL meeting, sitrep, specific reports) and improved documentation of history and reasoning behind certain decisions

2.    Security management

  • Support the PC by ensuring monitoring and monitoring of the evolution of the security context with the consequence of the deterioration of the conditions of access, of space for humanitarian action
  • Provide watch and monitoring of MSF movements in the area
  • Maintain and ensure recurring risk analysis (volatile context) with the PC, participate in periodic update of the PSSP with PC.

3.    Humanitarian Advocacy, Actor/Stakeholder mapping, Networking and External Relations.

  • As per OPS Work plan, the DPC will be the lead focal person for all Advocacy related activities for Hudaydah project.
  • Develop project advocacy and acceptance strategy that includes both hospital and PHC support, share the strategy for validation and make sure all advocacy related activities for the project are implemented as per the timeline.
  • In close collaboration with the PC make sure that external relations, networking are maintained and initiated for both acceptance, security purposes, for coordination with the health sector and other actors in the area, to facilitate the smooth implementation of MSF activities in the project.
  • Weekly travel permit processing and contact with SCMCHA for all project movement related requests.
  • Ensure the meeting logbook is updated after every meeting, 
  • Together with PC support the review of the structure of the “Humanitarian Actors Mapping” to avoid repetitions and make it more user-friendly (in particular easier to update)
  • Ensure the “Humanitarian Actors Mapping” is updated whenever new information on other actors’ programs is made available
  • Together with PC Organize systematic meeting with HA and authorities in HOD to maintain, consolidate and expand if possible, networking. 

Requirements

Education    

  • Preferably a medical or paramedical qualification or university-level studies.
  • Desirable degree in Project Management or HR Management.

Experience    

  • Essential previous experience of at least two years required in the field of humanitarian aid with MSF or other NGOs.
  • Essential working experience in developing countries.

Languages:   Fluency in Arabic and English.
Knowledge: Essential computer literacy (word, excel and internet)
