DEPARTMENT: MEAL

Report to: M & E Officer
Duration: 3 Months Renewable according to budget & performance

GENERAL JOB DESCRIPTION

MAIN PURPOSE:
Under the supervision of the MEAL Officer, the Accountability Assistant will dedicate 100% of his/her time focusing on promoting accountability to beneficiaries with the objective of empowering communities and obtaining feedback on BFD projects leading to improved quality and impact. The incumbent will work very closely with the Monitoring, Evaluation, Accountability, and Learning Officer Coordinator as well as all concerned project staff and project beneficiaries in establishing accountability mechanisms.

DUTIES & RESPONSIBILITIES

Project of Management: 

  • Provide ideas recommendations on strengthen the accountability mechanisms and ensuring that feedback received is issued to inform the program and design and implementation.  
  • Operate the CRM- toll-free hotline (receive a call, provide the initial feedback, and refer to the relevant Program).
  • Communicate and obtain feedback from the program teams and ensure the same is feedback to share with the communities 
  • Keep up-to-date information about our programs. 
  • Logging complaints received on a daily basis, sharing the complaints log with the relevant staff on weekly basis and processing complaints in a professional and timely manner according to the established system, ensuring that complaints are logged and addressed and that serious complaints relating to abuse, exploitation, and corruption and referred appropriately.
  • Follow-up Responses from Program teams to be communicated back to beneficiaries.
  • Keep up-to-date management of the complaints & accountability database and provide the necessary report to targeted areas.
  • Ensure coordination on accountability activities, including the development and use of information materials and the establishment of a pilot complaints response mechanism with support from the MEAL Officer.
  • Writing weekly/monthly reports to the MEAL Officer indicating the accountability mechanisms established and status (against each accountability benchmark) in each area of intervention and detailing key successes and challenges.  
  • Work with other MEAL team members to develop a summary report that helps management make informed decisions around key program activities putting into account the learning from then ERP System and other CRM methodology 

Filed work: 

  • Supporting the MEAL Officer by providing the necessary information to beneficiaries on BFD, project details, and beneficiary entitlements. This will include drafting standardized and project specific information packs and will be delivered verbally or through posters / other mechanisms.
  • Participate in team induction and sensitizations on accountability at office and field levels.
  • Support the MEAL at field offices, implementing accountability assessments in the targeted communities according to BFD accountability policy.
  • When necessary, work with programs teams to conduct Focused Group Discussions (FGDs) with beneficiaries on accountability to make they are participating in the programs. 
  • Participate in different monitoring visits related to raising awareness on accountability, monitoring programs, conducting data on evaluation or assessments, and data quality verification.
  • Participate in relevant fieldwork related to a Quality checklist, Market monitoring, and Community participation from an accountability perspective.

Admin work: 

  • Promote positive team environment between various teams and MEAL at field offices project staff in different locations.
  • Work on archiving the files that are related to the project and what is assigned to him by the line manager.
  • Any other MEAL-relevant tasks could be requested by the MEAL Officer.

Required Qualifications:

  • University degree in any relevant specialization.
  • Experience: 1-2 years of work experience in NGOs especially in the accountability and CFM fields.
  • M&E experience is a plus.
  • Fluent in Arabic language and very good knowledge of English.
  • Computer literacy of using Word and Excel is a plus.
  • Good organizational skills, the ability to pay close attention to detail, and capable of reporting in a timely manner.
  • Excellent verbal and written communication and relationship-building skills. 
  • Strong technical experience in MS Excel, PowerPoint, and Word.
  • Experience in report writing in the English language.
  • Ability and willingness to work under pressure and handle multiple tasks.
  • Able to ensure quality delivery in a stressful environment, punctuality, and respect for rules and procedures, and adhere to deadlines.
  • Strong interpersonal skills and ability to work independently, as well as part of a team.
  • Strong communication skills and building positive relationships with colleagues and supervisors.
  • Ability to interact well with people and proven experience of building strong relationships with community members 
  • A confident, flexible, and initiative-taking attitude with the ability to work independently, to be proactive in working with others, a willingness and commitment to work long hours and/or over weekends, and to spend a considerable amount of time in remote field sites.
  • Understanding of and commitment to safeguarding, child safety, and protection from sexual abuse and exploitation principles.

Core Humanitarian Standards (CHs): The BFD workers must adhere to Humanitarian standards the values and principles outlined in BFD policy - Standards for Professional Conduct.
