FHI 360 has been responding to the humanitarian crisis in southern Yemen and along the Western Coast since 2018. Through an integrated health, nutrition, and WASH program, FHI 360 works in Aden, Taiz, and Hudaydah governorates. FHI 360 supports static and mobile health facilities, including rehabilitation, technical support and staff training, and provision of supplies. FHI 360 also works at the community level through Community Health Volunteer and water rehabilitation components to reach additional populations. Furthermore, since January 2020, FHI 360 has served as the NGO co-lead for the Health Cluster. With a country office in Aden and a field office in Al Mokha, FHI 360 has a staff of over 40 national and expatriate staff.

POSITION OVERVIEW

The Field Site Manager will oversee operations and staff in FHI 360’s sub-office in Al Mokha, to ensure financial, administrative, human resource, safety, and logistical efficiency and compliance at the field level. The Field Site Manager serves as a liaison between field staff and the Country Office and works closely with the Deputy Response Coordinator, Operations to maintain the smooth operations of the Mokha office. The position directly supervises field staff in operations, logistics and admin, and is responsible for overall facilities management of the sub-office, including the warehouse.

The Field Site Manager will be based in Mokha.

KEY RESPONSIBILITIES AND DELIVERABLES

  • In coordination with the Deputy Response Coordinator, manage and support day-to-day activities of the field office with an emphasis on facilities and overall administrative operations.
  • Ensure that the necessary support services for program activities are provided by responsible field staff; communicate the needs of the field office with Country Office counterparts.
  • Ensures all operations, administrative, security and contractual activities are implemented as planned.
  • Supervise operations staff based at the field office. Support with supervision and coordination of program staff when requested to do so by technical coordinators or the Deputy Response Coordinator Programs
  • Support with oversight and coordination for contracted service providers including drivers and security guards.
  • Ensure that operations documents are maintained per the required filing system.
  • In coordination with the line manager and or SMT, address concerns and challenges for the field office.
  • Ensure the FHI 360 compound, including guesthouse accommodation, is well-maintained: coordinate travel and guesthouse booking arrangements for visitors to the field office.
  • Attend external meetings and represent FHI 360 at the various NGO coordination bodies in the West Coast.
  • When requested, serves as the Security Focal Point for the field office and field sites

APPLIED KNOWLEDGE & SKILLS:

  • Plans and coordinates business operations or administrative and support services.
  • Oversee administrative activities related to fiscal management, human resources, logistics and other administrative activities.
  • Maintains frequent contact with management and staff at the country office to plan and/or coordinate activities and to serve as a resource regarding administrative policies and procedures.
  • Demonstrates project and personnel management skills.
  • Leads by “managing managers” or other direct/indirect reports in the region/functional area.
  • Ability to motivate, mentor, and empower individuals to achieve expectations and goals set for the functional unit.
  • Provide input on country/project staff performance reviews.
  • Influences, motivates, and collaborates with others.

DESIRED QUALIFICATIONS

  • University degree in Business Management/Administration, Finance, or related field.
  • At least 5 years of experience directly managing and supervising staff.
  • At least 3 years in an operations management role (finance, HR, administration, logistics security) within a programmatic environment with areas such as health, WASH and nutrition, or other relevant humanitarian sectors.
  • Previous experience working with the Yemen Ministry of Health (MOPHP), a U.N. Agency (WHO, UNICEF, OCHA) or an international non-governmental organization is strongly preferred.
  • Effective problem-solving skills and conflict management capacity.
  • Strong organizational skills, especially in time management and prioritization, and attention to detail.
  • Effective writing, editorial, and communication skills.
  • Ability to work in teams and build consensus with individuals at all levels.
  • Fluent in Arabic and excellent in English language (both spoken & written).
  • Sound understanding of Microsoft Office (Outlook, Excel, Word)
