Finance and Operations Manager;
Under the management of the Executive Director, Finance and Operational Manager directly supervises all administration units, human resources and training, procurement and logistics services, information technology and financial, and supervises the setting of tasks and responsibilities for all these units and permanents follow-up on the implementation of the policies and procedures of the organization related to these units. Working on administrative and technician development of these units through learned lessons, follow-up and supervision of the daily and periodic work of the employees responsible for them and ensure the correctness and accuracy of their implementation.
Actual job responsibilities:
- Ensure that the organization's programs and activities are supported as required and that all necessary systems, policies and procedures of the support departments are available and implemented in all activities and operations of the organization at all times and it is implemented in all activities and operations of the organization at all times.
- Manage all units and sections related to finance and operations.
- Supervision, control and follow-up on the affairs of the entire supporting / backing departments. In addition to ensuring that the monthly / quarterly / annual plans are implemented efficiently.
- Responsible for effective communication with the Executive Director and the head of the organization and providing all necessary information in a timely and accurate manner to enable the management to take the appropriate decision in an informed manner.
- Participate in the development of practical procedures that help implement the approved policies, plans and confirmed programs and recommend any required decisions to the Executive Director and the head of organization.
- Supervising all supporting and supportive operations in the organization to ensure accuracy, quality and development, in coordination with the Executive Director and Quality &Compliance Manager and its affiliated departments.
- Supervise the development of the best practices, policies and procedures for human resources, administrative affairs, information technology management, procurement, logistics and financial management.
- Supervising the preparation of annual plans for supportive operations affairs and ensuring their approval by the Executive Director.
- Submitting a summary of the quarterly, midterm and annual performance reports to the Executive Director and the Head of the Organization for the departments affiliated of Finance and Supportive Operations.
- Develop performance evaluation tools that support the organization's strategic direction, follow-up indicators and quality of implementation.
- Work with the Executive Director to identify opportunities to expand the organization's programs.
- In collaboration with the Executive Director and program & fundraising Manager, ensures that all new proposals receive a comprehensive review of support operations and that appropriate support costs and program asset needs are built into the proposed budgets.
- Under the supervision of the Executive Director, he works closely with all managers, especially the Executive Director, Quality & Compliance manager and his affiliated departments, and the Control and Internal Audit Department to ensure that the risks facing the organization in its work are properly identified and mitigated to the extent possible in the context.
- Submit periodic reports to the Executive Director and the Head of the organization and work closely with them and participate in decision-making related to policies, fundraising, and increasing expanding of the organization.
- Ensuring that the supporting operations managers implement the approved evidence and guiding rules for the daily work of all departments in cooperation with the Quality & Compliance Manager.
- Assisting the Executive Director in approving appointment and promotion decisions, wages, incentives, penalties, and termination of contracts for the organization's employees, according to the list of powers, delegation, and capabilities available in the organization.
- Participate in setting standards and basics for evaluating employees and submitting proposals regarding arrangements, allowances and bonuses to improve and develop employee performance according to advanced methodological and administrative basics.
- Under the supervision of the Executive Director, he approves training programs for employees according to the necessary needs and follows up on coordination with training institutions to implement the programs, if any.
- Effective management of all financial units and support operations by requesting monthly reports from all officials in this department.
- Keeps documents, records, files, and reports related to his work, and constantly updates and maintains them.
- Informing the Executive Director and the head of organization officially of any major problems or obstacles that he may encounter during the conduct of the work of the organization that are outside the scope of his powers, especially in the financial aspects.
- Take corrective and preventive measures for errors and actions that violate regulations and laws, and ensure their effectiveness in accordance with the systems in force.
- Ensure the follow-up of the validity of all contracts and agreements and the implementation of contractual obligations (operational and legal services for the office / branch) in participation with the Quality &Compliance unit and related departments.
- He participates with the leadership of the organization in achieving the various goals that the organization aspires to reach, and he also participates in the process of making some administrative decisions related to the work of the organization.
- Directing, training and participating his employees in carrying out their important, complex or emerging tasks and solving work problems in cooperation with the Executive Director.
- Follow-up government transactions related to licenses.
- Planning for the organization's affiliated departments, in coordination with the managers of other departments.
- Follow-up and supervision of the security and safety officer in the organization and make improvement plans for this section
- Any related tasks assigned by the Executive Director or the head of organization
1- The financial unit:
- Under the management of the Executive Director, he supervises the implementation and oversight of the financial policies of the organization and provides senior management with information and data that help prepare general plans in accordance with the objectives.
- Preparing the annual estimated budget for the organization in cooperation with other departments and monitoring it and creating a program to ensure adherence to the budget, analysis of deviations and optimal use of available resources.
- Supervising the preparation of reports and detailed collected analytical data on the financial situation of the organization, identifying weaknesses and making the necessary recommendations to senior management to assist them in preparing general plans in accordance with their objectives.
- Ensure that all established financial policies and procedures are implemented in all departments and sections.
- Participate in the inventory process at the end of the financial year or whenever necessary, and raise the inventory result to senior management and make the necessary settlements after being approved by the Executive Director.
- Supervise and control the receipt and disbursement of the organization's funds, deposit and exchange operations in banks, and follow up the monthly settlements of banks.
- Contribute to the development and preparation of financial regulations and systems in a way that serves the interest of the work in the organization.
- Supervising the preparation of the final financial statements and completing them on time.
- Work on good cash management and submit all relevant proposals to the Executive Director.
- Reviewing all the periodic reports of the donors according to the agreed schedules in the funding agreements with the organization before presenting them to the Executive Director.
- Supervising the project budget control process and ensuring that it is not exceeding the limits.
- Submitting recommendations to the Executive Director regarding handling violations and developing and improving the financial work in the organization.
- Presenting the necessary scenarios for the development of financial resources to the Executive Director and the head of organization for approval.
- Supervising the annual inventory of the organization's assets and property and keeping property documents or any other documents related to financial affairs. Developing financial strategies, managing budgets, forecasting operations, and
- implementing budgetary control in cooperation with the Finances officers and the Internal Audit Department.
- Good communication with donors in updates and taking approvals on budgets and its update.
- Presenting the NGO in meetings that are related to finance with donors and other partners
2- Operations and Administrative Affairs Unit:
Human resources, administrative affairs and training:
- Supervising the work of the human resources department and administrative affairs, including employee complaints, absences, vacations, advances and any other benefits.
- Follow-up with the Human Resources Department to ensure that employees are familiar with the Code of Conduct and associated policies and comply with it.
- Supervise the processing, preparation and identification of annual vacancies in coordination with various departments and projects.
- Works closely with the Human Resources Department to develop proposals that help develop the structure and job descriptions of the organization and submit them to the Executive Director.
- Studying the various problems facing the work side and employees in the organization, and working to find successful solutions to these problems.
- Follow up on spreading the culture of the organization and spreading positive awareness that enhances the spirit of work and team.
- Participate in attracting competencies from outside the organization, and supervise the appointment process in cooperation with the rest of the organization's employees.
- Supervising the validity of all employment contracts and their keeping pace with budgets and maintaining employee files in an appropriate manner, electronically and on papers.
- Supervise staff capacity building and correct any weaknesses they may have.
- Supporting the Human Resources Department in conducting the quarterly, mid and annual evaluation process for all employees and preparing reports on employee performance.
- Participate in Human Resources, Administration and Training to conduct exit interviews with all employees departing to work in the organization and analyze feedback.
- Supervising the follow-up of procedures for employee resignation and end of service process.
Procurement and logistics:
- Supervise the Purchasing and Logistics Department and supervise all its functions.
- Ensure that procurement staff are committed to meeting program needs in a timely manner and in accordance with the organization's policies and procedures.
- Support the Procurement Manager and his staff in developing and implementing appropriate coordination mechanisms to ensure that all operations and program units interact with each other.
- Supporting Procurement Department and his staff in effective cooperation with other departments and sections, including supporting program and project staff in procurement planning and identifying operational support needs.
- Ensure that the logistics operations tracking record is updated periodically.
- Supervising the preparation of documents for practices and tenders, requesting proposals for selecting consultants, managing the processes of managing practices and tenders, and providing advice and guidance.
- Conduct periodic reviews and checks on procurement systems, assets, warehouses/inventory, suppliers and vendor contracts to verify compliance with policies and identify areas for improvement.
Information Technology:
- Supervising the Information Technology Department and supervising all its employees.
- Follow up the operations of the Information Technology Department to ensure the stability, effectiveness, efficiency and availability of technical services.
- Reviewing and approving proposals submitted by the Information Technology Department that the organization needs and submitting them to the concerned departments.
- Ensure the application of information security standards.
- Ensure that data is backed up frequently and systematically to ensure data availability and recoverability.
- Approving and reviewing the specifications for the department's procurement and programs in the technical field and submitting them to the concerned department.
- Ensure that network support is provided in offices and branches and follow up on the implementation of recommendations for improvements / changes in order to provide a permanent solution and ensure that problems are not repeated.
- Supervising the conduction of diagnostic tests to ensure the efficiency of the work of the various systems.
- Supervise the installation, operation and maintenance of communications systems, equipment, hardware, software and e-mails.
- Ensure that system backups are carried out for all departments by the Information Technology Department.
- Receiving reports on systems performance and discussing them with the concerned departments.
- Ensure that IT policies and procedures are documented, disseminated and applied consistently across the organization's programs and activities.
- Ensure the development and effective implementation of IT compliance monitoring processes.
- Ensure the existence of systems to maintain the organization's information and maintain it periodically.
Safety and Security:
- - Develop and implement security and safety plans for all employees of the organization. - Evaluate all actions taken with a view to assessing risks.
- - Ensure that all employees of the organization comply with health and safety laws and standards.
- - Check and inspect the workplace on a regular basis.
- -Training all employees on security and safety policies.
- -Preparing records of injuries that may occur.
Field management / branch management:
- Supervise the Field Coordinator / Branch Coordinator and supervise the Field Managers / Office Managers
- Ensure coordination and collaboration between the various program and operational departments in field locations.
- Ensure that technical coordinators (procurement, finance, resources and information technology) provide the necessary support and supervision to their field managers to effectively supervise the day-to-day activities of the operations staff in their locations.
- Ensure that field offices/branches have the necessary staff and resources to service program’s needs.
- Supervision and follow-up of the coordinators and managers of the branch offices in the governorates.
