IRC Yemen Country program has been established in 2012, and currently is implementing integrated Health, Nutrition, Environmental Health (WASH), Economic Recovery and Development, Women Protection and Empowerment, and Education programming in eight governorates. IRC Yemen operates with its Country Office in Sana’a and its main Field Office in Aden. Other subfield offices include Abyan, Hodeida and Al Dhale, with the Al Dhale office covering Lahaj, and the Abyan office covering activities in Shabwa.

Job Overview/Summary: 

Humanitarian Access & Security Manager (HASM) is a member of the Senior Security Management Team (SSMT), 
Reporting to the Humanitarian Access and Security Coordinator (HASC) and supervising technically Sr. Humanitarian Access & Security Officer (SHASO) based, Humanitarian Access & Liaison Security Officers (HALSO) in Sanaa, Abyan, Al-Dhalee, and finaly the Humanitarian Access &Liaison Assistant (HALA)in Hodeida.
HASM will manage and support the abovementioned HAS department staff members in the south and north, to safely enable the delivery of crucial services to adults and children inside Yemen. HASM will develop and at the same time coordinate the effective implementation of the security risk management system and protocols, that align with humanitarian, duty of care principles, and IRC's strategy following HASC's direct supervision. They will provide access & security management advice to HASC on establishing relationships with actors, negotiating and mediating humanitarian access, contextual understanding, leading critical incidents' response, and providing timely advisories. They will work with HASC, Field Managers (FMs), and Program Coordinators (PCs) to ensure IRC security policies and procedures are contextual, adequate, and known to staff, and in accordance with global safety and security standards. 
By working closely with HASC, they will help increase the effectiveness of IRC's activities in Yemen, chipping into the design and ongoing adaptation of programming to ensure it is contextually appropriate. Where applicable, they will also provide guidance and support to partner organizations and ensure the capacity building of IRC staff, incentive workers, and partners with active hands-on collaboration.

Major Responsibilities: 

Networking, Liaison & Acceptance

  • Establish and maintain relations and a network of contacts to enable the collection of information related to access, focused but not limited to the areas of intervention.
  • Develop and update contacts lists and coordinate actor mapping per district/ sub-district in Yemen.
  • Develop and regularly update internal maps, based on data to depict the level of security in each area intervention, in close coordination with HASC.
  • Identify humanitarian access challenges/impediments and provide support to program teams in developing strategies to address them.
  • Support and ensure consistency in the implementation of community engagement strategies that promote acceptance and access by program teams.

Monitoring, Reporting & Analysis

  • Assess the situation in Yemen and collect information by formal and informal networks and/or the field teams and/or electronic means (email, blogs, webpages, social media, etc.).
  • Report immediately to the line manager and internal actors any sudden changes that can impact security and access in the areas where IRC operates.
  • Provide contextual data inputs related to the overall humanitarian situation and report/share with programs and HASC.
  • In coordination with the HASC adapt and develop (as-needed) security guidelines for the field-based teams.
  • Provide comprehensive, neutral, non-partisan information on security risks, threats, and access or security incidents to HASC.

Training / Capacity Building

  • With the assistance of the HASC and by using the appropriate methods and tools HASM will identify needs and gaps and will coordinate the design of the HAS department's yearly training plan.
  • Develop, update and deliver training material, coaching, and advice for IRC or contracted staff and partners addressing Security and humanitarian access issues with the support of HASC, and according to the HAS annual plan or any emerging or ad-hoc needs.
  • Under HASC supervision and provided support, build the capacity, awareness, and preparedness of staff regarding security-related risks, identified threats, and incidents through the delivery of high-quality, regular or ad-hoc training/briefings to IRC national, international, contracted staff, and visitors or partners (according to IRC policies) when deemed necessary.
  • Provide regular training for IRC staff, visitors, contractors, and partners on security preparedness, prevention, and response in line with HAS annual training plan and relative policies. Training(s) may include SOPs; Contingency Plans (CPs); Security Management; Incident Reporting; Prevention and Response Mechanisms; and Communications.

Humanitarian Access Management

  • Participate in the development and implementation of humanitarian access strategies and approaches tailored to local contexts in field sites throughout Yemen.
  • Ensure humanitarian access approaches are responsive to local context and include overarching (measurable) community engagement components.
  • Engage and encourage interlocutors working with IRC staff and programs, to ensure the unobstructed, safe, and secure continuation of IRC activities.
  • Promote and coordinate the integration of access approaches into program design to ensure the safe and secure implementation of activities.

Other Key responsibilities:

  • Implement security policies, protocols, and procedures with HASC support.
  • Train and build the technical capacity of all HAS officers, assistants and guards, under HASC's supervision. 
  • Attend internal and external meetings with other managers to identify operational needs.
  • Review reports on incidents and breaches, and follow up on incidents by proposing, coordinating and facilitating or implementing corrective actions.
  • Analyze data to form proposals for improvements (e.g. review of existing Security Management Plans);
  • Engage daily with HASLOs to ensure that the daily operations across Yemen meet operational requirements and remain in compliance with IRC principles and quality standards.
  • Liaise with the field HASLOs and Field Managers to overview current access and security-related issues and propose/implement solutions

Key Working Relationships: 

Position Reports to Humanitarian Access and Security Coordinator (HASC)
Position technical supervises SHASO Aden, HASLO Sana’a, HASLO Abyan, HASLO Al-Dhalee, and HALA Hodeida.

Other Internal and/or external contacts: 

  • Internal: Field and support operations and program teams, Program Coordinators & Managers 
  • External: NGO counterparts and UN.

Job Requirements: 

  • Tertiary studies or equivalent experience in political science, humanitarian affairs, security, or other relevant areas.
  • 3 years of proven work experience, from which 2 years are at a managerial level in humanitarian access, risk reduction, or relevant field, with I/NGO experience highly preferred.
  • Knowledge and experience working with authorities and external actors and ability to network and build relations.
  • Understanding of humanitarian principles, risk management, and access challenges.
  • Ability and experience working in a fluid, dynamic, and complex security environment.
  • Ability to work with people of different backgrounds and identities.
  • Excellent analytical skills.
  • Fluency in English, both written and verbal.
  • Strong interpersonal skills, including capacities to negotiate with non-governmental actors.

Soft Skills and desirable Competencies:

  • Hostile Environment Awareness Training (HEAT).
  • Any Safety or Security Training Certificate.
  • Adults Lifelong Learning Trainer Certificate.
  • First aid training certificates.

Language Skills: Proficiency in English and Arabic to communicate clearly and optimally. 

Computer Skill: MS Office – Very good MS Word, MS Excel, MS Outlook.

Working Environment: Based in Aden, required to travel to field offices in the North and South of Yemen.
