JOB TITLE: Wash Deputy Program Manager
Location: AL-Khawkha
Duration: 9 months, with possibility of extension
Basic monthly salary: 1747$ to 2088$ based on experience salary calculation
Medical and Life insurance: Including the employee, spouse, children and parents

Line Manager: Field Manager
Technical/Support Manager: Wash Program Manager
Major responsibilities and tasks:
Objective 1: Ensure the implementation, monitoring and reporting of WASH projects
The WASH Deputy Program Manager is responsible for:
- Leading Implementation of the WASH project interventions at field level in line with the logical framework of the project, the budget, the logistical and administrative procedures of ACF, and in full coordination and integration with other departments.
- Assist on ensuring the quality of the programs established in conformity with the technical and project management standards of ACF
- Familiarizing him/herself thoroughly with his/her project(s), the issues at stake, the logical framework and indicators; retaining printed copies of donor contractual documents; and sharing project information with his/her teams
- Identifying the technical constraints associated with project implementation Proposing innovative technical solutions in response to such constraints
- Development of WASH hardware designs, modalities of delivery, and capacity building plans in collaboration with WASH PM. The implementation of technical recommendations concerning his/her project (sometimes given by Head of Department, WASH Expert, Technical Advisor at Headquarters, Experts, Evaluators …)
- Supervising his/her programs, by means of the internal APR, monitoring tools, regular presence in the field, updated project planning, monthly budget review and follow-up from the field drafted and deliver it to the PM before the deadline.
- Support on monitoring the visibility of both the donor and ACF on the project sites in accordance to the mission visibility policy,
- Regular joint meetings with WASH PM to review the progress of the projects implementation and adjust the planning,
- Timely preparation of the WASH activities reports relating to his/her projects
- Identifying and implementing safety measures for both the teams and the wider population (construction sites, community-based work…),
- Upon the assignment of Field coordinator, cover the gap of WASH PM position -if any- till the new recruitment is settled,
- Ensure that all project hardware activities are certified for accomplishment by respective stakeholders, well documented, and archived according to the ACF and donors guidelines.
Objective 2: Contribute to program quality and accountability processes and measure program impact
The WASH Deputy Program Manager is responsible for:
- Assist in promoting and taking part in the impact evaluation of his/her project (external evaluation)
- Assist in promoting and contributing to learning and program quality improvement (internal evaluation and joint visits)
- Assist in implementing complaint and feedback mechanisms promoting ethical and transparency principles, particularly in respect to beneficiary populations,
- Assist in ensuring that prior and post technical and sanitary surveys are implemented (baseline/final),
- Support WASH PM, and MEAL department and engage in the final review of the project and lessons learnt identification.
Objective 3: Participate in the coordination, representation, and partnerships of ACF in his/her area of intervention
The WASH Deputy Program Manager is responsible for:
- Ensuring internal coordination and integration of WASH hardware activities with software activities, and further with FSL/NUT/Health interventions to ensure rational use of resources and optimum integration
- Participating along with WASH PM in visits by donors whenever requested by the WASH PM and Field Coordinator.
- Representing ACF and ensuring coordination with partners, the authorities, UN organizations and NGOs in his/her area in collaboration with the WASH PM, Field Coordinator/Field Manager.
- Representing ACF-jointly with WASH PM- in WASH sub-cluster meetings, and any other WASH related forums and or coordination platforms at base level,
- In collaboration with the WASH PM, Field Coordinator/Field Manager, contributing to the process of selecting partners, formalizing partnerships and enhancing their capabilities (Local NGOs, international NGOs, national authorities, private agencies etc...)
Objective 4 : Supervise and manage the team
The WASH Deputy Program Manager is responsible for:
- WASH team recruitment, management and capacity development.
Required Qualifications
- Education: Bachelor degree
- Work Experience: at least four years WASH related experience preferably with international organizations
Required Skills:
- WASH Rapid Assessment & Technical Sanitary Surveys;
- Professional Designs using engineering programs.
- Team management and activity planning.
- Computer and GPS literacy.
- Ability to communicate with local people – Flexibility – Dynamism – Good organizational qualities and communication skills.
- Good report writing and interpersonal skills.
- Good knowledge of the intervention area.
- Experience in WASH in Emergency & in health facilities, digging wells, water schemes.
