Action Contre la Faim currently operates in 46 countries including Yemen globally and conduct programs in nutrition, food security, health, water and sanitation.

JOB TITLE:  Mental Health, Psychosocial Support and Protection Program Manager (MHCP PM)

Department: Program Quality

Location: Aden with regular traveling for areas of implementation

Duration: from 6 up to 12 months

Salary and Benefits: Basic monthly salary: 2303 $ 2753 $ based Salary calculation

OBJECTIVES

  • To manage and provide technical support for MHPSS, Protection and Care Practices projects, activities and teams in the areas of work, including development of tools and training, monitoring and reporting (35%)
  • Manage the assigned MHPSS projects (GAC, ECHO) in order to meet the project objectives within budget and within the allotted time frame, reporting promptly operational concerns to Field Coordinator-South and DCD-P (50%)
  • To contribute to MHPSS and Protection coordination, strategy, proposal development and external representation with authorities and appropriate clusters (15%)
  • Mainstream of protection guidelines across MHPSS overall programming
  • Spending at least 50% of the time in the field

TASK & RESPONSIBILITIES

POSITION REQUIREMENTS
 

Mission 1: Ensure the implementation, monitoring and reporting of MHPSS, Protection and Care Practices projects and activities across all areas of work

  • Implement projects consistently with the logical framework of the intervention, the budget, the ACF logistical and administrative procedures and ACF protocols
  • Defining organizational planning and timeframe of activities
  • Coordinate and supervise training and supportive activities, as well referral system building activities at PHCCs, hospital and CBOs levels
  • Organize workshops involving authorities, partners and communities in connection to the projects
  • Identify the technical constraints linked to implementation and proposing solutions to respond to challenges
  • Implement the technical recommendations of line manager and technical advisor
  • Monitoring the projects using the MHPSS indicators, the internal APR monitoring tools, regular presence in the field, updated planning, budget follow-up
  • Write within the deadlines of the MHPSS parts of external and internal reports to be submitted
  • Identify and implement the safety measures for the teams and the populations (training places, community work sites…)
  • Provide technical support to the field teams & technical updates when appropriate
  • Support other sectors in monitoring integrated budgets & activity targets for projects, making any necessary adjustments in consultation with the support teams
  • Ensure transversal integration of the MHPSS, protection and care practices with the other departments in collaboration with the Field Coordinator, the Heads of Departments and the technical advisor
  • Manage crosscutting issues in the MHPSS responses (Protection, Gender, Disability, etc...)
  • Regularly schedule project progress reviews with the field teams, providing feedback and corrections throughout, while monitoring both progress (reach) and quality
  • Ensure beneficiary inclusion and confidentiality criteria is being upheld, & all staff are aware of the criteria
  • Coordinate proactively with Field Coordinator, PMs from other sectors (particularly nutrition and health); do joined field visits with others PMs
  • Ensure with the technical advisor that the technical protocols / manuals / guidelines are produced, reviewed, validated, and are in line with Action Against Hunger standards and international & national guidelines
  • Guarantee the confidentiality of clinical interviews / individual or group counselling with the psychologists in charge as relevant

Mission 2: Build capacity and manage MHPSS, protection and care practices team members

  • Actively contribute to recruitment of the teams, by adapting existing standard job descriptions, conducting technical tests and interviews, defining timeframe according to the workplan and in close collaboration with HR
  • Manage the teams with leadership and motivation, including weekly team meetings, individual action plans, work schedules, conflict management, performance appraisals etc
  • Train the teams when recruited using ACF sectorial standard training package and project cycle management tools
  • Develop continuously the skills of the teams, through identification of needs, training plans, weekly clinical supervision and on-the-job supervision
  • Develop and ensure trainings (i.e. Psychological First Aid, protection mainstreaming and risks mitigation) for teams from others ACF sectors
  • Develop and ensure with the teams trainings for specialists and non-specialists from MoPHP and CBOs

Mission 3: Contribute to identify the needs, to analyze the humanitarian context and to the formulation of projects and intervention strategies

  • Prepare and conduct needs assessments (MHPSS, Protection, Care Practices) and mapping of existing actors, services and referral pathways, using ACF sectorial tools and methodologies, in order to collect and analyze secondary and primary data, to identify individuals and groups at risk and to propose operational recommendations for activities, strategies of intervention and advocacy; write needs assessment reports
  • Ensure data confidentiality, ownership of project beneficiaries and ACF
  • Contribute to analyze the MHPSS, protection and care practices humanitarian situation and the context of intervention in a continuous, systematic and satisfactory way in its area of intervention. Integrate this analysis and monitoring in the APRs each month
  • Participate in definition of the strategy over its area of intervention
  • Contribute to integrated proposal writing in collaboration with other departments including all supporting documentation where appropriate ensuring all components are based on needs & evidence

Mission 4: Contribute to the quality and accountability processes, to the evaluation of  project’s impact and to project’s capitalization

  • Supervise the quality of the project implemented in line with the technical and management standards of the ACF’s project cycle management
  • Contribute to the evaluation of the impact of projects (internal and external evaluations)
  • Promote a learning environment and improvement of quality
  • Contribute to the establishment of community complaint mechanisms
  • Produce reports on capitalization of project’s experience, lessons learned, programme data and documentation of the innovations carried out (learning reports, formalize methodologies, hand over report at the end of the assignment)
  • Contribute to ACF’ communication efforts (photos, testimonies, etc.)
  • Carry out implementation of baselines/endlines in collaboration with MEAL

Mission 5: Participate in external representation and coordination with ACFs partners, while contributing to ACF and MHPSS & Protection positioning in areas of work according to its strategy.

  • Participate (remotely or physically) to national and regional MHPSS working group and mechanisms, GBV and Child Protection sub-clusters, in coordination with DCD-P inform them immediately of priorities and initiatives, and circulate minutes of meeting.
  • Contribute to donors and stakeholders visits at the request of line managers and superiors
  • Ensure coordination towards stakeholders and partners at field level
  • Contribute to design and implementation of the mission advocacy strategy as requested
  • Support the mainstreaming of protection throughout all programmes; ensure that protection issues are highlighted in order to improve the projects; provide technical support for GBV and child protection programming related concerns
  • Participate in drafting of MoUs with other organisations and stakeholders for referrals and MHPSS programming
  • Undertake relationships with the partners (mapping, identification and selection), the authorities, the agencies of the United Nations and the NGOs in the MHPSS and protection sector
  • Contribute to strengthen the capacities of the partners in MHPSS and Protection according to a joint plan and objectives

QUALIFICATIONS

  • Master degree in clinical psychology or in psychology or in psychiatry

SKILLS

  • Knowledge of MoPHP mental health system and policies, of INGOs cluster system, of mental health and protection services in public health settings and at community level
  • Knowledge of international MHPSS and protection guidelines (WHO mhGAP/PM+, IASC etc)
  • Knowledge of early childhood development, nurturing care, care practices, IYCF
  • Strong skills in planning and providing training and supervision
  • Excellent interpersonal, organizational, prioritizing and communication skills
  • Ability to work autonomously AND collaboratively with colleagues and team
  • Analytical and problem-solving skills
  • Capacity to evaluate the quality of programming and give support to teams
  • Ability to overcome stress and work with flexibility
  • Very motivated
  • Excellent Arabic spoken and written, and fluent English
  • Microsoft Office skills (Word, Excel, Power Point)
  • Demonstrates a commitment to gender equality

EXPERIENCE

  • At least 3 years of professional experience as a psychologist or counsellor
  • At least 1 year of experience in humanitarian sector
  • Experience in project management, team management or coordination
  • Experience of training and supervision on MHPSS, protection, care practices

Conditions:

  • Level of the position: M2.
  • Basic salary in accordance with our National Salary grid.
