Job Description

  • Position: Supply Chain Officer
  • Locations:  Aden
  • Technical Supervisor: Senior Supply Chain Officer – CO

JOB PURPOSE:

The position holder will report to Senior Supply Chain Officer in country office and responsible for implementation of project procurement planning for specified project, manage the tender processes for respective projects, PR tracking and regularly share with projects, review the supporting documents, ensure the timely payments, in accordance with IRY protocols, standards and procedures in order to contribute to an efficient implementation of programs.

KEY ACCOUNTABILITIES

Detailed Duties & Responsibilities

  • Coordinate with respective projects heads to have updated procurement plans for each project and ensure the implementation of each procurement plans.
  • Ensure competent quality execution of all regular purchasing duties and administrative works
  • Coordinate with user departments and suppliers in the purchasing scope of work for projects assigned.
  • Executing and monitoring of all regular purchasing duties.
  • Assist in managing and following up overseas orders.
  • Handling and monitoring of claims to factories and vendors for defectives, shortage, missing parts.
  • Support relevant departments with quotations for the purpose of tenders.
  • Responsible for the preparation and process purchase orders and documents in accordance with IRY policies and procedures.
  • Negotiate for best purchasing package (in terms of quality, price, term, delivery and service) with suppliers
  • Monitoring and coordinating with the tendering process.
  • Extensive contact and coordination with IRY main office  procurement staff at all procuring operation
  • Update the Tenders tracking and procurements overview on weekly basis and share with respective projects/line mangers

Supervisory Responsibility:  Directly supervises supply chain/Procurement team in Aden and provide technical support to operations staff at Aden field offices.

Accountability:

  • Reports to: Senior Supply Chain Officer – Country office
  • Works with:  Logistics, admin, Finance, program & project coordinators, Program Manager, Project Manager and Security team members, Media & Coms, Security and other sectors as well as field offices

PERSON SPECIFICATION

A)    EDUCATION/TRAINING

  • University degree in Business Administration or other relevant discipline.

B)    Required Experience:

  • 3 years of field experience in with a humanitarian relief or development non-governmental organization.
  • Experience in managing procurement/ supply chain activities with multiple project. Specific supply chain experience with WASH, Nutrition and Medical projects will be an added value for the candidate. 
  • Familiarity with program areas is highly desired. 
  • Excellent negotiation and representation skills.
  • Effective skills in coordination, organization and prioritization as well as in Microsoft Office applications.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members.
  • Knowledge of IRY systems and procedures (particularly IRY procurement systems) highly desirable.
  • Experience working with key donors in a multi-donor setting; knowledge of USAID and UN donor regulations helpful.

D) WORKING CONDITIONS AND LEVEL OF TRAVEL REQUIRED

  • This position is located in Aden – Yemen however required travel to field offices for support and capacity building of supply chain team.
