FHI 360 has been responding to the humanitarian crisis in southern Yemen and along the Western Coast since 2018. Through an integrated health, nutrition, and WASH program, FHI 360 works in Aden, Taiz, and Hudaydah governorates. FHI 360 supports static and mobile health facilities, including rehabilitation, technical support and staff training, and provision of supplies.   FHI 360 also works at the community level through   Community Health Volunteer and water rehabilitation components to reach additional populations. Furthermore, since January 2020, FHI 360 has served as the NGO co-lead for the Aden Sub-Health Cluster. With a country office in Aden and a field office in Al Mokha, FHI 360 has a staff of over 40 national and expatriate staff.

POSITION OVERVIEW:  

FHI 360 is seeking a Monitoring and Evaluation (M&E) Officer under the direct supervision of the M&E Manager to assist in the design and implementation of monitoring and evaluation activities for FHI 360 projects. The position will be responsible to provide technical assistance in project sites in terms of data collection, reporting and training of program staff and participants. S/he will ensure that a robust monitoring and evaluation of the Yemen programming is consistent with donor guidelines, especially USAID/BHA.

KEY RESPONSIBILITIES AND DELIVERABLES:

  • Work as a member of the  M&E team  on design, strengthening, and implementation of M&E systems, processes, and tools for FHI 360 in Yemen.
  • Work with community-based implementing partners to support the correct implementation and use of M&E tools, and adherence to complete, correct, and timely reporting.
  • Provide training and supportive supervision to data collection and/or achieve/ registrations team at supported health centers.
  • Ensure validation and verification of data provided by primary health facilities.
  • Conduct routine monitoring visits to project sites, conduct data quality assessments (DQAs) using FHI 360 and other tools, assist in the preparation of weekly and monthly reports, and provide at sites.
  • Prepare monitoring checklist and guidelines to measure performance indicators and track progress against project targets. Ensure any disparities between planned and actual outputs are raised to relevant staff and addressed.
  • Update Monitoring and Evaluation plans for specific projects as necessary.
  • Conduct data analysis and assist with the preparation of a number of reports: monthly mid-year and annual report.
  • Support the collection, analysis, and response to feedback received through community-based feedback mechanisms.
  • Document lessons learned and best practices in M&E; facilitate knowledge building and knowledge sharing on M&E topics among colleagues in other departments.
  • Carryout any other duties as assigned by supervisor.

APPLIED KNOWLEDGE & SKILLS:

  • Must be able to read, write, and speak fluent English.
  • Must have good organizational skills and the ability to effectively prioritize tasks.
  • Must have excellent computer and technical skills.
  • Must be detailed-oriented.
  • Ability to analyze and interpret data, identify errors and prepare reports.
  • Ability to conduct statistical analysis.

DESIRED QUALIFICATIONS: 

  • Bachelor’s degree in public health, statistics, information technology, or related field.
  • At least 2-5 years’ work experience in monitoring and evaluation, preferably with health projects.
  • Experience working with a U.N. Agency (WHO, UNICEF, OCHA) or a non-governmental organization is preferred.
  • Experience or training in monitoring and evaluation practices in public health or related disciplines.
  • Proficiency with database management
  • Articulate, professional, and able to communicate in a clear, positive manner with stakeholders and
    staff.
