Purpose:
The WeC Field Manager is responsible for overseeing the operations of the WeC activities at national level, in coordination with the WeC Coordinator/WeC Delegate. S/he contirbutes directly to information management, overseeing the implementation of the WeC activties and contributes to operational support. The job role will have a specific foocus on working together with the national society to build their capacity in mine action activities.
Accountabilities & Responsibilities
Functional Responsibilities:
ACCOUNTABILITIES AND RESPONSIBILITIES
- Manages all the aspects of the WeC YRCS operations, ensuring that procedures are developed, integrated, and followed by all YRCS branches.
- Ensures the necessary resources are mobilized and available to implement the WeC action plan, both in financial terms as well human resources.
- Monitors, evaluates, and supports the work of YRCS to build the national weapon contamination programme, ensuring accurate reporting, to the ICRC Delegate/Coordinator and to update the Regional WeC advisor.
- Supports the management of the YRCS teams, ensuring all necessary information is duly shared and decision are taken in a transparent manner. Consults and includes the WeC team in decision making processes that affects their work.
- Ensures that lessons learned in operational activities are integrated into the development of related tools, methodologies, and procedures.
- Proactively liaises with Governmental bodies, specialist agencies, the UN, international organizations to search and develop new initiatives and to coordinate, as well as to share good practices on weapon contamination issues.
- Provides training, mentoring, orientation, and support, in particular to the YRCS WeC personnel and staff.
- Liaises and coordinates the victim assistance project, together with YRCS.
Scope and Impact
- Contributes to defining objectives and priorities, as well as elaborates a budget and plan of action.
- Responsible for defining and managing the YRCS budget and operational costs, such as material costs for YRCS, the supply of materials, per diem payments and other operational expenses linked to YRCS implementation for WeC risk awareness activities.
- Supports the management of YRCS volunteers (presently 12-13)
Certifications/Education Required
- Advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, public administration or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.
- A minimum of three years of progressively responsible experience in project or programme management, administration, data analysis, monitoring and evaluation or related area is required.
- Experience in the management of programmes and/or projects in humanitarian response and/or development.
- Excellent language skills in verbal and written English and Arabic
Professional Experience Required
- Experience in supervising and rolling-out a WeC programmme with a national partner
- Experience with working with the Yemeni national society coupled with familiarity of internal ICRC process, is an advantage
- Knowledge of International Mine Action Standards is desired
- A minimum of three years of progressively responsible experience in project or programme management, administration, data analysis, monitoring and evaluation or related area is required.
