VACANCY ANNOUNCEMENT

The work of ZOA is coordinated from the Netherlands. We are active in multiple countries in Africa, South America, the Middle East Region, and Asia. ZOA has been operational in Yemen since 2012, mainly focusing on WASH and Food security & Livelihoods interventions in Sana’a, Hajjah, Al Mahwit, Aden, Al-Dale’a and Shabwa Governorates. ZOA Yemen is currently seeking for national qualified candidates for:

Finance Manager, Sana’a –  1 position

To provide Yemen Management Team with timely and accurate financial management information. Provide solicited and unsolicited advice on the financial implication of programmatic choices to the YMT, Programme Managers and others. Manage the finance team working for ZOA Yemen in their daily activities. Oversee the monitoring  and building of the capacity of staff & local implementing partners regarding financial management and reporting. Ensure that donor and host country regulations are respected to ensure compliance and avoid disallowed costs / penalties.

I.Tasks and responsibilities

Financial management

  • Accountable for the allocation of salary costs and indirect costs to project budgets in a consistent manner using ZOA’s cost allocation method.
  • Accountable for ZOA’s liquidity management and ensures that all financial regulations and policies are respected.
  • Contribute to the Country Annual Plan (CAP), with a specific task in preparing the corresponding annual budget and financial sections.
  • Accountable for a timely monthly, quarterly & annual closure and prepares periodic financial reports for the Country Annual Plan (Portfolio & Result Forecasts).
  • Provide on a regular basis solicited and unsolicited financial analysis with budget vs actuals overviews to the Yemen Management Team and budget holders.
  • Advise and supports actively the Program Managers in the development of budgets of funding proposals.
  • Applying and monitoring financial compliance to internal and external (donor and government) rules and regulations. Ensure that local finance manuals are available and up to date.
  • Facilitate and oversee financial audits and responds to potential findings in audit reports.
  • Responsible for timely donor financial reports in consultation with project budget holders, in line with donor regulations

Payroll

  • Ensure timely monthly payroll accounting in line with the national (fiscal) regulations and ZOA’s internal accounting policy.
  • Data-entry
  • Ensure accurately and timely recording of all transactions in ZOA’s accounting system (currently ERP)


Partnering

  • Ensure that local partners organizational capacity is assessed. Ensure that capacity building is provided in financial management, internal controls and ZOA & donor rules and regulations. Ensure that partners financial reports are reviewed and timely processed in ZOA’s accounting software.

Management of finance staff

  • Ensure regular meeting with both CO and field finance team to discuss and problem solve issues.
  • Contribute to developing finance staff capacity and development

Coordination

  • Coordinate with HQ finance staff for compliance and support

Filing

  • Ensure an ongoing, accurate and timely digital data filing (archive) system for all payment and supporting documents as well as for other relevant documentation.
  • Collaborate with the Manager of Operations in maintaining an up to date record of Program Assets and Inventory.


Supervision

  • Management, supervision and coaching of finance staff in Country Office and Field offices.
  • Organise timely staff appraisals for the supervised staff members.

Other

  • Maintain a high degree of confidentiality in staff personal information and contract details.
  • Carry out other finance, administrative and support duties as assigned by the DoO or Country Director or Controller

  •      Fluency in English and Arabic
  •      Able to demonstrate knowledge of financial management practices and procedures
  •      Strong computer skills; proficient in Microsoft (Office 365) and accounting packages

Key Qualifications

  •      Bachelor but preferably Master in Business Economics or Accounting
  •      5 years working experience in a similar position preferably with an INGO or a non-profit institution
  •      Knowledge of rules & regulations of institutional donors like OFDA (BHA), EU, UN donors & Dutch MFA

The Finance manager may participate in YMT, depending on direction of DoO. 

 

Location:  Sana’a

Start date: as soon as possible, contract until 31st of December 2023 with possibility for extension based on budget availability
