Position: Social Emotional learning Consultant
Location: Aden/Lahj FO
Reporting Relationships: the consultant will report to Senior Curriculum and Materials Development Officer.

Contract Length: 

35 working days according to a prepared plan
Within 5 days of signing the contract, the consultant will submit the initial plan.
The final draft of SEL framework will be submitted. Together with the Education team and the approval of the Ministry of Education within 35 days of signing the contract. Payment will be done in 2 transactions; final payment will be made after due reviews from feedbacks and concurrence on the report(s) by USAID.

Gateway - Brief Summary of the Project

The USAID- funded Yemen Gateway to Education project, implemented by Save The Children in partnership with Creative Associates, in collaboration with the Ministry of Education (MOE), aims to ensure safe and equitable access to quality education through the formal school system for Yemeni boys and girls, in both host and internally displaced persons (IDP) communities, and those with special needs. 
The project focuses on supporting the Ministry of Education to strengthen education actors with ongoing trainings and follow up, providing materials to support literacy, numeracy, and active learning, restoring school routines to increase normalcy and enrollment, and expanding inclusive approaches that empower all girls and boys to complete their education. 
Furthermore, the project works closely with coordinating bodies, including the Local Education Group (LEG) and the Yemen Education Cluster (YEC) to catalyze a coordinated Transitional Education Plan (TEP) response. Gateway activities are coordinated with other USAID projects, as well as adjusted, if necessary, to complement the MoE's progress on the TEP implementation. As a system-strengthening activity, Gateway follows the TEP roadmap and builds off investments and key technical resources that USAID, GPE, UNICEF and GIZ have put in place, to support a more flexible, responsive and stronger education system. 

II. ACTIVITY STRATEGY AND APPROACH        

Gateway ensures safe and equitable access to quality education through the formal school system for Yemeni boys and girls, in both host and IDP communities, and those with special needs. Research shows when schools function as safe, inclusive learning ecosystems, it results in improved quality of education, particularly in conflict-affected contexts, like Yemen. A successful learning ecosystem requires strong leaders, knowledgeable teachers, informed and involved parents, and high-quality teaching and learning materials with a common focus on building and maintaining the physical and emotional wellbeing of the entire school community. Gateway supports the MoE to strengthen each actor of the learning ecosystem with ongoing trainings and follow up as well as materials to support literacy, numeracy, and active learning. Gateway’s design prioritizes complementary investments that address education quality in four key areas, through a systems-strengthening approach and aligned with the TEP: safe and equitable access to education; improved teaching to deliver learning outcomes, particularly in foundational skills in the early primary grades; improved facilities and supplies; and strengthened institutional capacities.
Where Gateway is not able provide for all the demands and needs of communities and schools, it will work with the coordinating bodies, including the LEG and YEC to catalyze a coordinated TEP response. 
Beneficiaries: Gateway will work in 400 schools from 2020 to 2024 and directly reach an estimated 260,000 beneficiaries, including students in Grades 1-6 (240,000), teachers and head teachers trained (5000), parents and community members supporting learning and government staff with increased capacity to manage schools (15,000). 
Gateway’s theory of change is if the capacity of school leaders and teachers, community-school partnerships, and MoE representatives to manage schools more effectively is improved, then access to, and quality of, education will be increased for the most vulnerable children, particularly girls and children with disabilities.   

IR 1: Safe and Equitable Access to Education    

Gateway focuses on vulnerable children’s needs and addresses immediate barriers to enrollment, retention, and safety in formal schools. Reengaged parents through our work with Fathers and Mothers Councils contribute to a more cohesive learning ecosystem ensuring schools are accessible, safe, and resilient learning places.

IR 2: Improved Teaching and Learning

Gateway’s technical staff work with MoE systems to improve teacher and school leader performance and support through the creation of technical Task Teams (TTs). Led and housed by relevant MoE departments, TTs guide the development of key elements of Gateway’s technical program. Each TT includes technical specialists from the related departments, experts from academic institutions, and project intended users/beneficiaries (e.g., school directors, teachers).

IR 3 Rehabilitation of Educational Infrastructure and Provision of Equipment

To ensure schools are safe and conducive spaces to learn for all children, Gateway first coordinates with the MoE and key partners, to identify rehabilitation and restoration needs, addressing overcrowded urban schools and remote and largely under-resourced rural schools. Between 2022 and 2023, Gateway will undertake rehabilitation activities in 74 schools and WASH construction activities in 6 schools, making a total of 80 schools benefiting from the infrastructure improvement. FMCs will be provided maintenance kits and trained in how to use them to sustain these improvements.

IR 4: Strengthened Systems for Education Quality and Management

Gateway works within the TEP's parameters to strengthen operational, administrative and quality assurance systems to support improved delivery and management of key access and teaching-learning services (IRs 1 and 2). Gateway focuses on three critical system areas to improve primary schooling: (1) operational and administrative systems for planning, teacher/principal management and textbook/materials procurement and delivery; (2) school quality support comprising CPD for teachers, principals and administrators; and (3) monitoring and accountability, including EMIS data collection and use, accountability and consultation. 
In line with this objective, Gateway contracted Geopolicity in 2021 to undertake an Institutional Capacity Assessment whose objective was to provide comprehensive analyses of the administrative, governance, finance and delivery processes/functions of the MoE (from need identification to end user provision) for specific functional areas in the Ministry of Education. Based on the findings of the analysis, the consultant will provide the Ministry with a set of recommendations that will allow the strengthening of Key Functions.

Within the framework of the Gateway Education Project, the development of guidelines, training materials and frames of reference for conducting Social Emotional Learning activities is one of the key project activities compatible with Transitional Education Plan (TEP) support.

The Opportunity:

The purpose of the activity is to support the Ministry of Education in developing frames of reference on how to conduct SEL activities.
The approved guide will be used as a frame of reference by the Ministry of Education and other partners to support SEL activities; contribute to the achievement of the TEP objectives and activate social emotional learning activities.

Key Areas of Responsibilities: 

Methodology :

  • Consultant under Gateway will develop a work plan, suggest realistic timelines and identify the resources (technical, material, etc.) required to accomplish the task.
  • The consultant will develop A draft framework for the Ministry of Education on SEL activities and other relevant documents related to SEL activities with reference to World Bank Step by Step Toolkit promoting Social and Emotional Learning in Children and Teens . The consultant should also work on reviewing existing materials for training teacher and class implementation in Arabic, including assessment and this will form the basis for negotiation and review with MOE.
  • The consultant will conduct group discussions with the curriculum team at Gateway to reach the final formulation of the reference framework for social emotional learning.
  • The consultant will organize a one-day mini-workshop to share the draft framework of the Social Emotional Learning Curriculum with the Ministry of Education and related departments and to ensure that it is reviewed and approved by the Ministry of Education
  • The final draft of the Social Emotional Learning Curriculum Framework, along with relevant materials produced in Arabic and English versions, will be reviewed by the Ministry of Education, Save the Children, and Creative Associates International and approved by both the Ministry of Education and the US Agency for International Development prior to printing. It will be the consultant's responsibility to obtain approval from the Ministry of Education for the Reference Framework for Social Emotional Learning.

Outputs:

  • Work plan with timelines 
  • Initial draft of a framework for social emotional learning submitted to Gateway for review and feedback.
  • Final drafts (in Arabic and English) of the framework for social emotional learning submitted after responding to all concerns and review them as appropriate.

Qualifications and Experience:

  • Must have a master's or doctorate degree.
  • At least 10 years of professional experience in developing and designing materials and policy frameworks or supervising them.
  • The applicant must have a broad background in educational policies.
  • The applicant should have experience working with the Ministry of Education and/or international NGOs in developing or supervising policy frameworks.
  • Excellent communication and interpersonal skills.
  • Excellent Arabic and English writing and speaking skills
