Partnerships Development Specialist 

Muslim Hands is an international relief and development non-government organization established in 1993. Muslim Hands works both directly and with partners to carry out short- and long-term projects in education, health livelihoods, WASH and emergency relief. 

Muslim Hands Yemen is undergoing new and positive changes. We are building on the capacity of the office, looking to implement new and innovative projects alongside opening new fundraising channels. This role is seen as pivotal to the long-term vision for Muslim Hands Yemen. 

Position: Partnerships Development Specialist
Location: Aden –areas of essential travel is required to other Yemen
Contract Type: FT (six months with the possibility of extension)

Role and Responsibilities

  • Institutional partnerships management covering the component from development to execution
  • To support the end-to-end management and ownership throughout the entirety of the bid lifecycle, working closely with cross-societal teams to draft compelling narratives and develop associated documents including budgets, ensuring that deadlines are met and submissions are compliant, well written and coordinated in a timely manner. All bids shared and submitted following approval of HIPD HQ 
  • Proposal developments for all kind of humanitarian and development projects
  • Responsible for compliance with donor policies
  • Develop country level strategy and multi-year action plan for donors’ portfolio and monitor its implementation. 
  • Lead the implementation and completion of plans and delivery of outputs, including:
  • Organization of meetings, workshops and forum.
  • Management of service contracts.
  • Progress monitoring and reporting.
  • Financial management.
  • Participate in internal and external partnership fora (working groups, conferences, workshops, meetings and webinars) and provide regular update to the HIPD HQ on new developments, best practices, learning and trends in partnerships and localization
  • Embed partnerships in relevant dialogues, discussions and debates at all parts of the organization, not just functional leads but also thematic leaders, account managers, donors/partners and others
  • Responsible for potential donor mapping. Maintain and update a database with all relevant contacts (i.e. spokespersons and programmatic focal points from cluster(s) or individual agencies) from the different organizations and government departments involved in the humanitarian response.
  • Working with the HIPD HQ to maintain and cultivate donor relationships with institutions in order to identify funding opportunities.
  • Maintain and cultivate positive and productive relationships with prospects and funders
  • Identify and share timely information on funding opportunities with HQ that are aligned to MH strategic objectives.
  • To support HIPD HQ in coordinating the development and submission of large-scale proposals and technical bids.
  • Build and maintain positive working relationships with key operational and technical experts across cluster setups to coordinate cross-societal inputs needed for applications in a timely manner.
  • To promote and encourage cross-departmental information sharing, collaboration, synergy in the context of proposal development and relationship management
  • To keep HIPD HQ fully informed of day to day activities, providing updates and summaries of work schedules frequently
  • To keep Country Director up to date and fully informed of daily tasks, travel and schedules
  • Establish excellent working relationships and strategic engagement with a wide range of senior figures within the humanitarian relief community, local government, local media, civil society and donor community
  • Ensure community voices are taken into account during the design and implementation process and adjust strategy, if and when necessary, based on feedback from affected communities and M&E inputs.
  • Help to produce and disseminate regular information about our approach, impact of interventions, lessons learned and sustainability planning
  • Produce regular updates, summarizing progress, achievements and identifying gaps and challenges
  • Perform any other job-related duty as required.

Qualifications and Education Requirements

  • Post graduate or Master degree in International relations, Social Sciences, project management and development relevant field

Experience and Skills

  • Minimum 10 years work experience in the humanitarian sector/with INGOs, with at least 5 years’ experience in partnership based programming or community based programming
  • Proven experience in field level representation and networking with key stakeholders and co-ordination with other INGOs/UN
  • Strong background experience with working with major institutions including bilateral and multi-lateral donors including Un and government agencies
  • Demonstrate a proven track record of building partnerships with major institutions
  • Demonstrate a proven track record of bid submission, proposal writing with proven example of success.
  • Proven commitment to and experience in participatory approaches and beneficiary accountability
  • An excellent team player with good skills in team work and consultative approach to decision making
  • Excellent communication skills, both oral and written, with a high level of written and spoken English
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.

Reporting

  • HIPD specialists to report all administrative matters to Country Director
  • HQ to monitor the performance of HIPD specialists in field teams
  • HIPD Specialists to report to HQ concerning all related work
  • HIPD HQ to assume full responsibility of HIPD specialist’s tasks concerning technical matters only
  • Decisions of institutional donor projects to be discussed and agreed by a core team of HIPD Director, Country Director, HIPD Specialists and HQ team 
  • Country team to ensure facilitation of any institutional project implementation
