Main purpose

Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries health conditions.

Accountabilities

• Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols. 
• Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood. 
• Follow up the evolution of the hospitalized/IPD patients, through daily visits, consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution. 
• Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards. 
• Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients’ illness, medical error and monitors the proper functioning of the department, equipment or material. 
• Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care. 
• Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing biohazard risks and improving infection control. Ensures professional confidentiality is respected. 
• Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

MSF Section/Context Specific Accountabilities

• Consult patients in the PHCC accordingly
• Work on the appropriate patient flow from triage to exit
• Ensure proper documentation of medical data and filing system.
• Monitors the proper functioning of the department, equipment or material. Maintain medical and non-medical equipment and inform line manager of any damage or missing items.
• Participate the mortality review, training, meeting, and any other events depending on the work schedule. Take part in the rotational presentations of cases for discussion in a team.
• Participate in the training on patient care in outpatient services and referral  according to MSF protocols and standards 
• Organizing and facilitating referrals of patients to other health facilities in consultation with MAM and Medical Team Leader as per MSF guidelines and referral policy.
• Know and be aware of the importance and appropriate use of the Post Exposure Prophylaxis (PEP) Kit.
• Support the MAM and MTL in the planning required resources

Requirements

Education    Medical Doctor diploma, registration with medical board in Yemen essential.  

Experience    

• 2 year experience minimum as a Medical Doctor or in clinical work (can be within medical training).
• Desirable post-registration experience in mass casualty, pediatrics, general medicine, gynecology/obstetric or minor surgery. 
• Clinical skills with demonstrable experience in coaching and training others    

Languages: Arabic and English essential.

Knowledge:    Essential computer literacy (word, excel)

المهام الرئيسية  
توفير الرعاية الطبية للمرضى الخارجيين و / أو المرضى الداخليين للمرضى / المستفيدين وفقًا للمعرفة الطبية المكيفة والمحدثة وبروتوكولات منظمة أطباء بلا حدود والقيم ومعايير النظافة العامة لتحسين الظروف الصحية للمرضى / المستفيدين.

المسؤوليات :

•     تطبيق المعرفة والمهارات الطبية للتشخيص والوقاية. إجراء الاستشارات في العيادات الخارجية وللمرضى الداخليين ، ووصف العلاج اللازم مع مراعاة بروتوكولات منظمة أطباء بلا حدود. 
•    إبقاء المريض و / أو أسرته على اطلاع بالمرض وتقديم شرح مناسب حول العلاج الذي يجب اتباعه ، والتحقق من فهمهم.
•    متابعة تطور حالة المرضى في المستشفيات / ,وقسم الرقود من خلال الزيارات اليومية / الجولات والاستشارات والفحوصات، ووصف العلاج اللازم وفق بروتوكولات منظمة أطباء بلا حدود، وتقرير ما إذا كان يمكن احالته أو نقله إلى الاقسام الأخرى - بالتعاون مع الأطباء الاخرين- وإبلاغ أسرهم حول تطور حالة المريض.
•     التأكد والسيطرة على التوزيع الرشيد للأدوية والمعدات تحت تصرفه والحرص على جودة وتطهير وتعقيم المواد الطبية و ضمان الامتثال العام لمعايير النظافة.
•    المشاركة في جمع وتحليل البيانات الوبائية ، والتحقق من صحتها وإبلاغ المدير المباشر أو منسق المشروع بأي مشكلة أو مضاعفات مرض المرضى والخطأ الطبي ومراقبة الأداء السليم للقسم أو المعدات أو المواد.
•    ضمان التدريب المستمر للفريق الطبي/ المساعدة الطبية متعدد التخصصات من أجل تحسين نوعية الرعاية.
•    معرفة وضمان اتباع جميع البروتوكولات الطبية لمنظمة أطباء بلا حدود وتنفيذها ، والتحقق من اتباع الاحتياطات العامة في جميع الأوقات وتقليل خطورة المخاطر البيولوجية وتحسين السيطرة على العدوى. ضمان احترام السرية المهنية وأخلاقيات مهنة الطب
•     إدارة الفريق تحت  مسؤوليته المباشرة وفقا لسياسات وإجراءات الموارد البشرية لمنظمة أطباء بلا حدود، والإشراف على أدائهم، وتنظيم الورديات المجدولة والمناوبات، والمشاركة المباشرة في حالات الطوارئ والاستدعاءات إذا لزم الأمر.

•    استشارة المرضى في الرعاية الصحية الأولية وفقا لذلك 
•    العمل على التدفق المناسب للمريض من الفرز إلى الخروج

•    مراقبة الأداء السليم للقسم أو المعدات أو المواد. الحفاظ على المعدات الطبية وغير الطبية وإبلاغ المدير المباشر بأي تلف أو فقدان عناصر.
•    المشاركة في مراجعة الوفيات والتدريب والاجتماعات وأي أحداث أخرى حسب جدول العمل. المشاركة في العروض التقديمية الدورية للقضايا للمناقشة في فريق.
•    المشاركة في التدريب على رعاية المرضى في خدمات العيادات الخارجية والإحالة وفقًا لبروتوكولات ومعايير منظمة أطباء بلا حدود
•    تنظيم وتسهيل إحالات المرضى إلى المرافق الصحية الأخرى بالتشاور مع مدير الأنشطة الطبية وقائد الفريق الطبي وفقًا لإرشادات منظمة أطباء بلا حدود وسياسة الإحالة.
•    معرفة وإدراك الأهمية والاستخدام المناسب لمجموعة الوقاية بعد التعرض (PEP).
•    دعم قائد الفريق الطبي ومدير الأنشطة الطبية في التخطيط للموارد المطلوبة 

المتطلبات     

التعليم: 
•    دبلوم طب عام ، التسجيل في المجلس الطبي في اليمن (الزامي)    

 الخبرة : 
•    خبرة لا تقل عن سنتين كطبيب أو في العمل السريري (يمكن أن تكون ضمن التدريب الطبي). 
•    خبرة مرغوبة للاستجابة للإصابات الجماعية وطب الأطفال والطب العام وأمراض النساء / التوليد أو الجراحة الصغرى.
•    المهارات السريرية مع خبرة واضحة في التدريب السريري والتدريب النظري الآخرين

اللغة:
