Job Description

Inclusion Technical Officer

[NB: this post is not intended to be systematised and should only be deployed in certain contexts such as multi-sectoral projects, lack of technical competence in the project, junior staff, etc.].

Under the responsibility of the Inclusion Specialist of the Yemen Programme, with the support of the Inclusion Technical Office Country, the Technical Officer for South contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his or her home country. He/she contributes to the implementation of projects implemented by Aden and Al Mokha offices, by providing technical expertise and ensuring that the quality and impact of the project(s) concerned are optimised. He/she works closely with the programme's technical and project teams. 

Missions

1.    Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter
a.    Applying appropriate technical guidance and support to project’s team, partners and/or specialists from other areas of expertise. 
b.    Conduct field visits and meetings to ensures that the project(s) activities from Al Mokha and Aden offices are implemented according to internal quality and technical standards and proposes adjustments or improvements if necessary.
c.    Adapts project documentation as required in accordance with global technical norms and standards
d.    Contributes to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team. Conduct relevant monitoring and evaluation processes under supervision of the technical officer country, if any, or technical specialist. 
e.    Contributes to the internal and external donor reporting (intermediary and final report) as requested.
f.    If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist or the project leader. 
g.    Helping to create links with community based organizations and associations of people with disabilities, focal points and other organizations (national and international) to reinforce HI’s information about available services and maintain partnerships between humanitarian actors.
h.    Providing capacity development and technical support activities to external organizations and to the community in collaboration with and upon validation of the Project manager/Technical Specialist or, in his/her absence, the Technical Officer Country, if any.

2.    Provides technical learning from projects
a.    Collects the elements necessary for capitalisation or scientific documentation exercises
b.    Contributes to technical learning under the responsibility of the specialist or project manager, based on good practice.
c.    Contributes to the terms of reference for evaluations
d.    Implements recommendations for improving the technical quality of projects
e.    Contributes to the development of technical support and capacity development tools and materials with the technical officer country, if any, or the technical specialist for inclusion to implement inclusion activities (trainings, bilateral organizational support, awareness raising sessions)
f.    Supports piloting, translating and contextualizing materials and tools together with persons with disabilities and organizations of people with disabilities. 

3. Contributes to the animation of the inclusion sector
a.    Contributes to recruitment
b.    Contributes to or leads the necessary technical training in his or her field both with external and internal actors. 
c.    Contributes to the skills upgrading plan for professionals in their sector and may be a third-party assessor
d.    Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs)
e.    Disseminates the technical tools, trainings, leaflets and other relevant documents and implement the planned activities among the local organizations and other NGOs (as needed), upon prior validation by the National Technical Officer, if any, or line manager. 
f.    Reports any possible partners in need of support and coordination spaces for Inclusion mainstreaming at local level, and communicate these needs to the national technical officer, if any, or line manager. 

4. Contributes to ensuring HI's technical influence within its perimeter

a.    Contributes to the influence of HI's expertise: can represent HI's technical expertise in relevant local networks and with local partners
b.    Being able to travel to all areas of implementation of HI in Yemen in order to support inclusion activities and relevant networking, as well as receiving training him/herself.  


Skills 

Knowledge (knowledge)        
•    Knows the different schools of thought and models explaining disability and is familiar with the application of certain tools.
•    Global knowledge of the international frameworks and technical issues of his sector : humanitarian principles, protection mainstreaming, age and disability mainstreaming. 
•    Mastery of a speciality of its sector, its managers and how to implement them in a quality approach.
•    Knows the networks of actors and professionals inherent to its sector
•    Fluent in written and spoken English and Arabic is mandatory

Know-how (practical)

•    Minimum 2 years of experience in his or her professional field, including experience in low and middle-income countries 
•    Desired experience in project management
•    Desired experience with INGOs and projects related to inclusion and/or protection and participatory approaches.  
•    Experience in advocacy related to disability and/or vulnerability issue, preferably in emergency context.
•    Experience with people with disabilities or people at risk of exclusion is an asset. 
•    Experience with Trainer of trainers (TOT) is an asset.  
•    Communicates in a clear, concise and responsible manner with respect for the interlocutor (adult or child); adapts his/her mode of communication and message, particularly in the context of intercultural communication, and at a distance
•    Identifies problems and activates solutions; knows how to raise problems
•    Can accompany and motivate a person/group. 
•    Knows how to plan, organise and measure its activities by setting clear, specific and measurable objectives and indicators. 
•    Promotes participation and cooperation in the activities of its service sector and in multidisciplinary/sectoral work

•    Teamwork/networking, cooperation. Respecting each other's opinions and valuing each other's skills for joint action;

TIME SCHEDULE
The working hours are the following: 8:00 am to 4:30 pm with Half hour lunch break.
Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.

Yemen mission takes place in a sensitive environment regarding security of Handicap International staff and assets. Handicap International employee commits to observe utmost respect of personal and professional ethics, to adhere to principles of neutrality and impartiality, and to ensure necessary levels of discretion within and outside working space. Not respecting this clause will lead to disciplinary action and have immediate dismissal as a result. 

Any breach of the above-mentioned responsibilities, of the Internal Regulation or of Terms and Conditions of Engagement may be sanctioned by a written warning or immediate dismissal if appropriate.

Job Conditions
•    The salary will be defined according to HI’s existing salary scale
•    Based in Aden with frequent movements to the field
•    30 day leave/year + benefits (transport allowance, health insurance, life insurance)
•    The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.
•    Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
