Job Description

Job Title: Senior Project Engineer (1)
Location:  Aden with regular travels to the field.
Period: 8 months.
Terms: Full Time Position.
Classification: Program
Project reporting to: Program Coordinator.
Deadline: 26- 09 - 2021

Background
FMF is a non-profit and non-governmental organization aiming to provide health, nutrition, food security and protection services as a humanitarian response to the escalating socio-economic situation in Yemen since 2012.

The Role:
Senior Project Engineer will be responsible for providing technical oversight in collaboration with the project management to ensure Food for Asset (FFA) projects are appropriately designed, implemented, monitored and reported.

Key Responsibilities:

  • Supervision the project filed engineers to ensure the project implementation quality and the selection of the proper assets to be rehabilitated during the project period.
  • Oversee preparation of technical documents such as tenders, BOQs, procurement documents and oversee material and equipment purchases and delivery as necessary.
  • Provide timely technical advice to project engineers, advise about the materials, machines and tools needed, building staff capacity and support the project management.
  • Oversee and carry out need assessments to selection the project assets with strong coordination with the local authorities in the targeted districts and governorates.
  • Plan (daily, weekly and monthly) the field activities in alignment with the overall project plan; supervise the engineers, and ensure follow-up of the various field activities regarding the agreed planning, guidelines, and required quality of the works, specification and design.
  • Ensure that all works have been taken and rules followed to ensure security on-site and safety measures for all the workers.
  • Technical evaluation of activities; And the quality of the project assets.
  • Contribute to technical aspects of donor reporting as requested, as well as any other ad-hoc reporting to the Project Manager or Senior Management; and contribute to the weekly reporting (in English) on the progress of activities with the Project Manager;
  • Report immediately any delay, problem or other relevant information to the Project Manager; 
  • Represent FMF with stakeholders in the field such as local authorities, community committees, and any other entities.
  • Conduct regular filed visits to the assets sites in order to ensure the completion of all activities. 
  • Ensure that the works in the selected assets, , are designed, implemented and completed in accordance with agreed Programme objectives, in line with agreements with the local authorities, and in line with the Programme approach ensuring complementarity with other FMF activities.

Qualifications: Education/Knowledge/Technical Skills and Experience:

  • Minimum Bachelor’s Degree in Civil engineering/architecture engineering, agricultural engineering or any other relative engineering filed. Master’s degree is desirable
  • Minimum 2 years of working experience with an NGO or INGO, preferably in projects involving Livelihoods, CFW, community infrastructure etc.
  • Minimum 5 years of working experience in the construction sector in a technical or engineering role,  managing construction sites.
  • Excellent written and oral communication skills and English and Arabic.
  • Excellent knowledge of Microsoft office and email. Knowledge of the Health and Safety regulations in the Workplace
  • Good track record of managing and leading a team
  • Excellent communication and diplomacy skills to manage relationship in potentially tense situations. 
  • Analytical skills and strategic thinking including experience developing written analysis and strategies for livelihood sectors.
  • Experience in supervising field staff in challenging situations, carrying out professional team management, and providing capacity-building and training, including a supportive working style.
  • Strong organization, collaboration, representation and negotiation skills, and demonstrated professional leadership and interpersonal skills.
  • Knowledge of the area of responsibility and understanding of local communities and customary rules.
  • Readiness to commit and adhere to the values, mission and vision of FMF.
