Job Description

Senior FSL Program Officer 

1-  Identification 

Job Title:  Senior FSL Program Officer 
Location:  Ibb  Governorates .
Reports to/Position Title:  FSL Program Manager

2- Overall Purpose/Broad Function:    

Under the direct supervision of FSL Program coordinator/ Manager , the Senior FSL Program Officer will be responsible for the implementation of the field FSL activities as per the designed work plan. He/she will ensure food Security Assistance (Kind/ Cash) provision at the supported FDPs with respect to quality, safety, protection, gender and AAP principles.

4- Responsibilities/Task Description:

  • Project Planning, Implementation and activity management
  • Develop work implementation plan, reporting mechanisms and training plan using the project-monitoring tool.
  • Overall responsibility for the timely and quality implementation of agriculture and livestock activities, including initial BOQ development
  • Supervise the overall beneficiary identification process, including the setting up and involvement of beneficiary identification committees
  • Build relationship with communities, community leaders through clear communication and positive interactions in accordance with TYF values and principles
  • Create and implement staff training and support plans for each activity
  • Make well informed decisions and problem solve any issues related to assigned project activities, with support from Program Coordinator, PM and if needed Area Coordinator .
  • Produce technical files (BoQs, Scope of work, Drawing etc.) according to the identified needs, standards and available resources. 
  • Oversee the flow of information to other departments concerning assigned project activities
  • Take into consideration the AMEU’s recommendations after approval from PM and/or AC
  • Work closely with MEL team in collecting data, updating the database and report writing

Reporting

  • Responsible for data collection from field staff to ensure they are relevant for assigned project activities; including beneficiary database information, replacement forms, input distribution monitoring, surveys and reporting requirements
  • Proper filling in of project documents according to donor and TYF procedures, with support from the Program Coordinator and the Compliance Officer based in Sanaa
  • Give attention to ideas and information coming from project staff or field visits which may assist in future project proposals. Such information is included in biweekly reports.
  • Send biweekly report to Program Coordinator which includes detailed and accurate data concerning all activities assigned as well as addressed progress, specific challenges and successes in the work
  • Provide information on the progress of activities, challenges and successes in any other format, as requested by the Program coordinator  or PM .
  • Undertakes ongoing visits to sites, assesses local conditions and resources, and monitors inputs.  Communicates with local counterpart authorities on project feasibility and effectiveness including monitoring the flow of supply and other non-supply assistance.
  • Document implementation of all Food Security related activities and track progress towards program targets, keeping all team members apprised of achievements, delays, and issues.

Staff Management

  • Lead meetings, reviewing progress and planning for his/her Supervise Food Security teams – including  Sr. FSL Project Officer ,field supervisors, field assistants, Filed Officers - to ensure timely, quality and informed activities implementation
  • Provide technical guidance and training as needed to the assigned team
  • Take part in the appraisal for team members and support internal capacity building of team when possible to improve the overall quality of the assigned activities
  • Internal and External Coordination
  • Participate to weekly/ Monthly internal meetings considering program and logistical matters related to assigned activities and be active in such discussions, particularly during Base Coordination or procurement meetings .
  • Create stock requests and order forms as per assigned project activity needs
  • Discuss amendments in weekly and daily plan with Program Coordinator, PM and logistics to ensure clarity for all staff on field team activities; communicate these updates to field teams in timely and clear manner
  • Organize and participate in external meetings with community leaders, other NGOs, Mo A&I, Social Development Fund and other stakeholders as requested.

General

  • Commit to the humanitarian principles of strict neutrality, religious and political impartiality and non-discrimination
  • Report and clarify any work-related issues and challenges to supervisor in timely manner
  • Respect time including to work, meetings, deadlines and other reasonable requests
  • Maintain a good team spirit amongst staff and colleagues
  • Commit to honest, high quality work in all aspects of responsibilities
  • Consider safety and security in the field, and immediately report all incidents to the security focal point
  • Conduct technical assessments of selected targeted areas to be identified the needs .
  • Undertake any other tasks as reasonably assigned by direct supervisor.

5- Others:

Education & Work Experience:

  • Advanced degree in Social or Economics or Agronomy subjects or equivalent field work experience;
  • Five years' experience in the humanitarian field as FSL project;
  • Demonstrated experience in FSL and related field in fragile context, including assistance to IDPs, refugees and returnee's;
  • Experience of working within an insecure environment with responsibility for security planning, monitoring and management;
  • Experience in remote management of team;
  • Proficiency in written and spoken English; 
  • Arabic knowledge is a plus;
  • Computer literacy, with high proficiency in the use of standard office software applications (e.g. Microsoft Word, Excel and PowerPoint);
  • Previous experience in similar contexts is an asset.
