Job Description

TITLE:  Environmental and Social Safeguarding Specialist (ESSS)

LOCATION: Headquarter Sana’a, Yemen-

CONTRACT LENGTH: 12 months with frequent travel to the field

ROLE PURPOSE: 

The Road Maintenance Fund – Implementation Unit signed Project Cooperative Agreement (CAP) for supervising the iimplementation of Yemen Integrated Urban Services Emergency Project Phase II - YUISEP II and Additional Financing (AF) funded by the World Bank. YIUSEP II and AF aims to ensure continuous World Bank engagement in the urban sector in Yemen. The urban roads subcomponent will rehabilitate primary and secondary urban roads including those at the entrances to the cities. Activities may include spot and pothole repairs, crack sealing, patch works, asphalt resurfacing, road safety improvement works and intersection rehabilitation. This subcomponent will contribute to increasing mobility and access, including supporting regeneration of economic activity, and improving road safety. 
The Environment and Social Safeguard Specialit (ESSS) is responsible for managing and controlling the potential environment and social impacts and risks that can be generated by the activtities. The ESSS will work directly in the implementation and monitoring of the Environmental and Social Management Framework (ESMF) and site-specific Environmental and Social Management Plans (ESMP). Similarly, the ESSS will collaborate and with other technical teams in the implementation of implementing the mitigation measures, the Project Stakeholders Engagement Plan (SEP), the Gender Based Violence (GBV) Action Plan and the Labor Management Procedures (LMP) and other safeguards instruments and ensure. The ESSS is also responsible to monitor and follow up the contractors and supervision consultants regarding the ESS issues, collecting field data, receive and review of ESS field monthly reports by contractor and consultants, summarizing the field reports, and develop the final ESS compliance progress report on monthly basis. The ESSs also will conduct training for workers on ESS including Ohs. The specialist will conduct frequent site visits as required in the ESS monitoring plans and the RMF-IU Director instructions. In some cases, and events, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY : 

A) Technical Expertise in the Assessment and Management of Environmental and Social Risks and Impacts:

  • Conduct the environmental & social screening process prior to start the implementation.
  • Conduct the environmental & social risk assessment to find the potential environmental & social impacts and risk and suggest an appropriate environmental & social mitigation measures.
  • Prepare the site specific environmental & social management plans ESMPs and follow-up UNOPS for clearance based on the World Bank ESF and UNOPS and national requirments.
  • Review and follow-up the preparation of Contractor Environmental and Social Management Plans (C-ESMP) including traffic plan and emergency plan.
  • Oversee and enforce follow-up in order to ensure maximum levels of compliance for project Environmental and Social Management Framework (ESMF) regarding the assessment and management of ES risks and impacts, contractor workers health and safety, community health and safety, stakeholders’ engagement, public consultation, grievance mechanism (GM).
  • Provide technical support to the technical staff during the design, implementation and follow up road rehabilitation and maintenance activities in the field.
  • Collaborate with the Unit staff via periodic review with feedback and recommendations ensuring end to end safeguarding principles are applied and monitored. 
  • Prepare beneficiary mapping for the RMF-IU subprojects.
  • Conduct consultations with stakeholders at all levels before, during and after implementation based on the project Stakeholder Engagement Plan (SEP).
  • In collaboration with the relevant staff, follow up the resolve and investigation process for received complaints to RMF-IU grievance mechanisms and UNOPS GRM to ensure the commitment for the World Bank Environmental and Social Standards and project ESMF, LMP, and SEP.
  • Prepare monthly, quarterly, semi annual ESS compliance reports. 
  • Summarize field reports submitted by consultants and contractor ESS Officers and highlight lessons learned and best practices in the implementation of environmental and social safeguarding measures.
  • Use all the forms and templates as well as develop and update them.
  • Develop a database for the environmental and social safeguards in RMF-IU including documentation (keeping records for all ESS activities).

  
B) Monitoring of the ESS requirements/ compliance of the RMF-IU Subprojects:

  • Monotre the activities in the field to ensure th contractors applied all the mitigation measures regardin the ESS requirements including OHS.
  • Undertake monitoring activities, including site visits, inspections, and spot checks to worksites to ensure that ESS requirements are in place and find gaps, weakness, and noncompliance areas.
  • Ensure conduting inspections for contractors equipment (heavey equipment, vehicles, etc.).
  • Enure availability of GRM, drinking water access and toilets for workers as well as suitability of accomidation place of contractor workers and consultants.
  • Follow up the resolve and investigation process for received complaints to RMF-IU and UNOPS grievance mechanisms and ensure quick response till the complaints are closed.
  • Collect and document all ESS field data, reports, training record, site visits record, site photographs, site work permits by contractors and consultants…. etc.
  • Analyse the third-party monitoring (TPM) findings, prepare the responses and summary the findings for technical and field staff.
  • Take the lead of the investigation for all safeguarding and fraud accidents and cases.
  • Find the root causes of received noncompliance cases, and ES accidents/ incidents.
  • Suggest the corrective actions for noncompliance cases and required actions to develop the compliance and avoid recurring.
  • Follow-up and track the number of labors (contractor labors, consultants, etc.) for all subprojects.
  • Follow-up and track the number of beneficiaries for all subprojects. 

C) Capacity Building on Environmental and Social Safeguarding 

  • Develop ESS training and awareness materials including OHS for contractors workers and consultats.
  • Develop ESS training plan for all the workers invoved in activities. 
  • Provide orientation and training to RMF-IU staff, consultants and contractors on ESS and other applicable topics in the roll out of the ESMP.
  • Traine all workers, consultants and other stakeholders on ESS in general and on OHS in particular.

QUALIFICATIONS AND EXPERIENCE:

Essential 

  • A Bachelor’s degree with at least 4 years of relevant professional experience in environmental management, Occupational Health and Safety (OHS), safety management and management of contractors, engineering and social sciences, or another relevant field.
  • Working experience with similar agencies, organisations and/or similar projects for at least 2 years.
  • Ability to work well with a range of stakeholders, including project-affected peoples, government officials, national and international organisations, development agencies, technical bodies, etc.
  • Computer literate (including working knowledge of MS Word, Excel) 
  • Ability to synthesise and analyse information, and make clear, informed decisions.
  • Excellent written and spoken communication and interpersonal skills 
  • Cross-cultural experience, understanding and sensitivity
  • Fluency in written and spoken English is required.

Desirable 

  • Demonstrated experience in the design, monitoring and institutional operationalisation of the ESS under World Bank-funded projects.
  • Experience in technical programme support in areas of road constructcion, rehabilitation and maintenance.
