TITLE: Senior Education Technical Manager                                                                
TEAM /Program : Project Director (WB)    
LOCATION: Country Office 
GRADE: 2     
CONTRACT LENGTH: 12 months

CHILD SAFEGUARDING: 
Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 
SCI Yemen is embarking on the Restoring Education and Learning (REAL) project, funded by the World Bank and in partnership with WFP and UNICEF. The project objective is to maintain access to basic education, improve conditions for learning and strengthen education sector capacity in selected districts of several governorates in Yemen.

The overall role of the Senior Education Technical Manger is to technically lead the high level negotiation and implementation of the REAL project, manage the MEAL manager and his team and spearhead the reporting of the project implementation in coordination with the project staff in different field offices. The Senior Education Technical Manger will report to the Project Director, and work in close collaboration with Education Technical Advisor and Education Specialist (PDQ team). The incumbent will be the technical focal point for the project and will liaison with CO PDQ and Member Office technical backstop of the project on regular basis. The Senior Education Technical Manager will represent the project in MoEs, donor and other technical forums and will act as the key technical contact for the project deliverables and coordinate with sub awardee technical personnel for the implementation and reporting of the project. 

The Senior Education Technical Manger will provide day-to-day guidance and technical support to field staff (from Save the Children, and our Implementing Partners), supporting them in delivering the components of REAL Project. The role will involve close coordination and collaboration with the MoE at national and governorate levels.

It is expected that the Senior Education Technical Manger will spend the large majority of time with the MoEs and in thefield, ensuring quality implementation of the Project activities. The Senior Education Technical Manger will feed into the overall strategic direction of Yemen’s education programme by supporting the link between the field offices and the country office and ensuring field level quality concerns are consistently raised and incorporated into programme design, coordination and advocacy efforts. It is also expected from the Senior Education Technical Manager to deputised for the Project Director.

KEY AREAS OF ACCOUNTABILITY:
Programme Support:

The Senior Education Manager, working with the REAL Project Team collaborating with CO PDQ and Operations Team will;    

  •    Lead the technical implementation of the project
  •    Prepare and oversee programme implementation to ensure timely delivery of programme activities, including monitoring against log frames, individual performance management work plans, identifying programme supplies needs and coordinating with the logistics team to put in place a sensible phased procurement plan.
  •    Coordinate with CO PDQ and Member Office TA to ensure the technical expertise not available in the country is identified and made available
  •    To ensure integration (where appropriate) with other sectors, especially looking to strengthen the links between Education programmes and protection. 
  •    Lead on capacity development of SCI staff

Monitoring, Evaluation and Reporting

  •    Lead on technical education assessments in coordination with other Save the Children thematic areas and other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs.
  •    Manage the MEAL Manager and oversse the developpement of the education program monitoring tools and work with monitoring, evaluation, accountability and learning (MEAL) department to monitor education programming and put in place a sector M & E plan, ensuring this links to reporting requirements, and capacity build technical field staff in carrying out the work.
  •    Take the initiative in documenting lessons learnt, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
  •    Prepare timely programme and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements. 
  •    Put in place Education accountability mechanisms, ensuring that feedback is incorporated into programme design and learning disseminated to the wider sector. 
  •    Collate information from all field offices and MEAL team and produce the monthly, quarterly and annual project reports and send for sign off.

Government Liaison

  •    Lead the contact and relationship with the technical departments of MoE , Governorate and District Education Office
  •    Represent SCI on Technical Working Groups and work collectively with the relevant MoE team to update, contextualize the different technical approaches and ensure their appropriate endorsement
  •    Facilitate the technical meetings with relevant departments of MoE 
  •    Facilitate the technical discussions and reporting to MOPIC and NAMCHA

Networking, advocacy and representation
   Provide monthly update of the project to Education Cluster and MoE 
   Participate in Education Cluster and MoE organized coordination meeting representing SCI
   Share and disseminate the MEAL findings of the project in the appropriate forum
   Represent SCI and the project in donor meetings with technical inputs

Business Development and New Initiative

  •    Contribute to the identification of new initiatives and opportunities that respond to country strategy.
  •    Play a role in the development of follow-on proposals; coordinate technical input from Field Offices and relevant stakeholders in country

Other

  •    Undertake any other tasks as assigned by the relevant line manager
  •    Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE

Essential:

  •    Previous experience and strong skills on teacher professional development and curriculum.  
  •    Ability to identify the quality issues in education in the given context and support the implementation of field-level solutions.
  •    Experience in capacity building and in strengthening various duty bearers understanding of education program implementation 
  •    Experience working with the MoE  and Governorate & District Education Offices
  •    Excellent communication skills.
  •    A high level of written and spoken English.
  •    The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  •    Commitment to and understanding of child rights, the aims and principles of SC, and humanitarian standards such as the Sphere Charter and the Code of Conduct. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.

Desirable:

  •    Previous experience of working with Save the Children. 
  •    Good knowledge of and experience in using established inter-agency standards or SCI packages in EiE, such as the INEE MS, TICC, LWiE, PSS/PFA, Life Skills, DRR, etc.
  •    Experience implementing or technically advising on education in emergencies programmes.
  •    Experience of working with and supporting local implementing partners.
