The IRC Yemen Country program has been established in 2012, and currently is implementing integrated Health, Nutrition, Environmental Health (WASH), Economic Recovery and Development, Women’s Protection and Empowerment and Education programming in eight governorates. IRC operates with its main offices in Sana’a and in Aden. Other subfield offices include Abyan, Hodeida and Al Dhale’e, with the Al Dhale’e office covering Lahj, and the Abyan office covering activities in Shabwah.

Job Overview/Summary: 

Under the direct supervision of the MEAL Coordinator, the Monitoring and Evaluation (M&E) Manager will lead and continually improve the design and delivery of monitoring and evaluation activities in Yemen. The M&E Manager will be responsible for implementing an effective monitoring, evaluation, and reporting system to monitor and report on progress, impacts, and program successes of activities and performance at all levels of the program. She/he will develop M&E systems, monitoring and evaluating of the projects, ensuring consistent use of M&E approaches, data management, data quality and facilitates learning across teams and local partners (when/if applicable). She/he will ensure overall coherence of monitoring and reporting tools such as the indicator tracking table, and coordination of data compilation from program teams. The M&E Manager will be expected to provide technical support in data gathering, aggregation, M&E tool development, support electronic data platforms, databases and select technologies to collect and organize data in a usable format. She/he will work collaboratively with program teams and support M&E officers in Aden and at the field level, traveling frequently to the field. 

Major Responsibilities: 
Monitoring and evaluation (50%)

  • Ensure the development of robust monitoring plans, monitoring and evaluation frameworks, and indicators for projects in close collaboration with the MEAL Coordinator.
  • Design survey data collection tools, develop data collection methodologies for all the projects, conduct field monitoring visits, document findings, and share lessons during project cycle meetings.
  • Support program teams and M&E staff with the planning and implementation of baseline surveys, assessments of health facilities, focus group discussions, knowledge, attitude and practices (KAP) survey, post-distribution monitoring (PDM), needs assessments, mid-term and end of project reviews/ final evaluations.
  • Provide data and information to MEAL Coordinator as well as program coordinators about the project performance and regularly update the indicator tracking table to monitor progress. 
  • Offer relevant, timely, and quality M&E support to program team for assessments, surveys and evaluations.
  • Conduct data quality audits, and document findings, of program data to identify and resolve systemic problems affecting data quality.
  • Work with partner M&E staff to track progress on action points related to project cycle meetings and M&E activities.
  • Coordinate timely with government liaison office to secure approval from the authorities to conduct evaluations or access the field site for any assessment when applicable.
  • Facilitate planned surveys and closely work with the MEAL Coordinator to properly engage with external consultants (when necessary) and support the MEAL Coordinator in preparation of Terms of References.

  Information management and reporting (30%)

  • Provide M&E inputs for regular analysis before project cycle meetings by comparing data against project achievements, targets, and quality expectations across project sites, flagging concerns.
  • Develop, maintain, and strengthen program M&E reporting processes by gathering and reporting on quantifiable performance indicators and targets for overall objectives and activities; establishing monitoring systems to reinforce the program’s progress. 
  • Work with M&E Officers to ensure that data is collected and entered in databases or tracking sheets or data platform on a regular basis.
  • Organize and facilitate meeting with program teams (coordinators and information management officers for each sector) on M&E progress, challenges and agree on clear action points.
  • Coordinate data management and ensure IRC protocols and best practices are followed as well as maintain data privacy and protection.
  • Monitor reporting timeline and draft project progress update as per the request from grants and government liaison office.
  • Staff capacity building (20%)
  • Supervise and support M&E officers, providing guidance on data collection process and M&E tools for collecting relevant information and enhancing the quality of program.
  • Train M&E officers and assistants on data analysis procedures, quantitative and/or qualitative data (support on; cleaning, sorting, categorizing, and organizing data)
  • Provide consistent, supportive supervision to strengthen M&E staff performance to meet monitoring objectives through coaching, one-to-one meetings, setting performance objectives and 90 days plan, as necessary.
  • Perform any other M&E tasks assigned by the supervisor.

Key Working Relationships:

The position reports to MEAL Coordinator and directly supervises the M&E officers in Aden and field offices. He/She will assist the Client Responsiveness and Accountability team, which is part of the MEAL team, when required.
Indirect Reporting: This position works closely with programs in terms of collecting monitoring data, data analysis and sharing main findings back with program to enhance the quality of programs and working with local partners to increase the capacity building of staff. The M&E Manager will attend district level program coordination meetings as necessary and present M&E progress or plans by liaising with the Government Liaison Manager.

Qualifications

  • University degree in statistics, social science, information management or related discipline 
  • Minimum of four years’ experience in an international NGO in similar role/with similar responsibilities
  • Excellent database, data management and data analysis skills, with experience using at least two software applications such as Microsoft Excel, Access, SPSS.
  • Experience with electronic/mobile data collection (Kobo Collect, CommCare, POWER-BI) and GIS mapping.
  • Proven technical skills in monitoring and evaluation, including experience with multi-sectorial and multi-donor funded projects and experience with qualitative and quantitative data collection and analysis.
  • Proven abilities to develop monitoring plans, data collection, information management, use of databases, and analysis and performance monitoring.
  • Strong analytical, quantitative, and qualitative research skills and M&E skills
  • Problem-solving, decision-making, leadership, and good judgment skills.
  • Ability to take initiative and independently respond to situations.
  • Ability to communicate effectively with managers, colleagues, partners, and clients.
