Job Title: Economic Recovery and Development (ERD) Manager 
Location: Al Dhale’e , Yemen
Duration: 11 months  , with possible extension
Salary Range / Band: 7B

SCOPE OF WORK:

Under the supervision of Economic Recovery & Development (ERD) coordinator this position is based in Al Dhale’e with frequent travel to other program areas for program monitoring, implementation support and field level decisions. The ERD Manager is primarily responsible for day to day implementation of cash & livelihoods activities under different donor funded grants and supervising field teams. The ERD Manager is also responsible for day to day reporting of program activities as well as to support ERD Coordinator in developing project proposals, budgeting and donor reporting.  

RESPONSIBILITIES:

Programme Planning & Implementation

  • Prepare and maintain/update detailed work plan(s) that support and achieve the overall grant timeline and completion date,
  • Supervise and  monitor staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines,
  • Approve expenditures to designated level; manage/monitor monthly expenditures  and track budgets to ensure that all spending is in line with approved budgets and timelines, including developing procurement plans, monthly program spending plan and cash forecasts,                           

Project and Budget Management 

  • Manage and oversee all ERD grants for Al Dhale’e & Lahaj governorates; develop and maintain work plan, spending plans and procurement plans for multiple projects. 
  • Actively participate and contribute to ERD Grant Opening, Mid-Term and grant closing meetings.
  • Prepare internal and external reports within agreed deadlines using IRC and donor formats.
  • Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; monitor monthly Budget vs. Actual and expenditure sheets. Bring any over/under expenditure issues to the attention of the ERD Coordinator.
  • Build staff capacity in writing activity and monthly reports to document the program
  • Approve expenditures to designated level; manage/monitor monthly expenditures  and track budgets to ensure that all spending is in line with approved budgets and timelines, including developing procurement plans, monthly program spending plan and cash forecasts,                           

Programme Management / Implementation & Reporting

  • Prepare and maintain/update detailed work plan(s) that support and achieve the overall grant timeline and completion date,
  • Supervise and  monitor staff in their implementation of the work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines,
  • Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required,
  • Implementation of cash transfers including conditional & unconditional cash grants, Cash for Work, Small business grants, Livestock and Agriculture Interventions,

VSLAs and capacity building trainings. 

  • Coordinating with the M&E team to ensure all monitoring activities, including beneficiary questionnaires, regular market monitoring, post-distribution surveys, and vendor spot-checks are fully documented, including systematic and timely data collection as required under the grants and for IRC M&E purposes,
  • Regular field visits and on job coaching/mentoring of field teams and spend 50% time in the field.
  • To lead in emergency response declared by country management to support displaced people under Rapid Response mechanism – RRM.
  • Capture lessons learned from monitoring and evaluations, document success stories, and replicate successful projects and scale up.
  • Lead the food security related rapid assessment to identify specific operational village and carry out food security need assessments.

Staff Supervision & Development/Capacity Building

  • Directly supervises ERD officers/Senior ERD officers based in the field.
  • Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions,
  • Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews,
  • Plan/coordinate and oversee staff work plans, work and vacation schedules, and staff training/development activities.
  • Identify capacity building needs of direct reporters and develop capacity building plans to maximize performance and professional development.

Coordination & Representation

  • Work closely and coordinate with IRC Supply chain, finance and grant staff to ensure timely and compliant program activities and expenditures; including active participation in grant opening/closing and review meetings,
  • Represent the IRC in sectoral and technical coordination bodies/Clusters, and take the lead on inter-agency cooperation and information sharing with national NGOs, international organizations, donors and local authorities,

 REQUIREMENTS: 

  • Bachelor  (of Economics, Agriculture, Social Science, Business Administration, or related field,
  • Overall 5 years of experience in implementing cash transfer, cash for work, or cash and voucher programs. Additional technical experience in micro-enterprise development, agricultural, livestock, Vocational trainings, labor market strengthening.
  • 2-3 years of experience leading teams in a humanitarian context, preferably during an emergency,
  • Good analytical and technical writing skills, communication, flexibility and adaptability skills. Expertise in Word, Excel, PowerPoint.
  • Capacity to establish and develop a network of professional contacts;
  • Technical knowledge on needs technical assessments, project formulation and overall supervision; Capacity to monitor project and situation analyses.
  • Experience facilitating technical trainings and workshops related to emergency response, food security or livelihoods,
  • Proven abilities in managing teams, monitoring staff performance, and providing technical support and coaching to field teams,
  • Prior experience in developing program implementation work plans, data collection and analysis, and program reporting,
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail,
  • INGO experience preferred,
  • Fluency in English and Arabic is essential.

Work Environment: The position will be based in Al Dhale’e office with approximately 50% travel to field areas of Al Dhale’e & Lahaj governorates to monitor field activities, This position may also involve field travel to other governorates as required.
