JOB TITLE: MEAL Officer 
DEPARTMENT: MEAL 
Report to: MEAL Manager/ Program Manager 
LOCATION: Sana’a with regular filed visits and roving duties 
Duration: 5 Months renewable according to performance & budget

GENERAL JOB DESCRIPTION

MAIN PURPOSE: 

The role of the Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer is to provide essential support to Food for Assets project (FFA). The selected candidate must play a great role in testing, implementing new tools that support the project in Field Monitoring, Data Collection, Analysis, Assessments, Surveys, and Evaluation activities. Furthermore, he/she is set to build capacity of other MEAL and Project staff and deliver against BFD operating standards.  MEAL Officer will support the MEAL Manager in strengthening monitoring and evaluations systems in place to ensure that project activities are implemented in a quality manner and are accountable to beneficiaries and donor. The position will assist in MEAL system design as well as support in report writing and Information management system.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

DUTIES & RESPONSIBILITIES

A. Designing 

  • Design of the project’s MEAL plan based on proposal log-frame and project work plan in coordination with MEAL Manager to measure the project’s progress against the set targets.
  • Contribute to the quality of project design – reviewing log-frames, results frameworks, project plan, strategic plans, etc.
  • Participate in needs assessment by organizing the training for enumerators on assessment methodology, tools, respondent’s selection, and supervise field team to ensure field level data integrity.
  • Develop performance tracking tools for project indicators (IPTT) to ensure that activities are tracked according to agreed plans
  • Design and implementation an effective monitoring, tracking & reporting systems, tools and templates and ensure their systematic application.
  • Develop/review Monitoring Checklist of project activities.

B. Monitoring:

  • Capacity building of program staffs on project related M&E format/template/form of data collection; Output tracker (OT) and Indicator Performance Tracking Table (IPTT).
  • Ensure all project staff understands and adhere to the project's logical framework, indicators, and goals.
  • Organize frequent field visit to monitor project activities / interventions against Quality Checklists and produce & share reports to concerned project management team based on quality and accountability findings and incorporate inputs from project team in action agreed plan.
  • Support project staff to strengthen joint planning and monitoring with stakeholders.
  • Support the Project Manager and project staff in ensuring appropriate, timely and planning of program start-up activities and regular implementation according to work and implementation plans.
  • Maintain close coordination with MEAL Manager on Quality and Accountability issues. Share all information (monitoring reports, CFM database preliminary inquiry reports) with MEAL Manager while taking Project and program Manager in the loop.
  • Ensure appropriate training to the project MEAL Assistant and supportive supervision of staff in monitoring and evaluation procedures, with the MEAL best practices.
  • Work with the project MEAL Assistant to support the Program team in the daily, weekly, monthly, quarterly, annual, and final reporting. Furthermore, ensuring that the reporting meets donor requirements.
  • Planning and supporting in implementing of Baseline survey, DDM, PDM, End-line survey, mid-term and end of project reviews.
  • Organize on-site distribution monitoring ODM/DDM to ensure that the process of distribution is taking place adequately and distribution sites will be selected for beneficiaries’ safety and accessibility, including separate locations for women where required, and minimizing travel distances. Women, elderly and persons with disabilities will be prioritized in their entrance to the distribution site.

C. Evaluation

  • Assist MEAL Manager to apply the fundamental principles of evaluation (concepts, purposes and types of evaluations, contribution versus attribution, and counterfactual).
  • Train and support to evaluation team while conducting periodic evaluation of project intervention at field level, if required.
  • Ensure quality case studies through program team. 

C. Accountability:

  • To assist MEAL Manager in carrying out accountability assessment for investigation about the types of Complaint Feedback Mechanism (CFM) channels that beneficiaries are preferred and conduct community consultations and engage with communities to ensure accountability.
  • Support the implementation of methodologies to consult communities on their preferences based on the operational context.
  • Ensure data collected is representative of population and demonstrate an understanding of social dynamics.
  • Establish an effective functional system for complaints/feedback handling and response mechanisms at community level in the support of MEAL Assistant.
  • Ensure CFM are functional and accessible to beneficiaries.
  • Ensure that the CFM guideline and SOPs is being followed by all staffs.
  • Ensure all FCM channels are putting in place and allowing the reception of feedback and complaints from beneficiaries and other stakeholders.
  • Make sure that the action agreed plans and CFM action plans are followed in timely manner or not by program team.
  • Develop regular trend analysis of complaints at organizational level and share it with program team as per SOPs and ensure that all data collected via the CFM channels has been reported to the project management in a timely manner.
  • On quality and accountability issues, share all information (monitoring reports, CFM databases, preliminary verification reports, case studies etc)
  • Share MEAL findings & CFM issues in each monthly meeting as defined in the protocol.

E. Learning:

  • Assist MEAL Manager for developing quality reports and findings.
  • Generate periodic reports and share along with document the key learning from the MEAL system.
  • Ensure the key learning's are incorporated in upcoming plan and interventions.
  • Record lessons learned and good practice case studies from reviews and evaluations and communicate them to field team.

F. Others:

  • Builds and maintains effective relationships with entire team members of organization, colleagues, members and external partners, supporters and stakeholders.
  • Promote positive team environment between various teams and MEAL at field offices project staff in different locations.
  • Promotes and encourages a culture of compliance and ethics throughout Building Foundation for Development (BFD). As applicable to the position, maintains a clear understanding of Building Foundation for Development’ and donor compliance and ethics standards and adheres to those standards.  Conducts work with the highest level of integrity. Communicates these values to staff and to partners and requires them to adhere to these values.
  • Maintain a proper electronic and hard archiving system of all related MEAL documents with the assistance of the field staff and share closed files to relevant operations team members.
  • Ensure frequent backup of the databases.
  • Perform other relevant duties as assigned by the Direct Supervisor 

Required Qualifications:

  • Bachelor’s degree in Statistics or Engineering/Social Sciences or equivalent relevant field (humanitarian assistance and/ or development, economics, and management).
  • High-level proficiency Arabic/English (Speaking – Reading – Writing);
  • Strong communication, presentation and reporting skills and strong training facilitator.
  • Demonstrated experience in design of monitoring and evaluation work in the Food and livelihoods Program and CVA Programs or closely related field;
  • Experience in monthly, quarterly, end of project evaluation, etc as well as ability to write clear and well-argued assessment and project reports;
  • Experience with M&E methodologies; Facilitation, training, presentation and conducting of qualitative and quantitative research; developing and improving monitoring and data collection systems
  • Experience in database management
  • Experience in data analysis
  • Experience of, and commitment to working through systems of community participation and accountability
  • Experience of training and capacity building
  • Good knowledge of ERPnext system.
  • Very good knowledge of the MS office software (Word, Excel, Outlook, PowerPoint); and (e-data applications, Kobo toolbox, SPSS, ArcGIS, …).
  • Minimum 2 years of previous experience in food security, Livelihoods, agricultural, and business development work.
  • Proven experience in integrating different components of resources management in line with community development, livelihood resiliency development;
  • Previous experience with similar INGO/NGO projects will be an asset;
  • Demonstrated understanding of the links between sustainable development, community development, social and gender issues;
  • Experience with project development and results-based management methodologies is highly desired/required;
  • Familiarity with and experience in implementing either the Core Humanitarian Standard (CHS) or similar humanitarian quality management initiative. 
  • Global knowledge on Humanitarian principles, protection mainstreaming, is desirable.
  • Knowledge of commonly used probability and purposive sampling techniques and different methods of qualitative and quantitative data collection and analysis.x
  • Demonstrate an understanding of social dynamics and ensure data collected is representative of populations.
