Job Description

JOB TITLE: Senior Liaison & Security Officer
LOCATION: Aden 
REPORTING TO: Country Director

OVERALL PURPOSE     

Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care the Senior Liaison & Security Officer is the primary contact for all security issues within the programme providing a reference point and technical advice. On a day-to-day basis this involves the monitoring and communicating of relevant security information, working with the field managers to ensure the safety and security of all in-country Medair personal and visitors. An important aspect of the role is mitigation and risk reduction through briefings, training and enforcing security protocols.

PROJECT OVERVIEW     

Medair is in the process of establishing in Aden. Planned initial integrated responses include provision of primary health care and nutrition, with a particular focus on children and mothers
    
FUNCTIONAL LINKS 

Internal: Country Director, Deputy Country Director, Project team, Support Team, Al Dhale’e Security and Liaison staff, GSO Security Advisor
External: IDP and host communities, other NGOs, local authorities, security forces

Responsibilities:

General Tasks      

  • Uphold the humanitarian principles of humanity, neutrality, impartiality, and independence
  • Respect the Medair values at all times, both within and outside of working hours 
  • Know, understand, and comply with Medair internal policies and procedures
  • Follow the Medair Security Plan and other relates policies and SOPs
  • Adhere to Medair Nationally Recruited Staff (NRS) handbook and regulations
  • Be prepared to work in Aden and other Governorates of Yemen

Liaison Tasks    

  • Act as the connecting link between Medair and the local authorities and communities
  • Build positive relationships with local authorities and communities on behalf of Medair
  • Be responsible for the completion of project sub agreements
  • Inform the CD accurately of the communications made by local authorities and communities towards Medair
  • Regularly follow up on the progress of paperwork in MOPIC at Aden and governorate level, dealing with any issues and reporting back to the PC
  • Advise and train project teams on approaches and practices to dealing with local stakeholders

Security Tasks    

Security Management

  • Provide technical support, as required, to field management during context and situational assessments to help develop an understanding of the issues that can affect security (e.g. culture, ethnicity, politics, religion, economics, crime, social issues, etc.) 
  • Conduct or support teams in conducting, risk, threat and vulnerability assessments
  • Provide risk analysis (in line with Medair’s approach to acceptable risk) that informs and supports relevant field managers in their decision making
  • Introduce mitigating measures that reduce the likelihood or impact of identified risks
  • Support teams writing and regularly reviewing location specific security plans
  • Consolidate existing and/or develop new security related standard operating procedures, ensuring and enforcing their usability by the relevant Medair team members
  • Support other team members with the reporting of security related incidents, including full analysis and appropriate follow-up
  • Support with information gathering and writing for Rapid Security Assessments RSA and participate in field visits to finalize RSAs 
  • Maintain good communication with security officers and security managers of other agencies 
  • Provide a security training, overview of SOPs and induction to all new staff within the first 2 days of their state date with Medair
  • Provide management of guards including, working with HR for contracts when needing renewal, scheduling of guards and day to day management of guards
  • Provide input into security and risk assessments for proposals and donor reporting

Base Security

  • Fire warden responsible for checking fire safety and security. 
  • Responsible for base security: including the Crisis Management and Hibernation stock in the Aden base safe room, responsible for procuring any missing items 
  •    Health and safety checks of the base

Crisis Management

  • Work with field managers to build a network of useful contacts to help prevent or resolve security incidents
  • Develop and regularly review the crisis management plan, including the setting up of a Field Crisis Management Team and the conducting of simulations to test crisis preparedness
  • Be a member of the Field Crisis Management Team
  • Regularly review documents and equipment to support crisis management, ensuring items are in line with standard procedures, up-to-date and in good working order. This includes, but is not limited to, contact information, personnel files, communication equipment, emergency supplies, safe rooms, etc.

Communication    

  • Attend locally and nationally convened security coordination meetings as appropriate, representing Medair as the security focal point for the programme
  • Collate relevant security information from available sources and distribute to Medair staff as appropriate
  • Provide regular security briefings, as appropriate, to the field management, other team members and visitors
  • Ensure relevant security information is made available to staff in a language they understand or is explained verbally to those with limited reading ability
  • Liaise regularly with the HQ Security Advisor

Training    

  • Brief new staff and visitors on relevant security issues, providing refresher training as required
  • Source and recommend relevant security training for staff in areas such as personal security, use of communication equipment, landmine/UXO awareness, first aid, etc.
  • Support colleagues responsible for running the Medair base(s) (e.g. office premises, staff housing, field bases, etc.) to ensure the security of the compounds, providing training and coaching as required
  • Promote and use the Medair e-library and other operating procedures, ensuring that all standardized formats are used and guidelines are followed

Staff Management    

  • Line manages the Security and Liaison team in Aden 

Quality Management    

  • Promote and use the Medair e-library and other operating procedures, ensuring that all standardized formats are used and guidelines are followed
  • Review compliance of the country programme security set-up with Medair’s policies and procedures

Delegated Responsibilities    

  • Oversee the development of location security plans and security and safety SOPs
  • Review and monitor compliance with location security plans and SOPs
  • Represent Medair in meetings with external bodies such as government offices, other NGOs and the UN

University degree or relevant qualification in security management in an insecure environment

Work experience

Post-qualification security management experience, preferably in an NGO setting

Security management experience in an insecure environment

Languages

Good English (spoken and written)

Excellent Arabic (spoken and written)

Willingness to improve language skills, spoken and written

IT

Computer literate with good working knowledge of Microsoft Excel, Word and Outlook, Google Earth,

Knowledge of mapping/GIS software

Previous use of GPS devices

WORK CONDITIONS     

Position will be based in the Medair Aden Office, with field trips outside the city/town, within Aden and other Governorates. The candidate will need to be flexible on time depending on the project needs.
Working hours will be 08:00 to 16:30 with 30 minutes for lunch.
SALARY  According to Medair standard salary scale
