ABOUT WFP

Aiming to feed 13 million of the most vulnerable people with food assistance, WFP’s emergency response in Yemen is the agency’s largest anywhere in the world. WFP also provides nutrition support to 1.7 million children and mothers, and delivers school meals to 850,000 children each day.

ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). Job holders may either perform administrative support functions in the front office and report to the Business Support Associate, or provide administrative support to team(s) with the reporting line to the relevant Head of Unit, Chief, or the designate. In cases where these positions support a specific business stream, the reporting line may be to the relevant Head of Unit, Chief, or the designate.
At this level, work is carried out under minimal supervision. Job holders are expected to produce organised and accurate work, undertaking specific business support activities. They may offer guidance on standard practices to more junior staff in their area of work.

JOB PURPOSE

Deploy, configure, maintain, and monitor all active connectivity equipment to ensure smooth network operation, and support activities to enable the effective delivery of digital assistance services

KEY ACCOUNTABILITIES (not all-inclusive) Part 1

1. Carry out system and hardware maintenance tasks, such as running specialised network monitoring and system protection, to ensure technology is running effectively.
2. Monitor technology reliability, identify user needs, analyse data and produce accurate reports in order to recommend IT solutions to support informative decision-making.
3. Resolve queries independently, escalating if required, to ensure that standard IT questions are answered and accurate information is provided to staff.
4. Provide standard technical training to end users of commonly used technology and systems, in order to assist WFP staff in conducting their work.
5. Provide guidance and training to junior colleagues in the delivery of IT support services to support the capability building of staff.
6. Support the co-ordination of new application implementation in order to provide WFP staff with the tools they need to perform effectively.
7. Draft standard material such as end-user and technical documentation to ensure staff have access to required information about IT services and products.
8. Implement improvements to methods and processes within the IT division in order to support the continuous improvement of IT services provided.
9. Coordinate installation and maintenance of telecommunications systems and equipment, to ensure optimal services in compliance with standard operations procedures.
10. Coordinate a team of IT staff to ensure individual and team objectives are met in compliance with all relevant regulations and policies.
11. Follow set emergency response processes and procedures as required to provide support in enabling emergency food assistance needs to be met.

KEY ACCOUNTABILITIES (not all-inclusive) Part 2

  1. Manage and maintain the network, MPLS connection, and intranet connectivity through the local service provider.
  2. Perform performance review, bandwidth monitoring and management of the connectivity with all sites.
  3. Ensure optimal operation of network infrastructure including configuration, installation, maintenance and optimizing network hardware/ software and communications links.
  4. Conduct periodic review of the existing network infrastructure and advise on capacity planning and infrastructure modernization.
  5. Conduct performance assessment of the infrastructure and service provision. Recommend strategies for improvement of information systems.
  6. Test and verify newly purchased IT equipment/services against approved quotations following with deployment procedures and implementation schedules accordingly.
  7. Conduct field visits to support the connectivity throughout the country with the data centres.
  8. Prepare regular reports to the team lead on the performance of the servers, network, and connectivity.
  9. Identify IT security risks arise during the installation, configuration and/ or during running the network. And support the management of the risk registry.
  10. Perform other related duties as assigned.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Technical Degree in computer sciences or tertiary equivalent (for Network Administrator).

Language: Fluency (level C) in English language. Fluency (level C) in Arabic language.

Experience: Five or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Proven experience in a network administrator role.
  • Hands on experience in networking, routing, and switching.
  • Excellent knowledge of best practices around management, control, and monitoring of server infrastructure.
  • Experience with firewalls, Internet VPN’s remote implementation, troubleshooting, and problem resolution is desired.
  • Ability to set up and configure server hardware.
  • Familiarity with backup and recovery software and methodologies.
  • Great at organizing, prioritizing, and multitasking.
