Request for Proposals

The ILO invites qualified national and local none-governmental organizations (Local NGOs) to provide technical and financial proposals in order to implement the assignment summarized in below table and described in the attached TOR (To download the related document,Please click on the right link under " Downloads & Attachments")


Implementation of informal apprenticeship program in Seven high market demand- driven sectors and occupations.


Increased access to informal apprenticeship program by 440 vulnerable youth in Lahj and Abyan with building capacity of 220 Master craftsperson in market demand-driven sectors so as to enhance and facilitate meaningful and sustainable employment opportunities.


Supporting Resilient Livelihoods and Food Security in Yemen  joint programme (ERRY II)

International Labour Organization (ILO)

The proposals should include:

  1. A cover letter/motivation letter
  2. Technical proposal which include a detailed methodology for each of the tasks described in the TORs’; a description of the organization’s suitability to implement this assignment (a description of related experience, list with brief description of similar implemented projects and CVs of proposed staffs);
  3. Filled capacity assessment form with all supported documents
  4. Financial proposal include detailed task-based budget.
  5. A copy of the organization’s registration;

The selection criteria are the following:

  1. Result of organization’s capacity assessment
  2. Evaluation of technical proposal (Experience in similar projects , Quality of the methodology proposed and Suitability of the CVs proposed)
  3. Overall cost

Selected organization/s will be awarded a contract in line with ILO procurement and financial rules and regulations. Contractual obligations will be further specified in the implementation agreement.
