دعوة لمنظمات المجتمع المدني المحلية لتقديم مقترحات المشاريع

عن سيفرورلد: 

سيفرورلد هي منظمة غير حكومية مستقل تعمل على منع النزاعات العنيفة وبناء حياة أكثر أمانا. نحن نعمل مع المجتمع المدني والحكومات والمنظمات الدولية لتشجيع ودعم السياسات والممارسات الفعالة من خلال المناصرة والبحث وتطوير السياسات، ومن خلال دعم أعمال الاخرين. 

أطلقت سيفرورلد صندوق تضامن المجتمع المدني في اليمن في عام ٢٠١٩. بشكل عام، التمويل الحالي المتاح لمؤسسات المجتمع المدني اليمنية هو تمويل محدود وغير مرن ويصعب الوصول اليه. يهدف صندوق تضامن المجتمع المدني في اليمن في دوراته السابقة منذ 2019 وفي دورته الحاليّة الثالثة الى توفير تمويل مرن لمؤسسات المجتمع المدني اليمنية، للقيام بأعمالهم وفقا لرؤيتهم الخاصة وتمكينهم من تطوير مؤسساتهم على النحو الذي يرونه مناسبا. 

هدف الصندوق:

فرصة التمويل هذه هي نتاج مشروع بين سيفرورلد والاتحاد الأوروبي (مشروع تكامل)، يهدف صندوق تضامن المجتمع المدني في اليمن الى توفير تمويل مرن لمؤسسات المجتمع المدني اليمنية الصغيرة أو المستبعدة من حظوظ التمويل سابقاً (بسبب مناطق عملها أو عدم قدرتها على الوصول) او تعمل بمناطق صعبة الوصول (الريف أو الحضر)، بالإضافة الى دعم الحوكمة في المؤسسات الحاصلة على التمويل من خلال عملية تشاركيّة تهدف الى تعزيز التواصل والتعاون، تقوية القدرات وزيادة مستوى التواصل والتنسيق بين المؤسسات المجتمعية. 

وعليه, تقدم سيفرورلد هذه الدعوة لمنظمات المجتمع المدني اليمني المحليّة لتقديم مقترحات مشاريع لتعزيز قدرات مؤسساتكم او ان تكون لأنشطة تهدف إلى احداث تغيير في المجتمع، والأمر الأكثر أهمية هو ان تستند هذه الطلبات الى نظريات التغيير الخاصة بكم، وان تستند لرؤيتكم لاحتياجات مجتمعكم. لذلك، نرجو منكم تقديم طلبات للحصول على تمويل لتقوية القدرات او لمبادرات/مشاريع مبنية على الأنشطة، او الى مشاريع تسعى الى تقوية قدارت المؤسسة الى جانب احداث تغيير في المجتمع.   

من يمكنه التقدم بطلب منحة:

تدعو وتشجع سيفرورلد منظمات المجتمع المدني اليمنية  غير العاملة في مجال الإغاثة وتعمل حصريا في مجالات التنمية أو بناء السلام ان تتقدم بطلبات الحصول على تمويل من هذا الصندوق وتشجع المشاريع والطلبات المشتركة من عدّة مؤسسات. عند التقديم، يجب الأخذ بعين الاعتبار ان هناك معايير حد أدنى لقبول طلباتكم، وهي كالتالي

معايير الأهلية:

1.    ان تكون منظمة/منظمات المجتمع المدني تم تأسيسها ويتم ادارتها من قبل مواطنين يمنيين ومقيمين في اليمن. 
2.    يجب ان تكون منظمتكم نشطة (تقوم بتنفيذ الأنشطة) لمدة عام على الأقل عند تقديم طلب المنحة. 
3.    تم تصميم هذه الدعوة لإعطاء الأولوية لمؤسسات المجتمع المدني الصغيرة والمتوسطة (والتي لا يتجاوز دخلها السنوي/الميزانية السنوية 30000 دولار) والتي لم تحصل على تمويل مباشر من المانحين الدوليين من قبل. 
4.    ان تمتلك مؤسستكم خبرة مثبتة في بناء العلاقات بين مؤسسات المجتمع المدني. 
5.    إذا كنتم تتقدمون بطلب للحصول على تمويل لمشروع او نشاطات، يجب عليكم اظهار الخبرة والاهتمام في المجالات التي تسعون للحصول على تمويل لها. 
6.    إذا كنتم تتقدمون بطلب للحصول على تمويل لتعزيز قدراتكم، يجب عليكم توضيح كيف سيساعد هذا التمويل في تحسين تدخلاتكم ومدى وملاءمتها لنظرية التغيير الخاصة بكم. 
7.    يجب أن تكون منظمتكم تعمل وتتناول مواضيع الفئات والقضايا المهمشة في المجتمع. 

إذا كنتم تعتقدون انكم تستوفون جميع المعايير، فنحن نشجعكم وندعوكم للتقديم بطلب للحصول على تمويل من هذا الصندوق مع توضيح النقاط السابقة في طلبكم. 

النطاق الجغرافي: 

اليمن: هذه دعوة عامة للتقديم من منظمات المجتمع المدني في كل انحاء اليمن، مع إعطاء اولويّة للطلبات المقدمة من المناطق الريفيّة. 

 قيمة التمويل ومدته:

تبلغ قيمة التمويل ما بين ١٠ الاف دولار و٢٥ ألف دولار. (يرجى مراعاة ان تكون سقف ميزانيتكم المقترحة لا يتجاوز اعلى ميزانية سنوية لديكم خلال السنوات الثلاثة السابقة. مثلا ان كانت ميزانيتكم السنوية خلال عام 2022 اعلى من عام 2023 يرجى اعتمادها كأعلى سقف للتمويل).  
 
تبلغ مدة التمويل ٣ الى ٦ أشهر. 

عملية التقديم بطلب التمويل: 

ستتم عملية تقديم الطلبات عبر مرحلتين، المرحلة الأولى ستكون من خلال تعبئة نموذج/استمارة التقديم الأول في الرابط أدناه، حيث سيطلب من المؤسسات في المرحلة الأولى توفير معلومات وافية عن مؤسساتهم، ونطاق نشاطهم، ورؤيتهم العامة لمشاريعهم. سيتم الاتصال بالمتقدمين الذين يستوفون المعايير (معايير الأهلية المذكورة أعلاه) ودعوتهم للمرحلة الثانية لتقديم طلب ثان لتوضيح خطتهم التفصيلية للمشروع. 

طريقة التقديم: 

تعبئة نموذج التقديم الأول من خلال الرابط التالي:  طلب التقديم الأول - صندوق تضامن المجتمع المدني (مشروع تكامل) (google.com) 

اّلية التقييم للمقترحات:

• ستقوم سيفرولد  بمراجعة طلبات التقديم الأول وعمل تقييم أهلية مبدئي بناء على معايير الأهلية الموضحة في هذه الدعوة (والتي تركز على المعايير التنظيمية للجهة وحجم الميزانية) وعمل قائمة بالجهات المؤهلة التي استوفت الشروط.
• سيتم التواصل عبر البريد الإلكتروني مع الجهات ذات الطلبات المؤهلة في المرحلة الأولى ودعوتهم للتقديم للمرحلة الثانية من خلال رابط طلب التقديم الثاني (سيرسل عبر الإيميل)
• ستقوم سيفرورلد بعمل جلسات توضيحية/توجيهية (إذا لزم الأمر) للمتقدمين المؤهلين.
• ستقوم سيفرورلد بتشكيل لجنة خارجية من الأقران  (منظمات المجتمع المدني المتقدمة أو المستفيدة سابقا) لمراجعة وتقييم المقترحات/طلبات المرحلة الثانية المدرجة في القائمة المؤهلة (المختصرة) بشكل مجهول بناء على معايير الأولوية المحددة مسبقا من قبل سيفرورلد (الجدوى- الأثر - الاستمرارية- الاستدامة - التركيز على المجتمعات الأكثر تهميشًا أو تهديدًا أو استبعادًا- المواقع الجغرافية المعزولة -بناء العلاقات والتنسيق مع منظمات المجتمع المدني) وبعد ذلك سيقومون بعمل قائمة بالجهات/المقترحات المصنفة اعلى تقييما.
• ستقوم سيفرورلد بعملية الاختيار النهائي للمنظمات/الجهات الممنوحة -بناء على توصيات لجنة الأقران- عبر لجنة داخلية استنادا لمعايير التنوع التالية ( التنوع الجغرافي- تنوع النشاط/التأثير - تنوع الجمهور المستهدف_-مبدأ لا ضرر)
• ستقوم سيفرورلد بإرسال رسائل البريد الإلكتروني لإشعار المنظمات المختارة بقبولهم ورسائل اعتذار للمنظمات التي لم تتأهل للمرحلة التالية.
• ملاحظة أخيرة: سيرتبط مدّة المراحل منذ البداية للنهاية بعدد المتقدمين الى المنحة بشكل عام، لذلك حسب عدد المتقدمين سوف تبذل سيفرورلد أعلى جهد لإتمام المراحل السابقة بأسرع وقت.

Call for Local Civil Society Organizations to Submit Proposals

About Saferworld  

Saferworld is an independent non-governmental organisation that works to prevent violent conflict and build safer lives. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others. 
Saferworld started the Yemen Civil Society Solidarity Fund (YCSSF) in 2019. Overall, the current funding available to Yemeni Civil Society Organizations (CSOs) tends to be limited, difficult to access and inflexible. The purpose of the YCSSF (in its previous rounds since 2019 and this current third round), is to provide flexible funding to Yemeni CSOs, to implement work according to their own vision and be able to develop their organizations as they see fit.

Aim of the fund: 

This funding opportunity is based on a project between Safer world and the EU. It aims to provide flexible funding for Yemeni civil society organizations, in addition to supporting the governance of the supported CSOs through peer meetings and capacity building, and finally raising the level of communication and coordination between civil society institutions.
Applicants are welcome to apply for either capacity strengthening for their organization or for activities aims to change in the community, the most important issue is that your application should be on your organizational theory of change and you perception about your community's needs. Therefore, please feel comfortable applying for either capacity strengthening or activity-based initiative. 
  
Who can Apply: 

SaferWorld encourages Yemeni non humanitarian/relief CSOs that work in the area of development and peacebuilding to apply for this fund. while applying bear in mind that there are Minimum Criteria to accept your application and it’s the following: 

Eligibility Criteria

1.    Your CSO is to be founded and led by Yemeni nationals.
2.    have been operational for at least one year at the time of application.
3.    have demonstrated interest and experience in implementing activities in the areas they seek funding for.  
4.    This call for proposals is designed to prioritise small to medium-sized CSOs (with annual income/budget not exceeding $30,000) who have not previously received any funding directly from international donors.
5.    Proven experience in building relationships among CSOs. 
6.    If you're applying for a project/activity-based fund: demonstrated interest and experience in implementing activities in the areas, they seek funding for.
7.    If you're applying for capacity strengthening project: should demonstrate how this will improve your interventions and the suitability of it. 
8.    Your focus is on the most marginalised groups in the community.  
9.    Your organization must have proven experience in building relationships between civil society institutions.
If you think you meet the criteria, then you’re really encouraged to apply for this fund while demonstrating the previous point in your application. 

Geographical scope:

Yemen: This is a general call for applications from civil society organizations throughout Yemen.  Priority will be given to application received from rural areas.

Funding amount and duration: 

 Range of initiative budget: between 10,000 -25,000 $.

Applications will take two rounds, first round will be through filling out the first application form in the link below, organisations will be asked in the first round about their organizational details, scope of work, and overall vision about their initiative.  Eligible applicant (Who meet the eligibility criteria mentioned above) will be contacted and received a second application to fill that should demonstrate their detailed plan for their initiative.

Evaluation mechanism for proposals:

• Saferworld will form an internal committee to review the first stage applications and conduct an initial eligibility check on all applications, based on the eligibility criteria described in this invitation (which focuses on the organization/foundation organizational standards and budget size) and make a list of eligible entities that have met the conditions.
• Entities/organizations with eligible applications in the first stage will be contacted via email and invited to apply for the second stage through the second application link (which will be sent via email)
• Safer world will conduct clarification/orientation sessions (when necessary) for eligible applicants. 
• Saferworld will form an external committee of peers (Applying CSOs or previous beneficiary CSOs) to  review and evaluate the proposals/second stage applications (Peer review) included in the eligible (shortlisted) list based on the priority criteria previously determined by Saferworld (feasibility - continuity - sustainability - focus on the most marginalized, threatened or excluded communities - isolated geographical locations - building relationships and coordination with Civil society organizations). This process will be overseen and moderated by Saferworld and its partners to reduce bias in the scoring, and to ensure coherence in the evaluation process. Then they will make a list of the highest rated entities/applications.
• Saferworld will conduct the final selection of organizations/grantees through an internal committee based on the following diversity criteria (geographic diversity - diversity of activity/impact - diversity of target audience)
• Saferworld will send emails notifying the selected organizations of their acceptance and apology letters to the organizations that were not successful.

Application deadline:

The application must be submitted no later than 10th December 2023 at midnight.
