Job Title:  FSL Officer
No of position: 1 Position
Grade: D/G1
Deadline: October 10th 2021
Contract Type: Service Contract
Duration: 9 months
Duty Station: Based in Al Bayda governorate and field visits are required  
Probationary Period: 6 months
Department:  Food Security and livelihoods Program
Reporting to: FSL Programs Coordinator

Relief and Development Peer Foundation (RDP) is Non-governmental Organization aims to mitigate the suffering of communities affected by the conflict and disasters, enhance more equitable socio-economic development and Increase social responsibility to contribute effectively and positively on the development process. RDP advocates for the rights of affected populations and work in many field areas, food security, nutrition and health and water, sanitation and hygiene, good governance and peace.

Duties and responsibilities:

  • Responsible for FSL activities planning and implementation in the targeted districts and supervise FSL assistants, field supervisors and monitors to carry a high-quality implementation.
  • Participate in National and Sub-National Food Security and Agriculture Cluster (FSAC) meetings, and any other meetings for FSL projects.
  • Participate in conducting FSL Programs assessments and surveys such as baseline, end-line, Post Distribution Monitoring (PDM), Market Assessment, etc. to ensure FSL needs are being identified and addressed accurately.
  • Participate in preparing timely FSL Programs and donor reports on projects activities in compliance with internal RDP requirements and any relevant donor requirements and submit them to the FSL Programs Coordinator.
  • Actively participate in conducting the monitoring and evaluation (M&E) in collaboration with the M&E officer.
  • Actively engage in formation of local committees and community mobilization.
  • Prepare and submit regular internal reports (Weekly, monthly, Final) on all food security/livelihood activities and prepare external reports as per the donor format and submit them to the FSL Programs Coordinator. 
  • Responsible for compilation of project information and sharing regular reports and updates to the FSL Programs Coordination.
  • Ensure correct beneficiary selection procedure and criteria are followed by FSL assistants and field supervisors. 
  • Ensure any feedback from beneficiaries or target communities shared by FSL Assistants are responded to appropriately or raised to FSL Coordinator if needed Support the Assistants and field supervisors to prevent overlap of beneficiaries with other actors.
  • Coordinate with FSL Programs Coordinator to ensure FSL and Finance team know exact distributions timetable and beneficiary numbers so that cash/vouchers are available / redeemed in the required locations at the required times.
  • Conduct market assessment, needs assessment, market monitoring as required.
  • Monitor the indicators of the projects and assist MEAL team in collecting data from the field and preparing reports.
  • Coordinate with finance, Logistics and security focal points in field offices for timely distributions in line with policies and procedures.
  • Ensure that FSL assistants and field supervisors understand and check the quality of information collected.
  • Compile data and share with relevant staff in a timely manner.
  • Work closely with community committees to ensure effective coordination and ensure the most vulnerable people are targeted.
  • Participate in the documenting lessons learnt, best practice and case studies to contribute to sector learning.
  • Participate in internal coordination and management meetings to promote effective and efficient information sharing and program integration.
  • Promptly report any concerns or incidents to the FSL Programs Coordinator and liaise with community leaders and other external parties as required to maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.
  • Ensure the respect of the principle of confidentially and not to disclose any information acquire by performing her/his duties.
  • Comply with RDP policies and procedures with respect to code of conduct, child protection, equal opportunities, security and safety, and other relevant policies and procedures
  • Other related duties as assigned to enable implementation of the RDP programs.

Capacity building

  • Develop learning needs assessment and capacity building plans for both RDP FSL assistants and field supervisors. 
  • Coach and mentor FSL Assistants and Field Supervisors on emerging FSL practices and standards.

Required Qualifications and Experience:

  • Bachelor's Degree, preferably in a discipline such as social sciences, geography, anthropology, business management, economics or other discipline relevant to. urban/rural livelihoods.
  • Three years of experience while working with development or humanitarian agencies.
  • Two-years experiences in food security and livelihood interventions (Food / Commodity distribution, food security & livelihoods project)
  • Good Organizational Skills
  • Project cycle management.
  • Capacity to relate with other stakeholders
  • Background in Food Security Activities (voucher/cash transfer, Food distribution, Agriculture, livestock, Monitoring, Assessment, etc.
  • Good knowledge of the area of intervention
  • Skills related to participatory research methods, and computer literacy,
  • Ability and willingness to travel extensively to the field, under sometimes difficult and occasionally insecure circumstances.
  • Communication skills to operate with a multinational and multilingual team
  • Computer knowledge (Word, Excel, SPSS)
  • Fluent in oral and written Arabic and English
  • Excellent writing skills;
  • Ability to work in a challenging environment, under high pressure and ability to cope with tight deadlines;
