About us:

BFD is a non-profitable, non-governmental, Yemeni and community-based humanitarian organization was established at the end of 2014 to carry out (Emergency, Early recovery and Developmental) multi-sectorial responses projects. It was aimed to improve the humanitarian issues and needs in different food security and agriculture, nutrition, health, WASH, protection, EECR, Education, Shelter/NFI and CCCM sectors.

Building Foundation for Development (BFD), a non-Governmental, non-Profit organization (NGO), a humanitarian-based development oriented which over years extended coverage to several governorates. It is being committed to contribute in attainment of the sustainable human development goals and realization of the vision of peace and welfare through sustainable and effective development projects.

Position Summary:

In collaboration with project officers, the referral officer will guarantee the proper functioning of the Referral Policy in the mission by following referred cases and following the medical and administrative functioning of the health structure where BFD refers to.

The position requires a flexible working schedule. Allowing working hours during day and night times if.

Under overall supervision and guidance of the Project Manager and in close coordination with project Officer, the referral officer will be responsible for:

Ensures the referral system is running smoothly according to the BFD SOP.

Manages all incoming and outgoing referral processes

Regularly updates the referral tools, train and supervise the field assistants on the referral mechanism

He/she is responsible for the overall management of referral focal points at hospitals level

Monitors and ensures the proper application of the BFD Referral Policies by following all the referral processes and their outcomes

Conducts regular field visits to ensure successful application of referral system

Builds and maintain good relationships with relevant agencies and service providers to support the referral pathways

Responds to case feedback and complaints and ensure services are provided to beneficiaries in a proper way

Refreshes list of contacts and services provided by each referral hospital.

Archiving all referral documents and keep hard and soft copies

Facilitates admission procedures for the patients that are referred from the destination Hospital in case of facing any problem, and do the regular follow up of the cases while admitted in the referral hospital and ensure that they are receiving good quality care.

Provides regularly updated database of referrals, including summarized information and preliminary analysis, to the project manager for project monitoring purposes

Works closely with the Project Manager to analyze the referrals database for lessons to be learned and makes suggestions to improve referral process based on quantitative and qualitative standards,

Ensures that all referred cases are matching the agreed referral criteria

Follow up the TFCs and the admitted cases, referrals to secondary TFCs and make sure that they have received the kits and the needed medical services.

Prepare monthly reports on referrals and raise them to project manager.

Performs other duties as assigned by Project Manager

 

Qualifications and experiences:

1- Bachelor degree in medicine.

2- Minimum one year experience in clinical work.

3- Minimum one year experience in Health and nutrition programs

4- Good skills English and Arabic, written and spoken.

5- Good communication skills, able to solve problems independently

6- Creative, enjoys a challenge and works hard to achieve objectives.

7- Experience with using Microsoft office programs
