Organizational Setting

FAO's office for Yemen is responsible for developing, promoting, overseeing, and implementing agreed strategies for addressing countrywide food, agriculture, and rural development priorities under Yemen. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Sanaa, Yemen. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes, and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

National Livestock Value Chain Specialist will be under the overall supervision the FAO Representative in Yemen, general supervision of International Livestock Production Specialist and will work in close collaboration with project managers/CTAs, technical and operation teams in the country.

Technical Focus

The National Livestock Value Chain Specialist is responsible for conducting value chain analysis, planning, and implementing livestock production activities with focus on dairy and feed value chain and contributing to preparation of technical specification for livestock inputs, evaluation of bid offers, preparation of LOAs with implementing partners in conformity with organizations norms and procedures.

Tasks and responsibilities

  • Conduct livestock value chain assessment of smallholder-based dairy/beef/sheep and beekeeping value chains with major priority areas of potential intervention to enhance benefits to smallholder producers and other value chain actors.
  • Identify and develop portfolio of intensification and market orientation of dairy value chain for the commercialization of production with focus on feed-related elements for enhanced productivity.
  • Develop time-phased implementation plans for livestock subsector activities in close collaboration with the respective project managers, technical personnel in livestock and operation units.
  • Responsible for preparing technical specifications of livestock inputs, equipment and other supplies envisaged in projects’ documents, contributing to developing procurement plans and participating in technical evaluation of bid offers for supplies.
  • Identify the major value chain actors and core functions carried out in following categories: input (feeds) supply, small and medium scale production, trade (marketing), processing and consumptions.
  • Establish linkages with appropriate national and governorate authorities, other UN agencies and other stakeholders and establish area coordination mechanism for livestock interventions. 
  • Mobilize farmers and support in the formation of production and marketing groups (cooperatives) with potential to be used as bargaining blocks, to ensure better prices for farm products and livestock inputs including feeds and supply ensuring sustainability.
  • Conduct analysis of stakeholders/actors involved in livestock value chain and determine linkages, technical/innovation capacity, and incentives for collaboration that ensures efficiency and effectiveness of the value chain for smallholder producers.
  • Analyse water supply, fodder producers, traders (enhancing fodder production and options for fodder producers, Feed/fodder markets performance, innovation, and technology.
  • Plan, organize and conduct training sessions for targeted groups on good animal production practices as required ensuring optimum use of projects inputs.
  • Document best practices, success stories and lessons learned based on beneficiaries’ feedback and own observations from the field contribute to preparation of reports (monthly, interim narrative and terminal donors’ reports) and periodic progress and ad hoc reports, monitoring reports, and final narrative projects reports for submission to donors.
  • Perform other assigned responsibilities and tasks as may be required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

MINIMUM REQUIREMENTS:

  • Advanced Degree in animal husbandry or veterinary sciences, MSc in technical subject in animal production
  • Minimum of 5 years of relevant experience in humanitarian and agricultural/rural development sectors including work experience with national and international NGO’s, UN agencies, governments, and donors.
  • Working knowledge (level C) in English language.
  • Nationality of Yemen.

Technical/Functional Skills

  • Work experience in more than one location or area of work
  • Excellent technical skills in planning, implementing, and reporting on animal health interventions.
  • Teamwork and strong soft skills including interpersonal, ethical, listening and communication skills, proactive, problem solving, self-organizing, planning, organizing, setting priorities and efficient use of time.
  • Computer literacy in MS office, familiarity with agricultural commodity exchange online system and animal identification and traceability systems.
  • Relevant work experience in emergency context.
  • Relevant experience in livestock production
  • Relevant experience in projects implementation
