CARE International in Yemen

CARE International is currently seeking Inclusive Governance Field Officer. He/she will contribute and support the implementation of Inclusive Governance program through assisting Inclusive Governance Officer to run the project interventions in the field level. S/He is responsible to carry out fieldwork in order to mobilize communities, monitor activities and provide support to project management and other team members for the effective and efficient implementation of the project’s activities. He/she will also be responsible for data collection, monitoring of local partners’ performance on the field level as well as reporting of activities.

Position: Inclusive Governance Field Officer
Location: Taiz Area Office     

Main Responsibilities:

Implementation and Monitoring Field Work 

  • Preform project field activities and interventions with efficient implementation accordance with project outputs and expected impacts.
  • Develop and maintain good relationships and lines of communication with relevant local partner, local authorities, communities and explaining the nature of the project and liaising with them throughout the project. 
  • Collaborate and work closely with team members, implementing partner, local council and community representatives to deliver the project activities on a community level with high consideration to context. 
  • Report any variations or problems with implementation of activities in regards to costs, schedules, technical matters, communication with beneficiaries and Trainers. 
  • Under supervision from Inclusive Governance Officer, monitor the activities of services that are implemented by implementing local partner to ensure quality work. 
  • Support implementing partner to conduct all assigned activities and provide support on a field level. 
  • Document and gather the necessary project information, data, field experiences and reflections. 
  • Prepare periodical progress reports as requested about achieved activities, challenges and obstacles for remaining activities and suggested solutions and recommendations.
  • Ensure transparent implementation of all field based activities and provides suggestions and feedback from the communities to project and senior CARE management.    

Capacity Building of Targeted Groups:

  • Oversee implementing partner process during selecting trainers, trainees and consultants while executing activities.
  • Prepare, coordinate and participate all in-house professional development activities, meetings and planning sessions. 
  • Participate in activities relevant to project as per approval by Inclusive Governance Officer.

Other Office Duties:

  • Develop and organize all data, files and documents.
  • Demonstrate gender sensitivity and show support and respect to all team members.
  • Responsible for the confidentiality and security of data, documents and resources.

Education/Training Experiences:

  • Bachelor’s degree in Social Science or related fields.
  • Experience in community mobilization, dealing with local partners and capacity building. 
  • 2-3 years community work experience, preferably related to the community work and social empowerment for youth and women
  • Excellent communication verbally and in writing as well as inter-personal skills
  • Ability and willingness to work in field sites
  • Ability to identify potential problems before they occur. Proactive in preparation and uses initiative in response.
  • Fluency in written and spoken Arabic, knowledge of English is desirable
  • Good computer skills
  • Excellent skills in monitoring implementation of program activities.
  • Ability to work under pressure.
  • Multitasking and good communication skills
  • Sensitive to gender issues and Gender Equity and Diversity (GED) principles
  • Comply with all relevant CARE policies and procedures with respect to child protection, workplace environment, employee code of conduct and all other related subjects.
