Society for Humanitarian Solidarity (SHS) is a nonprofit humanitarian NGO based in Yemen. It was founded in 1995. SHS, winner of the Nansen refugee award in 2011, for its dedicated work in providing the assistance to refugees and migrants who arrive in Yemen. SHS is a trusted implementing partner to more than 5 international organizations operating in Yemen. SHS has built a strong career and trust among the local community and the international organizations through its tenure in providing assistance to the IDPS and most vulnerable groups.


The CCCM Manager is responsible for coordination of services at site and area level, capacity building, community engagement, monitoring displacement trends, and overseeing camp level Shelter, WASH, Health and other interventions.
 S/he ensures the establishment of effective and representative camp governance structures and promotion of beneficiary participation in decision making; ensures sound information and database management, facilitates effective communication within the camp population and local authorities; oversees the operation, care, and maintenance of relevant services; ensures safe and organized reception procedures and distribution of assistance to new arrivals; manages data collection and site monitoring, and takes action to fill gaps when minimum standards are not met.
S/he liaises closely with Sector Managers and develops and sustains strong partnerships with all stakeholders in IDP camps. S/he supervises a team of SHS camp management staff – contracted national staff and large teams of community mobilizer.


1.    Represents SHS and ensure Head of Programme Unit and other relevant colleagues remain involved and up-to-date on key discussions of the consortium.
2.    Ensures the inclusion of key humanitarian partners within the sector, respecting their mandates and programme priorities. 
3.    Gathers the cluster members and service providers to identify the overall requirements in responding to IDP site and camp-like situations. 
4.    Supports development of funding proposal, project budgets and donor reports.
5.    Ensures capacity building of project staff and transfer key skills.
6.    Ensure the quality of planning, implementation, follow up, and lessons learnt of all technical aspects of the sector activities 
7.    Ensure adequate monitoring, reporting and information sharing mechanisms are in place. 
8.    Ensure camp needs assessment and analysis involves all relevant partners and identify gaps – assess, verify, and map emerging assistance needs and protection concerns; conduct regular ‘gap analyses’ based on verified needs.
9.    Ensures effective coordination with management unit and other NGO Implementing partners members and (pro-)active engagement in (with) relevant clusters and local authorities.
10.    Supervises all CCCM activities in the targeted sites, coordination with local authorities, IDP and host communities, NGO partners and the CCCM Sub-National Cluster for the planning and implementation of interventions at the site level.
11.    Ensure the project staff have the required expertise in managing CCCM activities. Ideally, partners should retain expert staff already covering the position with adequate performance from 2020.
12.    Maintains close relations with the Partner’s management in charge for the project, in coordination with the Head of the NGO partner, and with UNHCR FO and CCCM Focal Points.
13.    Contributes and coordinate with members to harmonize the CM / Site Management approaches, tools and methodologies and any other technical discussions.
14.    Identifies priorities, Programme plan, and assist the implementation of all CM projects;
15.    Provides all CM staff with the necessary technical guidance, including documents and coaching, for the implementation of the CM portfolio.
16.    Makes and follow-up on technical and operational recommendations for improved impact and integration and leveraging synergies.
17.    Coordinate registration of IDP populations, paying particular attention to gender, age and diversity dimensions; and updating of population registry.
18.    Supports Office in the recruitment of new CCCM staff.
19.    Standardize CM system and related tools.
20.    Develops and embed monitoring, evaluation and complaint mechanism procedures and practices in the project-life-cycle.
21.    Ensures quality control and site monitoring to ensure that CM services are provided according to required standards as per national cluster guidelines.
22.    Responsible for monitoring of expected outputs and outcomes, including quality improvement plan.
23.    Innovates and promote the uptake of appropriate technologies that enable to deliver services.
24.    Ensures high quality reports are submitted on time.
25.    Promotes strategies to build up and strengthen confidence between communities within IDP sites, as well as between camp residents and surrounding communities.
26.    Manage NFI and emergency shelter distributions as required including ensuring sequencing of assistance to new arrivals.
27.    Oversee site-level Shelter, WASH and community infrastructure interventions including latrine construction and water supply to meet minimum standards.
28.    Conduct himself/herself both professionally and personally in such a manner as to bring credit to SHS and to not jeopardize its humanitarian mission.
29.    Other duties as assigned.

SUPERVISORY RESPONSIBILITY: Supervise all field activities and take the responsibility to report all achievements, activities and challenges if any to the supervisor (Donor) so as to meet the project implementing timeline and target.

REPORTS DIRECTLY TO: Director, Project Manager.
WORKS DIRECTLY WITH: Field Coordinator, Hotline and Complaint Officer, Civil engineer, SMC Assistants, Data Entry, Community mobilizers.
