  • Duty Station: Kuaydinah district, Hajjah Governorate.
  • Probationary Period: Five Months.
  • Department:  WASH Program.
  • Reporting to: WASH Field Officer

RDP advocates for the rights of affected populations and work in many field areas, food security, nutrition and health and water, sanitation and hygiene, good governance and peace.

Job Description:
The Public Health Engineer will be responsible for the implementation, monitoring, and reporting of the progress of WASH infrastructure construction and rehabilitation activities as well as the hygiene promotion, community engagement, and distributions of WASH NFIs in the targeted area. 

Duties and responsibilities:

Technical Assessments and Studies:

  • Work with the WASH Field Officer for developing technical assessments and feasibility studies for the construction/rehabilitation of WASH infrastructures.
  • Assist the WASH Field officer to develop/review the drawings, bills of quantities (BoQs), estimated costs, and specifications.

Project Implementation:

  • Following-up and evaluation of activities related to the rehabilitation/construction of water supply networks, tanks and latrines and ensures compliance with project documents, RDP standards, and local building codes/standards, taking corrective action if necessary.
  • Ensure good maintenance and sustainable processes are put in place.
  • Identifying project supplies needs and work closely with logistics team.
  • Assist the WASH Field Officer to inspect the materials delivered to the sites and ensure that is according to the approved quantities and specifications.
  • Where necessary, take samples for laboratory testing of materials and workmanship.
  • Responsible for collecting water samples to conduct water quality tests in GARWSP laboratory.
  • Assist the WASH Field Officer to compute the implemented works and prepare the payment certificates for contractors.
  • Support water management committees in their task of operation & maintenance of water supply system.
  • Preparing training material on hygiene promotion and community engagement and conduct trainings for the community volunteers.
  • Support to organize the various community-level sanitation and hygiene awareness sessions as well as manage all WASH supplies and the IEC materials for distribution.
  • Ensure integration of engineering activities with sanitation activities in term of community mobilization.
  • Responsible for conducting the distributions of WASH NFIs.
  • Develop the Environmental Impact Assessments (EIA) during implementation of the rehabilitation/construction works. 
  • Work with the WASH team to implement the project in a timely manner.
  • Good representation of RDP in and out of the project area.
  • Comply with RDP policies and procedures with respect to code of conduct, child protection, equal opportunities, security and safety, and other relevant policies and procedures.
  • Commit to the humanitarian principles of strict neutrality, religious and political impartiality, and non-discrimination.

Reporting:

  • Collect beneficiary data and ensure it is documented accurately and with confidentiality.
  • Collect information such as beneficiary numbers, contractor progress, and success stories to be submitted to the WASH Field Officer.
  • Raise reports that reflect the progress of achievement and the extent of project control. 

Integration of Cross-cutting Aspects:

  • Ensure integration of gender, child protection, disability, environment, and other cross-cutting issues to the design, implementation, and development of WASH construction /rehabilitation activities, and ensure that activities consider the needs of girls, children, the elderly, and people with special needs.
  • Ensure WASH activities in IDPs sites are integrated with other sectors teams, i.e., Shelter/ NFIs, CCCM, and Health as appropriate.
  • Ensure protection issues are fully considered throughout the project cycle with women, the elderly, people with special needs, and the most vulnerable being included in decision-making for WASH issues.

Additional Responsibilities:

Any other tasks assigned by line manager.Qualifications/Requirements:

a)    Education: University degree in Civil or Architecture Engineering.
b)    Experience: Minimum of 5 years of general working experience including 3 years of working experience in WASH projects, and one year experience with NGOs.
c)    Languages: Strong Arabic and English skills, written and spoken.
d)    Behavioral: Leadership and management skills. 
e)    Others: 

  • Knowledge of international/governmental institutions, and a solid interest in humanitarian response and development.
  • Strong communication, interpersonal skills and ability to work independently, as well as part of a team.
  • Proven experience in staff supervision and remote management.
  • Ability to prioritize and commitment to meet deadlines.
  • Ability to work effectively under stress in emergency situations.
  • Ability to travel independently, including to rural communities and work long hours.
  • Prior experience in working in complex emergency settings, involving internal displacement.
  • Knowledge of different working standards and ethics including sphere standard.
  • Excellent computer skills (MS Office, including Outlook for email). 
  • Excellent computer skills (AutoCAD, Water CAD…, etc.).
  • Training skills are an advantage.
  • Ability to explain design ideas and plans clearly.
  • Membership of the Yemeni Engineers Association is an advantage.
