Location: Sana’a, Yemen with frequent travel to other governorates     
Period: Permanent 
Reporting to: Quality and Training Manager

About MSI Yemen

Established in 1998, MSI Yemen (MSIY) is focused on providing high-quality reproductive health (RH) care through a broad service package including voluntary comprehensive mother and child health (MCH) and RH care including safe delivery, obstetric ante- and post-natal care (ANC/ PNC); as well as other communicable diseases and general healthcare. MSIY does this through a network of clinics; provision of technical and quality support to private midwives and public sector healthcare professionals; and a specialised reproductive contact centre.

MSIY is seeking to recruit a suitable candidate for the position of Technical Maternity Officer to be part of the Clinical Quality and Training Unit at MSIY’s head office.

Key Responsibilities

The Technical Maternity Officer is of the Clinical Quality and Training Unit. The unit consists of a manager and several officers who work together to ensure the effective and professional implementation of MSIY’s services. The unit delivers training and provides ongoing clinical quality support to health service providers using relevant, accurate and consistent information about RH and women’s health issues in all programme components. This is all in line with the international MSI partnership gold standards and guidelines, as well as aligned with the local polices in Yemen. The Technical Maternity Officer will be responsible for delivering the training and clinical quality support focussed mainly to MSIY’s maternity centres and performance-based financing (PBF) public health sites but might also work on other areas of MSIY’s services.
The successful candidate will be responsible for the following among other duties:

Quality of Care

  • Ensure maintenance of MSI standards, protocols and values through regular visits and use of the internal audit checklist to monitor quality in Maternity centres and PBF public health sites at least twice per year. 
  • Promote reporting of incident reporting in the PBF sites and increase reporting of Green & Amber incidents through the maternity centres.  
  • Ensure all maternity centres and PBF site staff understand and promote MSIY’s goal, mission, vision, and the guiding principles.
  • Motivate service providers to improve their clinical skills and performance.
  • Collaborate with the Quality and Training Manager to constantly improve services, access protocols and update all resources and information.
  • Ensure service providers have the necessary information in Arabic to do their work properly, acquire more information and improve their skills.
  • Reflect MSIY’s experience on quality and training to other NGOs working in the same field in coordination with the line manager.
  • Collaborate with the Quality and Training Manager to constantly improve the quality of services, review the client feedback from both sites and the contact centre, and ensure implementation and follow-up of any necessary changes. 
  • Regularly assess clients and providers safety, ensuring access protocols and updating all resources and information.
  • Monthly maternity Dashboards are presented in a timely manner and discussed with the Heads of maternity sites monthly. 
  • Lead on preparing and conducting CAVA in maternity centres.
  • Develop and support the implementation of PBF quality tracking database.  

Training

  • Hold regular training needs assessment of service providers (doctors and midwives) in maternity centres and PBF sites. 
  • Hold biannual simulation of emergency obstetric and neonatal care (EMONC) sites. 
  • Monitor the progress of clinical training in maternity centres, PBF sites, and other sites according to the project need.
  • Improve skills of service provider and share knowledge on a regular basis through case studies.
  • Develop plans and curricula and run specific training courses in infection prevention (IP) and medical emergency management (MEM). Obstetric simulation, Incident management (IM) and other MSIY areas of expertise for service providers in all programme components.
  • Coordinate with the centre managers and PBF lead to deliver trainings as per the annual workplan.

Other

  • Assist line manager with ensuring Quality of Care standards are met in the training activities, MSIY protocols are followed and HE information is consistent and accurate.
  • Develop promotional materials and help in the marketing for maternity sites about antenatal care (ANC), postnatal care (PNC), post-partum family planning (PPFP), vaccination and RH.
  • Promote MSIY values, standards, and core business.
  • Assist line manager with any other aspects of work.
  • Physical support, supervision for at least once a month normal delivery.
  • Take up any other task as assigned by line manager.

Skills and Experience

To succeed in this role, you must have:

  • Postgraduate in Obstetrics, Gynaecology,( Public health, or Community Medicine) is preferable .
  • Working with the Ministry of Public Health and Population (MoPHP)/ NGO in the field of RH / FP for at least 3 years. 
  • Knowledge and understanding of quality of care within MCH/RH service delivery, health systems strengthening approaches, social and behaviour change, and gender.
  • Demonstrated expertise and commitment to a rights-based approach to voluntary MCH/RH services.
  • Have computer/ reporting skills.
  • Have excellent Arabic and English and communication skills.
  • Technical/ training knowledge.
  • Be a Yemini national/or have a work permit for expats.
