- Job Title: District Supervisor

Job Summary:
The District Supervisor will be responsible for managing and supervising the project activities within the targeted district under the direct supervision of the TSFP Officer. The primary responsibility of the District Supervisor is to ensure the successful implementation of the Targeted Supplementary Feeding Program (TSFP) activities within their assigned district. This includes overseeing health workers, community nutrition volunteers (CHNVs), warehouse keepers, and other field staff, ensuring efficient food distribution, and coordinating with local authorities and stakeholders. The District Supervisor will be crucial in providing guidance, support, and monitoring the field teams to ensure high-quality service delivery and the achievement of project targets.
The District Supervisor will report regularly to the TSFP Officer, providing both narrative and statistical data to monitor the progress of the project and address any challenges that arise. They will also ensure proper documentation of all activities and compliance with organizational and donor requirements.

Key Responsibilities:
1. Management and Supervision of TSFP Activities
- Oversee the implementation of all TSFP activities within the targeted district, ensuring adherence to project objectives and donor guidelines.
- Supervise and guide the Health Workers, Community Nutrition Volunteers (CHNVs), and warehouse staff to ensure effective and efficient delivery of services.
- Coordinate and liaise with local health authorities, community leaders, and other stakeholders to ensure smooth project execution.
- Ensure the proper distribution of food by preparing and submitting monthly Food Distribution Plans (DP), Food Release Notes (FRN), and Dispatch Plans to the TSFP Officer.
2. Coordination and Community Engagement
- Establish and maintain strong relationships with local authorities, leaders, and communities to ensure proper coordination and prevent duplication of efforts.
- Guide and coordinate the formation of local Relief Committees and Community Committees to support project activities.
- Conduct regular meetings with beneficiaries, community members, and local authorities to explain project goals, objectives, activities, and the complaint and feedback mechanisms.
- Facilitate and report on external meetings with NGOs, community leaders, and other relevant stakeholders.
3. Staff and Performance Management
- Provide ongoing supervision and support to field staff, ensuring high-quality performance and alignment with project objectives.
- Conduct training and orientation sessions for Health Workers, CHNVs, and warehouse staff, and provide regular on-site monitoring and capacity-building opportunities.
- Ensure regular reporting from Health Facilities, CHNVs, and warehouses, adhering to standard reporting formats and timelines.
- Oversee the Complaint and Feedback Mechanism (CFM) at the field level and address any concerns raised by beneficiaries.
4. Monitoring and Reporting
- Monitor the progress of all project activities against established indicators and targets, providing regular reports to the TSFP Officer on achievements and challenges.
- Detect and report any field obstacles and take proactive measures to resolve issues to ensure uninterrupted service provision.
- Document success stories, beneficiary feedback, and other relevant project updates to submit to the TSFP Officer.
- Prepare daily and monthly food distribution reports and ensure proper stock management.
5. Warehouse and Logistics Management
- Supervise the management of food stocks and ensure timely distribution at the district level.
- Work closely with warehouse keepers to ensure that supplies are distributed efficiently, and stock levels are maintained accurately.
- Support logistics and finance teams in ensuring that necessary documents for food distribution payments are submitted promptly.
6. Compliance and Documentation
- Ensure compliance with the organization's policies and procedures, including those related to child protection, security, and safety.
- Maintain accurate and up-to-date documentation for all project activities, including financial and distribution records.
- Adhere to humanitarian principles, including strict neutrality, religious and political impartiality, and non-discrimination.
7. Additional Responsibilities
- Facilitate monitoring visits from external parties such as the Ministry of Public Health & Population (MoPH&P), donors, or third-party staff.
- Cooperate with logistics, finance, and HR departments to facilitate smooth field operations.
- Perform any other related tasks required to ensure the success of the project.
Qualifications and Requirements:
Educational Requirements:
- University degree in medicine, public health, nutrition, or a related field.
Professional Experience:
- A minimum of 1 - 2 years of relevant work experience, including 6 months of experience working with local communities and NGOs.
- Previous experience in SFP (Supplementary Feeding Program) work is preferred.
Technical Skills:
- Strong knowledge of nutrition, public health, and project management in the context of emergency and humanitarian assistance.
- Proven ability to report using nutrition standard forms and gender-disaggregated data.
- Proficient in Microsoft Office, especially in Excel for reporting purposes.
Language Skills:
- Native Arabic with good written and spoken English.
Soft Skills:
- Excellent communication, interpersonal, and negotiation skills.
- Strong organizational and time management abilities.
- Ability to perform under pressure in challenging field conditions.
- Familiarity with the humanitarian situation in the targeted governorates.
