Job Description
Save the Children in Yemen is looking for eligible candidates for the positions of:
H&N Program Coordinator
ROLE PURPOSE:
Under supervision of Health and Nutrition Program Manager, the H&N Program Coordinator will be a crucial part of a team responsible and accountable for ensuring the effective development, management and implementation of Health and nutrition projects including regular monitoring, review and evaluation of project. Monitor, prevalence of health diseases and acute malnutrition through strengthening community surveillance systems/screening data, enhance the response mechanisms for health and nutrition problems by through improved coordination and integration with other SCI/partner supported health, nutrition projects; and periodic review and analysis of needs and response interventions. Provide technical training, managerial and technical support to Save the Children staff, partner’s health team and government authorities (GHO, DHO) on the planning, implementation and management of the Health and Nutrition programme. Support the Field office to strengthen integrated targeting and selection of communities and households jointly with H&N teams, including technical monitoring and supervision of the complementary nutrition activities on a timely manner and referral mechanisms with other health within the targeted areas. Support the program manager in quality report writing, reviewing implementation plans and following up on execution of the planned Health and nutrition interventions within the projects. Keep the Health and Nutrition focal person in FO and CO updated about the progress, planning and challenges of the project implementation for ensuring coherent and timely external coordination with MoPHP or sub-clusters.
SCOPE OF ROLE:
- Reports to: Health and Nutrition program manager.
- Staff directly reporting to this Post: Program Officers and Assistants (Nutrition Assistants/Officers, Community Mobilization Officers/Assistants, Data Entry Officers/Assistants)
- Technical Reporting (Indirect dotted communication line): The staff has indirect technical reporting to Head of Health and Nutrition for matters related to technical quality assurance including design of the project.
- Budget responsibility: Solely Responsible for the Nutrition Budget of the project (as per SOD)
KEY AREAS OF ACCOUNTABILITY:
Objective 1: Establish and supervise activities in the framework of the integrated (Health-Nutrition projects
- Management of the project cycle for Nutrition and Health Components of the projects
- Ensuring the alignment and adaptation of SCI Common Approaches “Resourcing Families for Better Nutrition” as part of tackling malnutrition through integrated projects.
- The technical quality of the programme for which he/she is responsible particularly nutrition and health components of the project including referrals of beneficiaries to other available services in the areas.
- Timely and high quality implementation of planned activities within his/her programme and alerting the H&N PM, Field Manager, HoD Health and Nutrition to any delays or excessive or under-use of resources
- Timely and high quality reporting, both internal and external, of the activities of his/her programme, together with a critical analysis
- Identifying and proposing the development of new programmes as deemed necessary based on contextual evolution in operational areas
Example of tasks:
- Sharing his/her analysis of the needs in the area with Health and Nutrition program Manager
- Providing relevant inputs to H&N PM, for the design of proposals with a view to developing shared and integrated approaches following SCI common approaches
- Promoting and supervising activities related to nutrition and health care practice and behaviour change activities
- Putting in place and monitoring the system of data collection concerning the monthly screening, individual counselling, group sessions, detection and referral of malnutrition, childhood illnesses to health facilities as a basis for the quality service delivery, reporting and furtherance of the programme
- Work with the teams in development of supportive supervision plan and implementation of quality benchmark in line with project MEAL plans.
- Preparing requisitions, monitoring and controlling supplies required for implementation of nutrition activities
- Participating in the preparation and execution of Baseline and End line surveys (provide technical support for nutritional indicators’ data collection, analysis and report writing)
Objective 2: Provide management support and leadership to nutrition and health teams in managing the project cycle
- In close collaboration with H&N Manager ,the Health and Nutrition Programme Coordinator is solely responsible for planning, implementation, technical monitoring and evaluation of nutrition and health components of the programme.
- The management of his/her teams that includes day to day technical support on their questions; scheduling staff capacity assessment interviews, follow ups in collaboration with HR.
- Development of detailed implementation plan in consultation with H&N teams; capacity development plans for SCI staff, CHVs, partner staff within the project framework – clarify roles and responsibilities for each detailed tasks
- Develop monthly work plans for the teams in respect of the project implementation plan and donor agreements.
- Support Health and Nutrition Assistants in developing the community based work planning, monitoring and supervision of activities
- Lead Monthly Health and Nutrition activity coordination meetings to review progress, challenges, expenditures and prioritized actions; and share with H&N PM and other relevant colleagues
- Ensure implementation of predefined/reviewed project implementation tools, technical reporting templates, supervision checklists
Logistic, HR and Finance
- Develop project budget forecast in reference to the detailed nutrition and health implementation work plan; review and update on a monthly basis – coherently with implementation plans
- Liaise with logistic, HR and Finance to ensure proper orientation for nutrition and health teams on organization procedures
- Raise recruitment request, screen and recruit nutrition and health teams in collaboration with HR
- Liaise with HR to provide orientation on SCI Core values/Child Safeguarding Policy/staff code of conduct etc.
Supply Chain Management
- Raise procurement requests to initiate procurement process following logistic policy
- Raise supply request order well in advance to ensure that program team have necessary supplies for smooth implementation
- Ensure appropriate delivery note/In kind donation report in close collaboration with Logistic teams.
Objective 3: Partnership, project coordination and technical representation (Internal and External)
- Establish local collaboration and partnership with Ministry of Public Health and Population at District and Governorate level
- Closely coordinate with other SCI programs (Health, Nutrition, WaSH, FSL and CP…etc. ) in the targeted areas; define referral criteria for ensuring access to services
- Closely coordinate with partners implementing Health, Nutrition services in the targeted areas and ensure referral and complementarity of services
- Participate regular monthly coordination meetings and update other SCI program teams about the progress, challenges and plans for the project.
- Participate meetings with District, Governorate and Sub-cluster meetings (health and Nutrition) and update progress, challenges and learning of the project
- To take any other relevant task given by the supervisor.

QUALIFICATIONS AND EXPERIENCE
- Post graduate master’s degree on public health or bachelor degree on medicines and 3+ years management experience of running complex multi grant health and nutrition programme, both in emergency and normal circumstances
- Proven ability to manage a programme including management of human and material resources.
- Experienced in Staff management and capacity development on health & Nutrition
- A very good understanding of at least of key technical areas of nutrition programming (CMAM, IYCF in emergency, Community Health Volunteer Programme, PHCs, RH etc.) .
- Ability to analyse information, evaluate options, and follow the strategic directions as guided.
- Previous experience of working with a multi-cultural team and the adaptability to varied team dynamics
- Excellent interpersonal, communication and presentation skills.
- Understanding rights based approaches and participatory concepts and practical experience in similar context.
- Ability to communicate and maintain tactful relations with relevant local authorities in political and militarily sensitive environments.
- Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. Tact and diplomacy are essential.
- Strong commitment to capacity building of national staff and partners with willingness to adopt a participatory and consultative management approach.
- Flexible, adaptable, able to improvise and work in stressful, volatile environment
- Fluency in written and spoken English & Arabic.
