Context: Large-scale multi-sectoral program monitoring and evaluation (specifically TPM) in international development including impact assessments, baseline surveys and/or evaluations in all governorates of Yemen.

Job Description:

We are looking for a qualified junior Yemeni consultant to be based in Yemen and have a background in water resource management, irrigation, and resource-based conflict areas. He/she should have a relevant Masters’ Degree and fluency in English and Arabic languages. The consultant must also have experience on similar projects and working with multilateral organisations and NGOs.

Tasks and responsibilities

1.  Evaluate, review and revise project documents related to water and Irrigation, and analyse design specifications included in project proposals for accuracy, soundness, feasibility and cost;
2.  Evaluate community-based water infrastructure improvement and rehabilitation;
3.  Evaluate Cash-for-Works and community contracting plans
4.  Assess technical specifications for all water & Irrigation related equipment;
5.  Conduct field visits to project sites implemented by INGOs and/or their partners;
6.  Contribute in the preparation of progress and final reports, describing main activities undertaken, conclusions and recommendations and, discuss findings/recommendations;
7.  Support in conducting Water conflict analysis, and participate in the conflict resolution mechanism
8.  Perform other related duties as required.

Minimum Requirements

• University degree with specialization in agriculture, irrigation and watershed management related fields.
• At least 5 years of relevant experience in working on water resources management to include groundwater and remote system analysis.
• National of Yemen.
