Project Manager DAFI project

Position:  Project Manager

Job site: Sana’a (30%), Aden (60%) and Mukalla (10%)

Status: Full-time

Reports to:  Program Coordinators, Protection Coordinator and Head of mission

 

Purpose / Objectives:

The Project Manager is in charge of the implementation and the supervision of the project entitled: “DAFI Scholarship Programme – Tertiary Education for Refugees", funded by UNHCR. This project will cover refugee scholarships under the DAFI funding. Since 1992, the Foreign Office of the German Government has annually been providing earmarked funds for the DAFI Scholarship Programme [the Albert Einstein German Academic Refugee Initiative Fund]. It aims to provide tertiary education scholarships to the most deserving young refugees in their asylum countries.

INTERSOS has been implementing DAFI scholarship programme in Yemen since 2014.

The project was developed with involvement of different parties: INTERSOS staff, DAFI Students, INTERSOS education partners, academic institutions and UNHCR, and considering a review of 2021 project and budget, pulling from lesson learnt for 2021.

The overall objective of the DAFI Programme is to contribute to human resources development, embedded in a broader UNHCR strategy of promoting self-reliance and durable solutions among refugees. Tertiary education of refugees will enhance the qualifications of refugees, thereby creating preconditions for the attainment of self-reliance.

Responsibilities/duties:

Main responsibilities:

  •  Ensures the planning, implementation and monitoring/evaluation and sets targets as included in the project description.
  •  Guarantee an efficient financial management for the project in compliance with INTERSOS’ model and donor regulations.
  •  Deliver timely quality project activities reporting, including the findings in terms of impact/changes at the level of beneficiaries achieved through the project.
  •  Representation of INTERSOS towards the donor and stakeholders.

More specifically:

Ensure the full and timely implementation of the project proposal as approved, pro-actively respecting deadlines for reporting:

  •  Project kick-off and presentation/sharing of project
  •  Review and prepare a detailed activities plan
    •  Distribution of Incentives
    •  Ensure close monitoring on students as individual beneficiaries, follow up on the students  (academically and personally)
    •  Plan, organize and monitor training and Capacity Building for DAFI Students
    •  Organize meetings with Universities and Educational Partners
    •  Support and guide DAFI Students Union (DSU) activities planning and implementation
    •  Ensure planning, implementation and reporting on social activities for students
    •  Promote scholarship opportunities
    •  Plan and organize new scholarship processes
  •  Agree and establish clear reporting and communication lines
  •  Verification on the targeting of beneficiaries
  •  Ensure sector SOPs and guidelines are properly applied and adhered to
  •  Ensure monthly movement plans and report any incidents/concerns related to project staff, activities and beneficiaries in a pro-active manner to the Operational Risk Assessment Officer and Head of Mission/deputy Head of Mission

Financial management and procurement:

  •  Prepare, monitor and implement financial and procurement plan
  •  Prepare weekly/monthly liquidity plan
  •  Approval of all purchases/contracting and budget line allocations
  •  Verify on a weekly basis the bookkeeping entries in the INTERSOS accounting spread sheets (Journal): verify budget line allocations, budget expenditure status against actual delivery and the financial plan for the remainder project implementation period
  •  Ensure for all purchases/contracting of goods/services/supplies meet INTERSOS procurement guidelines and are properly documented, in close coordination with the finance and logistics departments
  •  Verify the list of expenditures prior to finalizing the interim and final financial reports
  •  Holds final responsibility for verification of all support documents’ completeness and correctness

Monitoring & evaluation:

  •  Ensure monitoring and verification for the targeting of beneficiaries.
  •  Applying a result-based management approach, monitor the project outcomes, in addition to the outputs and activities, including changes at the household and community level achieved through the project.

Reporting:

  •  Ensure quality reporting on achievements through daily short briefings, monthly and weekly planning presented against weekly and monthly performance reports containing clear quantitative and qualitative information related to the activities.
  •  Secure monthly reporting.
  •  Prepare ad hoc progress reporting for the donor and official required interim and final project reports: Prepare interim and final narrative reports for the donor in a timely and qualitative manner, looking into achievements against outcomes and output and reflect lessons learnt clearly into recommendations for future programming. Reporting must at all times be gender and age disaggregated.
  •  Holds final responsibility for all support documents (means of verification) and general project documents
  •  Delivers regular communication products (including pictures) on the project to be used by the INTERSOS communication department in different outlets

Coordination and representation:

  •  Conduct regular meetings with the donor representatives and facilitates field visits by donor missions (when security allows for).
  •  Coordinate timely and pro-actively with universities, institutes, relevant ministries and local authorities
  •  Support INTERSOS with the outlining of its Yemen Country strategy.
  •  Contribute to the coordination between the different project-teams for the projects in Yemen. Proactively participate in cluster/taskforce meetings and other relevant working groups for Yemen, also relevant inter-sectorial coordination meetings at national level.
  •  Ensure systematic information and update sharing with the HOM/program coordinators and other programme staff, in particular working closely with the protection coordinator and other project PMs for effective and efficient referral of cases between INTERSOS projects/sectors.

Qualification and requirements:

  •  Minimum bachelor degree (preferably in education or social related field)
  •  Minimum 3 years relevant experience working with NGO in Yemen
  •  Demonstrated experience in education and youth projects, experience in coordination or supervisory role
  •  Practical experience in M&E.  
  •  Demonstrated familiarity with protection language: e.g. case management principles, standards and procedures, terminology
  •  Proven computer skills (proven computer literacy), especially in excel, word and other data base software, database management skills
  •  Excellent reporting skills (English)

  11. - Native Arabic – fluent written and spoken English
  12. - Ability to deal with heavy work pressure
