Job Description

TITLE:  Child Protection Program Coordinator      
TEAM/PROGRAMME: Child Protection     LOCATION: Hajjah 
GRADE: 3b    
CONTRACT LENGTH: One Year

CHILD SAFEGUARDING:
Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

The Program Coordinator, Child Protection is responsible for the oversight and management of CP programs (direct implementation and partners monitoring) in Hajjah. With support from the Child Protection Technical Advisor will take responsibility for directly implementing high quality chid protection. S/he will be responsible to coordinate effectively with the implementing partners, and the teams in the field and also within the organization to gain technical support for quality assurance and smooth programme operations.

KEY AREAS OF ACCOUNTABILITY:

Needs Analysis and Program Design:

  •     Coordinate any CP related assessment, where applicable coordinate with other agencies to conduct assessments.
  •     Contribute in developing SC CP internal strategy and response plan and developing proposals.
  • Plan, coordinate, program, organisation’s strategy and the general CP sector plan
  •     Ensure day-to-day coordination of Child Protection program/ response interventions, including staff supervision, development of staff work plans and reporting to ensure proposed results are achieved on time, within budget and in compliance with donor requirements.
  •     Provide support and orientation for Child Protection  Officers, PSS, Case Management  and CFS staff and other team members on setting up and managing Child Protection program. 
  •     Assist in effective and efficient  implementation of the program as per goals and targets set in the Strategic response Plan; involving, among others
  •     Establishing the detailed  implementation plan and ensuring the activities are implemented according to the detailed implementation plan;
  •     Seek formal and informal technical expertise from the thematic section and arrange support to specific projects through field visits or as appropriate.
  •     Make regular visits to the field; carry out process monitoring and provide feedback and support for achieving the desired results in a timely and quality manner.
  •     Where challenges arise, ensure that these are flagged early, communicated to the Field Manager and addressed in an appropriate way;
  •     Monitor progress of activities against planned achievements, outcomes and impact; evaluate the continued relevance and appropriateness of the program activities based on community- and child participatory approaches (accountability system)

Reporting:

  •     Coordinate and support the Field Manager to develop  project-specific progress reports and relevant donor reports are timely, of high quality and serve to inform management decisions. This includes internal monthly reports, SITREP,  and the humanitarian monthly reports to CP SC activity info reports). 
  •     Coordinate and link  program activities with operational need (coordination with logistic unit). 
  •     Identify issues that need timely actions and multi-sector coordination within SC or externally, on field level ensure that CP project officer understand and apply this role.
  •     Provide necessary technical training and develop appropriate technical guidelines and materials for civil society partner. 
  •     Support partner  and ensure that regular monitoring is conducted and financial as well as narrative reports are delivered timely and in accordance with agreed MoU.
  •     Keep up to date on key technical areas and methodology development – national, regional and globally - including but not limited to SC specific methodologies as Child Resilience programming within PSS, Positive Discipline in Everyday Parenting (PDEP), child-to-child capacity building etc.   For the inter-agency humanitarian CPiE methodologies be up to date with on-going contextualization of Child Protection Minimum Standards (CPMS) in Yemen, inter-agency Case Management guidelines and Alternative Care in Emergencies (ACE) toolkit.

Capacity Building:

  • Under supervision of the Field Manager, lead on developing timely capacity-building plans within CP intervention based on projects plans. Ensure mentoring implementation is part of the capacity-building plans and feeds into SC monthly reporting (internal and external – SRF)
  •     Support capacity building needs assessment among CP colleagues and other sector staff, as identified by Field Manger/CP TA (e.g. as id’d in Performance Reviews and Competency Framework) 
  • Analyse the contexts in which international humanitarian projects are conducted
  •     Assist the CP TA/FM in programming for affected children and communities in the areas as appropriate: Psychosocial Wellbeing, unaccompanied and separated children, Prevention and response to child recruitment, Prevention and response to sexual exploitation and abuse (SEA) and gender-based violence (GBV), Prevention and response to the main risks for children’s exposure to physical harm, harmful child labour and child trafficking, Justice for Children.
  •     Screen for and monitor protection needs and gaps in and around the CP program components including the Child Friendly Spaces
  •     In line with good practice and minimum standards assist the Manager in upholding technical leadership on Save the Children’s program implementation including referral and management of individual child protection cases, establishment of well-functioning Child Friendly Spaces and establishment/strengthening of community Child Protection Committees 
  •     Work closely with Safety and Security Advisor  to ensure programme activities adapt to changing security context and coordinate with Child Protection Adviser/Manager and/or Team Leader on potential programme modifications when necessary
  • Administrative and budget management of child protection: 
  •     Assist the Manager in development of implementation plans and budgets for SC and partner organizations.
  •     Manage & monitor/track budget lines for program activities ensuring appropriate spend & timeliness.
  •     Lead the preparation of all procurement and administrative documents required for program implementation
  •     Support recruitment-process and induction of new CP team members
  •     Motivate staff under direct line management, ensuring that they have clear objectives and receive meaningful feedback on their performance based on Performance Review process and Competency Framework.

Representation:

  •     Attend internal cross-sector meetings, support FM to hold CP meetings and participate in inter-agency humanitarian CP SC meetings (& technical sub-committees), MRM TWG, MRE (& CP PO)  
  •     Ensure effective program coordination with relevant stakeholders (Gov., NGOs, INGOs, UN etc)

QUALIFICATIONS  
Education: 

  •     Post graduate education in development or other relevant field (equivalent in professional experience may also be considered) 
  •     3 years management experience of running complex multi grant programmes, both in emergency and normal circumstances

QUALIFICATIONS AND EXPERIENCE

  •     Accumulative experience working with partners 
  •     Very strong knowledge and understanding of key technical areas of CP programming, and a working knowledge of the other sectors that include education, livelihoods and health
  •     Willingness and ability to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  •     Ability to analyze information, evaluate options, and follow the strategic directions as guided
  •     An in-depth understanding of national development issues in particular in relation to children 
  •     Previous  experience  of working with a multi-cultural team and  the  adaptability to varied team dynamics
  •     Excellent interpersonal, communication and presentation skills
  •     Fluency in written and spoken English & Arabic 
  •     Commitment to Save the Children Code of Conduct, Child Safeguarding Policy and values
  •     Good knowledge of safety standards and legislation related to construction and rehabilitation in Yemen
  •     A good team worker willing to learn from others, listen and provide sound technical advice on construction that will benefit children 
  •     Strong organizational and planning skills with good communication skills
  •     Politically and culturally sensitive with qualities of patience, tact and diplomacy
  •     The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  •     Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
