Job Title: Senior Grants and Information Officer
Duty Station: Sana’a.

JOB SUMMARY

The Senior Grants and Information Officer will be responsible for managing grants, coordination, and technical program support to liaison team across all offices in Yemen. He/She will provide support in grant/project management, technical and financial reporting under the direct supervision of Program Director. He/She will play a critical role in collecting data from program team and will be the focal point for grants reporting, information management, grants management and coordination with internal/external stakeholders. The role will also provide key support to the technical Leads and Liaison team in developing sub agreement/MOU documents, maintaining official records external/internal communication. The Senior Officer, Grants Management will work in close coordination with Programs Director, Field Coordinators, Finance, HR, Security and Logistics staff, as well as technical staff to ensure effective and timely grants implementation.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Main Tasks and Responsibilities

  • Support in general management of the grant and partnership development, including donor contract management, reporting, proposal developments and development/implementation of the funding strategy
  • Support the review of any new grant/award documents development in accordance with donor requirements
  • Support timely agreement/contract development/review/approval from IMC-HQ and share it with relevant stakeholder such as compliance, finance, program, and liaison team.  
  • Manage contract and subcontract revisions
  • Coordinate approval of agreements, amendments, cost extensions and no-cost extensions as custodian of official documents
  • Develop and respond to donor/government requests related to contracts, grant budgets and spending along with relevant documents.
  • Organize and facilitate regular and ad-hoc meetings with program and support teams to plan workflow and address program/grant compliance issues
  • Facilitate grant related audit from program perspective
  • Monitor implementation of action/corrective action plans relative to both internal and external audits in the grants management area
  • Liaise with security, finance, and program teams to prepare and submit sub agreements/MOUs documents to HQ and SCMCHA/MOPH/MAI etc.
  • Ensure the proofreading of SA/MOUs documents and the sharing of information in collaboration with the relevant department in timely manner
  • Ensure quality information management through regular maintenance of grant files, including coordination, preparation of official documents and data entry support for liaison team for new or ongoing grants/programs
  • Ensure the continuity on the flow of information and reporting in the country office
  • Assist in donor relations, participate in calls with select donors, and represent the IMC project team
  • Work closely with the program director, plan and lead all grant launching and closing meetings.

QUALIFICATIONS

  • Typically, a bachelor’s degree in Public Administration, Economics, Business Studies, Accounting, Commerce, or other related fields
  • Typically, 3+ years of relevant and progressive experience in humanitarian or development sector/context. NGO programs and projects experience with increasing responsibilities
  • Familiarity with international humanitarian operation, coordination structures and the mandates of donors, UN agencies and NGO’s
  • Extremely flexible, and have the ability to cope with stressful situations and frustrations
  • Skills and knowledge in grants and program management, public private partnerships and project monitoring and evaluation (both quantitative and qualitative methods)
  • Knowledge and experience of budget preparation and management 
  • Ability to effectively work with government, community leaders, international/national organizations, donors, partners, and other IMC relationships.
  • Team player and strong communication skills, both oral and written
  • Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint
  • Familiarity with Yemen National standards and guidelines from SCMCHA for UN agencies, and INGOs.
  • Fluent in English and Arabic (Mandatory).
