Job Description

Preparing training Manuals for community leaders, CSOs and government representatives on communications and advocacy campaigning on inclusive governance, democracy, women's right and women, peace and security pillars

1.    Brief on the project

The project of Enhancing the civic space for inclusive development: Empowering Civil Society Organizations in Yemen is an innovative collaboration between SOS Foundation for Development with Care Yemen and BFD funded by the European Union. The Overall Objective of this Action is to contribute to strengthening the Civil Society Organizations (CSOs) to be independent actors of good governance and development in their own right".

Project outcomes:

a.    Enabling environment for CSOs’ inclusion, participation and empowerment enhanced in the governorate of Aden
b.    Improved contribution of Yemeni CSOs to addressing community needs in the governorate of Aden with regards to integrated human and social development, economic stability and growth, and peace and security promotion

2.     Impact group

The core influence group for our program is the Office of Planning, International Cooperation, Social Affairs and Labor in Aden Governorate, the National Commission for Women, district and district authorities, traditional leaders, religious leaders, youth leaders, women leaders, donors, journalists and media influencers. The private sector, businessmen, and the Aden Chamber of Commerce and Industry.
Organizing internally and collectively. Many local civil society organizations in Yemen have unqualified staff and weak organizational and planning capabilities. They appear to operate with little strategic direction, have no long-term plans or internal monitoring and control systems, have a high turnover of staff and members, internal mismanagement, and a lack of transparency and consistency in management, operation and finance.

3.    Introduction:

Civil society plays a crucial role in fostering democratic governance, promoting human rights, and advocating for social change. However, in various regions across the globe, civil society organizations often face numerous challenges that impede their ability to operate freely and effectively. This research paper aims to shed light on the narrowing civil space for civil society in southern Yemen, particularly in Aden, where local authorities, including the Office of Planning and International Cooperation and the Office of Social Affairs and Labor, have enacted decisions that restrict the operations of civil society institutions.
The Office of Planning and International Cooperation, as well as the Office of Social Affairs and Labor, have emerged as significant actors in determining the extent of civil society engagement in Aden. Through their imposition of permit requirements for any civil society activity, these authorities effectively control and limit the work carried out by civil society institutions. Consequently, organizations seeking to operate in Aden are obliged to navigate a 

complex process that entails securing permits from both directorates. This procedural hurdle effectively shrinks the civil space available for civil society, hampering their ability to fulfill their essential functions.
By analyzing the impact of the local authorities' permit system on civil society in Aden, this research paper seeks to illuminate the challenges faced by civil society organizations, the implications for democratic governance, and potential pathways for overcoming these barriers. Understanding the dynamics and consequences of the narrowing civil space will contribute to a broader understanding of the state-civil society relationship in Yemen, while also providing insights into the broader global context of civil society constraints.
In conclusion, this research paper aims to contribute to the existing body of knowledge by examining the specific mechanisms through which local authorities in southern Yemen, particularly Aden, restrict and limit civil society engagement. By shedding light on the increasingly constrained civil space, we can foster a better understanding of the challenges faced by civil society organizations, advocate for their rights, and explore potential strategies to safeguard their crucial role in democratic governance and social progress.

4.    About the activity:

SOS Foundation for Development will contract a consultant to prepare a training manual to train for community leaders, CSOs and government representatives on communications and advocacy campaigning on inclusive governance, democracy, women's right and women, peace and security pillars

5.    The main objective of the activity

Preparing a training guide to community leaders, CSOs and government representatives on communications and advocacy campaigning on inclusive governance, democracy, women's right and women, peace and security pillars

6.    Tasks

1. Conduct meetings with key project personnel to gain a complete understanding of the project logic, purpose, and activity.
2. Analyze previous exercise strategies.
3. Preparing training manuals in Arabic for community leaders, CSOs and government representatives on communications and advocacy campaigning on inclusive governance, democracy, women's right and women, peace and security pillars 
4. Preparing a training guide in Arabic on communications and advocacy campaigning on inclusive governance, democracy, women's right and women, peace and security pillars training target groups, community leaders, CSOs and government representatives.
5. Submit a time plan and discuss it with the organization’s management.
6. Preparing the general framework of the training manual and submitting it to the SOS administration for accreditation.
7. Send the draft training manual and amend it if the institution does not approve of it.
8. Provide a Word and PDF version of the training guide.
9. Prepare a PowerPoint presentation about the training guide.
10. Design the training guide and add the identity of the SOS Development Foundation to the guide.

7.    About the consultant

The consultant to be contracted must have the following:

  • Relevant experience in doing similar work.
  • Training or consulting experience in preparing training packages community leaders, CSOs and government representatives on communications and advocacy campaigning on inclusive governance, democracy, women's right and women, peace and security pillars.
  • Experience in the areas of peacebuilding, advocacy campaigns, social issues, gender and/or women’s rights in a fragile environment, and UN Resolution 1325 and subsequent resolutions and protocols. Extensive knowledge of the local context.
  • Cultural sensitivity.
  • High level of professionalism
  • Communication and Connection skills

8.    Consulting and logistical support management

The consultant is committed to the principle of "do no harm" and any other humanitarian principles. The main contacts for this consultancy will be the SOS Foundation for Development. SOS Foundation will provide all reasonably available secondary information as the consultant may require to perform its obligations under this Agreement. All data collected in the field is the property of SOS Foundation for Development. The consultant must ensure at all times the confidentiality of the data and respect the privacy of all concerned individuals. The consultant will work within the security systems in place in SOS Foundation for Development.

9.    Payment terms

The consultant shall be paid his/her consulting fees according to the following method:

  •  100% upon completion of work.
