Job Description

Position:  Deputy Project Manager 
Location: Sana’a 
Vacancy Reference Number: DPM- Sana’a/23                                         

PURPOSE OF DIVISION:

Emergency unit closely works with country program team in identifying, planning, implementing, monitoring and evaluating food assistance programme in collaboration with local, national and international partners.
Emergency food assistance unit, assists up the vulnerable affected populations in disasters such as droughts and floods, in response to the conflict. It provides beneficiaries with general food assistance or cash or food vouchers in coordination with private sectors supply chain network.

JOB PURPOSE:

Under the supervision of the Sana’a-based Food Security Program Manager, the Deputy Project Manager (DPM) will dedicate 100% of his/her time leading, coordinating and ensuring the high-quality implementation of Emergency Food Assistance (EFA) project activities. The DPM will be in charge of coordinating closely with all partners, stakeholders and beneficiaries in the targeted governorates and ensure the appropriate implementation of EFA project activities in the field..

Duties and responsibilities: 

Project Management

  • Deputize for the PM as and when required
  • Support the Program Manager in ensuring appropriate, timely and planning of project start-up activities and regular implementation according to work and implementation plans.
  • Support the Program Manager in drafting project proposals and budgets.
  • Under the direction of the Program Manager, support in monitoring project budget spending, project activity compliance and accurate visibility materials and complete activity reporting.
  • Ensure coordination with all project partners and stakeholders including donors, beneficiaries, communities and, local governing authorities.
  • Provide technical support and guidance to project staff including the distribution and registration/verification teams.
  • Identify when technical support is required (sectoral, logistics, finance, reporting, M&E, etc).
  • Coordinate and communicate with IRY departments (HR, Finance, Logs & Ops, and Security) on project related issues.
  • Ensure adherence to the principle and objectives of the project, IRY and donors’ policies.

Partner Coordination

  • Coordinate with relevant government directorates and community leaders to facilitate implementation of the project activities.
  • Provide hands-on training, capacity building, support, and feedback to project staff.
  • In consultation with local authorities and communities, facilities the list of beneficiaries and ensure the registration/verification process.
  • Following up with donor, government and cluster requirements and requests.
  • Coordinating with projects partners and stakeholders including Food Suppliers and Transporters on the start and end of food/voucher distribution activities and sort out any related issues.
  • Facilitate and monitor all fieldwork at distribution sites.
  • Facilitate and follow up all the field operation at all project sub offices.
  • Facilitate effective coordination with the local authorities in the targeted governorates. 

Assessment, Monitoring and Evaluation

  • Participate in assessment missions and distribution/site selections.
  • Monitor the progress of project implementation and keep updating Program manager of progress made.
  • Coordinate with MEAL department and respond promptly to any concern or deviation observed in the field and ensure tracking of project indicators at all levels (activities, results, objectives and goal).
  • Assist in conducting PDMs and produce reports.

Reporting

  • Develop all required project daily, weekly, monthly and quarterly narrative reports/updates.
  • Ensure report formats are used properly and all reports/updates are submitted on time, followed up on, and finalized in a timely manner and support where issues arise to mentor and improve over time.
  • Assist Program Manager in developing final project report. 
  • Coordinate with MEAL department to generate lessons learned and project success stories.

Others

  • Attending and participating in the relevant donor and cluster meetings and workshops as directed by the Program Manager.
  • Perform other relevant duties as requested by the Program Manager

Qualifications and Requirements:

  • University Degree in Project Management, Business Administration, International Relations, Political/Security/Development Studies, or other relevant discipline
  • Minimum 3 years of previous experience managing complex emergency projects for INGOs
  • Minimum 2 years’ experience managing projects in the same level in Food distributions or cash transfer  programming.
  • Fluency in written and spoken English is required.
  • Ability to write good quality reports. 
  • Excellent interpersonal and communication skills.
  • Self-motivated, results-driven and excellent sense of organization.
  • Strong team management skills and ability to relate to and effectively motivate staff.
  • Ability to represent the organization in high-level meetings with donors and local government.
  • Ability to travel as required within Yemen; ability to live in remote and isolated environments.
  • Sense of neutrality and ability to work across Yemen, in cooperation with all sides of the conflict.
