Job Description

Job Title: WASH Project Manager  

Period: 10 months.

Duty Station: Hajjah Gov.

Terms: Full-Time

Reporting to WASH coordinator & Program Manager

Deadline : 05/02/2023

Qatar Charity (QC) is a non-governmental organization based in the state of Qatar. QC works in the fields of sustainable development, poverty reduction, and emergency response by initiating long-term programs. QC has been operating in Yemen for the last twenty years either through different implementing partners or through direct implementation. In 2012, QC has come to mark its direct presence in Yemen and established its representation to facilitate more aid into the country and work closely with its partners, the community, and other stakeholders.

MAIN JOB DUTIES:

  • Ensure the effective management and development of the project and WASH program within Qatar Charity.
  • Ensure effective monitoring, review, and evaluation of the project and WASH program.
  • Led the day-to-day implementation of the project.
  • Ensure timely and quality implementation of activities in compliance with the defined project as well as Qatar Charity and donors’ guidelines.
  • Prepare, manage, and regularly update the project activities work plan, procurement plan, recruitment plan, and MEAL plan.
  • Ensure proper communication, coordination, and harmonization of tools with the different stakeholders involved in WASH activities.
  • Ensure minimum standards are maintained in accordance with humanitarian relief and guidelines.
  • Represent Qatar Charity at WASH clusters and meetings.
  • Preparing monthly Procurement requests regarding the activities to the finance and procurement departments and following up with the progress on monthly basis.
  • Prepare timely program and donor reports on project activities in compliance with internal requirements and any relevant external donor requirements.
  • Ensure that appropriate staffing levels are in place and provide regular support, supervision, and implementation of other staff management processes including staff performance management.
  • Ensure that staff responsibilities are clearly defined, and understood and objectives are set against work plans and regularly monitored.
  • Ensure the effective involvement of staff in running the project through a participatory approach in planning, implementation, monitoring, evaluation, and decision-making.
  • Ensure that staffs perform well and are monitored daily to fulfill required indicators of the projects.
  • Maintain and strengthen established links with INGOs, NGOs, and other agencies including government ministries and agencies.
  • Identify project supplies need and perform drug and stock management of medicine including planning, storage, and transport in close coordination with the logistic team.
  • Undertake field visits to provide guidance and supervision as well as to regularly monitor the progress of activities.
  • Ensure donor standards are applied and reports have accurate data and are delivered on a timely basis.
  • Preparing periodic project narratives and financial reports are delivered, according to Qatar Charity and donor requirements.
  • Ensure effective and efficient use of all Qatar Charity resources to keep costs low and ensure safety in the workplace.
  • Provide support and work closely with MEAL team in following up on the implementation process of the project.
  • Set performance objectives for all project staff and conduct performance evaluations/employees appraisal Perform any other duties as assigned by the Program Manager

Required Qualifications and Competencies:

  • Bachelor’s degree in Civil or Environmental Engineering, preferably in water and sanitation.
  • Minimum of 4 years of working experience in WASH sector at INGO or NGOs in both humanitarian and development contexts.
  • Ability to manage and train WASH program staff on technical issues.
  • Ability to write routine reports and correspondence.
  • Excellent project management and organizational skills with the ability to multitask.
  • Fluent spoken and written English required.
  • Strong communication skills, with the ability to effectively present information and respond appropriately to questions from senior management, donors, and senior government leaders.
  • Proven leadership and management skills including planning and budget tracking capacities.
  • Strong networking, leadership, and interpersonal skills are required.
  • Excellent time management skills and the ability to prioritize work.
  • Proficiency in computer skills (MS Office, MS Excel, and MS PowerPoint, and Outlook, in particular)
