Job Description

TECHNICAL OFFICER _ P&O _South

Contextualization

HI have been intervening in Yemen on and off for the last 13 years, with its actions initially focused on development issues, notably through the support to the development of physical and functional rehabilitation services for people with disabilities as well as through the capacity-building of the national networks of Yemen Disabled People’s Organisations (DPOs). 
Since 2015, HI interventions have been adapted to the current context of conflict in Yemen. With the support of various donors, HI has been supporting two hospitals and one physical and functional rehabilitation centre in Sana'a City, building the capacities of their key staff in early rehabilitation care and psychological first aid (including specifically for children), supplying rehabilitation equipment, and directly providing functional rehabilitation care and psychosocial support to war affected people (including through the service provision of assistive devices and Prosthetic & Orthotic services). In 2017, these activities have extended to new facilities in and around Sana’a.
In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming through the coordination system and the inclusion task force, and technical support and capacity development to UN agencies, NGO’s and increasingly networks and focal points of persons with disabilities and awareness raising activity with communities.
HI activities are very consolidated in Sana’a governorate, Aden, which opened in 2019, and Mokha, which started implementing in 2020. Activities in Hajjah have been launched early 2022, and Hodeida activities are started in 2022. Currently HI has been providing Physical and functional rehabilitation services in 15 Rehabilitation units in various hospitals and in 4 Physical Rehabilitation Centers. These services Includes Physiotherapy & Assistive devices provision in 15 units, Prosthetic & Orthotic services in 4 PRCs as well as stimulation therapy in 2 units.

Under the responsibility of the Rehabilitation and P&O Specialist, the P&O Technical Officer contributes to the implementation of Humanity & Inclusion's mandate and Stratop 2022-25 in Yemen. He/she contributes to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the projects concerned is optimised. He/She works closely with project managers and project supervisors in operational areas in governorates in his/her area: Aden and Westcoast bases or or Sanaa, Hodaidah and Hajja bases.

Missions / responsibilities

Mission 1 : Provides guidance and technical support to projects in accordance with the overall technical frameworks and standards within its sectoral perimeter 

  • Provide appropriate P&O technical guidance and support to project supervisors and project managers. 
  • Ensure that the project(s) activities are implemented according to internal quality and technical standards and proposes adjustments or improvements where necessary. 
  • Adapt project documentation or creation of new documents or tools as required in accordance with global technical norms and standards 
  • Contribute to the regular reporting of the technical activities of its perimeter (collection and analysis of the technical data collected) in conjunction with the project team and the MEAL team.
  • If relevant, ensure coordination and collaboration with the technical partners of the project as delegated by the specialist
  • Provide technical support to Log during procurement of P&O material, components and Equipments.
  • Propose Research & Studies Topics 

Mission 2 : Provides technical learning from projects 

  • Ensure that the activities implemented comply with international technical norms and standards 
  • Make sure global and field technical specialists get the information they require and collaborates with Technical Divisions when necessary 
  • Collect the elements necessary for capitalisation or scientific documentation exercises 
  • Contribute to technical learning under the responsibility of the specialist based on good practice 
  • Contribute to development of the terms of reference for activities relating to P&O.
  • Implement recommendations for improving the technical quality of projects 
  • Supports project supervisors and managers to ensure the technical quality and relevance of project activities implemented within his scope of expertise conduct.

Mission 3 : Contributes to the animation of its trade sector 

  • Contribute to recruitment of P&O staff
  • Supports project supervisors to implement P&O technical trainings.
  • Contribute to the skills upgrading plan for project supervisors, P&Os, P&O Technicians, Bench workers and may be a third-party assessor for P&Os and P&O technicians technical assessments.
  • Perform regular field visits to PRCs to provide technical support, supervision, on the job training/coaching and perform monitoring of the P&O services.
  • Support P&O Specialist in developing SoPs, guidelines and criteria for services provision and quality control of P&O services.
  • Conduct Training and capacity assessment interviews with partner and incentive staff and for the PRCS capacity.
  • Can contribute to the development of a local talent pool within its sectoral perimeter (conducts technical interviews of candidates and makes recommendations, identifies training needs and coaching) e. Help to coordinate technical professional development and facilitate a community of practice, in collaboration with Technical Division.

Mission 4 : Contributes to ensuring HI's technical influence within its perimeter 

  • Contribute to the influence of HI's expertise: can represent HI's technical expertise in relevant local networks and with local partners.
  • If relevant, ensures coordination and collaboration with the technical partners of the project as delegated by the specialist.
  • Contribute to HI’s external influence by participating in relevant networks.
  • Relay and contributes to advocacy messages under her/his scope.
  • Draft new project contents for the continuity or expansion of the project under his her technical scope.

Mission 5 : Emergency Preparedness and Response Responsibilities 

  • Contribute to the support or to the implementation of the program(s) emergency preparedness actions during an emergency and adapts his/her work modality to contribute to HI’s effective humanitarian response

Essential

Preferable

Qualification(s) :

  • Bachelors Degree in Prosthetic and Orthotic Cat I or Cat II 

Advanced training/ masters in any rehabilitation disciplines and/or in management

Experience (type and length of experience) :

  • Minimum 2 years’ experience in clinical practice
  • Minimum 1 years’ experience in disability/ rehabilitation field,
  • Experience in clinical management/quality

Previous experience with local or international NGO is an asset.

Job Conditions             

  • The salary will be defined according to HI’s existing salary scale
  • 30 days leave/year + benefits (transport allowance, health insurance, life insurance)
  • The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.
  • Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
