Job Summary 

The Taiz Region Security Assistant maintains security of Samaritan’s Purse personnel and assets at project sites throughout the Taiz Governorate and at the Al-Mukha office.  This role provides primary security support to teams working in the Taiz Governorate and those assigned to or temporarily staying at the Al-Mukha office.  The security assistant must liaise with programs and operations staff, as well as contractors, to ensure safe and secure access of beneficiaries, visitors, and contractors on Samaritan’s Purse premises and job sites--instructing them on security procedures and protocols.

Major Responsibilities:
 
Access:

  • Assist the Security Coordinator, as required, to receive and distribute access permission letters.
  • Ensure the preparation of formal documentation of any security incident involving SP staff in the Taiz Governorate.
  • Create and implement a process for receiving a vetting all visitors to program sites.
  • Monitor and control entry and exit points to prevent unauthorized access.

Asset Protection: 

  • Update Security Equipment Tracker regularly and make sure all the equipments are working properly
  • Report malfunctioning equipment and request parts in advance (like, batteries for radios).
  • Using Issue/Return/Missing form when dealing with sensitive security equipments.

Crisis Management:

  • Develop and implement crisis management plans for various scenarios.
  • Lead crisis response efforts and ensure effective communication during emergencies.

Communication: 

  • Establish personal relationships with and maintain liaison with leadership of all security personnel in programming areas including, but not limited to:  local police, UN, community/village leaders, and other I/NGO's operating in Taiz Governorate and Mokha city.
  • Maintain professional and clear communication with the Security Coordinator, abiding by the security department’s chain of command and communication protocols.  
  • Maintain list of current contacts (name, duty position, phone number) for all security staff and any Projects staff in the Taiz Governorate.
  • Maintain security equipment such as: radios, inReach devices, satellite phones. Conduct inventory of security equipment and communicate any issues or needs to the Security Coordinator.

Emergencies: 

  • Plan and practice evacuation of SP personnel, safe havens, and hibernation sites for all staff in the region, including primary and secondary egress routes.
  • Work with neighbor INGOs to build good relationship that could allow SP international staff members using their facilities if needed.
  • Assist SC/CSM, with drafting and preparing an Evacuation and Relocation Plan.
  • Work closely with Mine Action Agencies to use their services (like ambulances or medical support) during project activities if needed.

Fire Safety: 

  • Report unsafe hazards, or practices in the base.
  • Provide basic drills to teach staff of how to respond a fire incident.
  • Make sure the basic needs of fire safety equipment and signs are available and request any missing.
  • When Log, send fire extinguisher for refill, make sure they do it in batches so there must always be additional available on the site.
  • Request additional fire safety equipments if needed, like smoke detectors and always make sure the batteries are working properly.
  • Conduct regular inspections for alarms and detectors and record those activities on Daily SITREP.
  • Ensure that all SP staff operating or travelling in the Taiz Governorate are following SP security protocols including, but not limited to the completion of accurate movement logs, use of inReach devices, possession of proper identification and access permission letters.  Provide training/orientation when needed and as requested by the Security Coordinator.
  • Assist the Security Coordinator to maintain and update security guidelines and best-practices.

Health & Safety: 

  • Oversee health and safety protocols to ensure a safe working environment.
  • Address health and safety concerns related to security operations.
  • Maintain liaison with nearest vetted medical clinics to each project site, in the event of injury.
  • Provide inputs for Medevac that include information about Taiz and other western and northern provinces.
  • Liaise with other INGOs and provide a list of First Aid training providers in Mokha.
  • Introduce preventive health measures during pandemic.
  • Prepare a list of local Emergency Contact list and install in specific areas of the office.
  • Implementing Security Operations Procedures:
  • Making sure that staff are aware of the security protocols and procedures.

Incident Response:

  • Respond promptly to security incidents and emergencies.
  • Coordinate with law enforcement and emergency services as necessary.

Liaison and Coordination:

  • Act as a liaison between the organization and external security agencies.
  • Coordinate security efforts with other departments, such as HR and facilities management.

Legal and Ethical Considerations

  • Alcohol and drugs (including QAT) are not allowed on any Samaritan's Purse facility and vehicles.
  • Weapons are not allowed to be kept at guard’s room.
  • Visitors having weapons must be advised to leave their weapons in their vehicles before they grant access to the guard’s room for inspection.

Meetings: 

  • Attend weekly security meetings once DTG decided and highlight discussion on your Daily SITREP.
  • Operational meetings, meeting agenda and details must be added to Daily SITREP.
  • Other meetings with local authorities, detailed to be included on Daily SITREP.
  • Attending INGO meetings is a must and meeting details must be shared with SC/CSM.

Other duties:

  • Oversee contract guard(s) at the Al Mukha office, including reporting any needs or concerns about performance.
  • Conduct all other activities assigned by Security Coordinator with a generous and serving spirit.  Complete all other tasks and responsibilities assigned.

Reporting:

  • Making sure that all the security and safety incidents have been reported using the latest SIR template available on box.
  • Report any security breaches.
  • Using the Daily SITREP template, compile the necessary information and security incidents on daily bases.
  • Using Risk Register template to record daily incidents and shared it by email.
  • Report any suspicious activity or security incidents to the Security Coordinator or country security manager.

Risk Assessment and Management:

  • Conduct security risk assessments to identify potential threats and vulnerabilities.
  • Develop and implement risk management strategies to mitigate identified risks.
  • Major Assessments including but not limited to:
    • Project Site Assessment before starting new projects.
    • Road Assessment
    • Medical Facilities (Hospitals), clinic assessments.
    • Facilities, buildings and or hotel assessments.

Surveillance and Monitoring:

  • Monitor live feeds from security cameras continuously to detect suspicious activities.
  • Ensure that guards oversee surveillance operations and that they will respond promptly to alerts.
  • Make sure there is sufficient lighting and report if improvement is needed.
  • Ensure cameras have a wide-angle view to cover as much area as possible.
  • Identify and eliminate blind spots where unauthorized activities could occur undetected.
  • Adjust camera angles and add additional cameras if necessary to cover these areas.

Training and Education:

  • Train staff and personnel on security protocols and emergency procedures.
  • Conduct drills and simulations to prepare for potential security incidents.
  • Making sure that staff completed online mandatory trainings.
  • Complete mandatory trainings and share certificates with CSM/SC.
  • Conduct regular trainings for guards to equip them with the knowledge they need and security procedures.
  • Conduct defensive driving training or practices for drivers.

Education / Experience Needed

  • Previous experience in a security position, preferably with an INGO
  • Demonstrated experience being a team player

LANGUAGE  

  • English - spoken required and written desired
  • Arabic - spoken and written required

REASONING ABILITY 

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

PHYSICAL DEMANDS 

While performing the duties of this job, the employee is regularly required to sit.  The employee frequently is required to stand; walk and run; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear.  The employee must occasionally lift and/or move up to 100 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
