The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North.  Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.

SCOPE OF WORK:

Reporting to the Senior Grants Coordinator, the role focuses on overseeing grants compliance and reporting processes, contributing to proposal development while working in collaboration with other Grants Department staff to produce high-quality and timely donor proposals and reporting and conducting staff capacity building on grants compliance and reporting. The Grants and Compliance Manager will be responsible for providing program and support teams with general grants management support and advise on donor compliance and IRC regulations to ensure grants are implemented on-track, on-time, and on-budget. This position is ideal for a proactive and self-motivated and enthusiastic team player with strong grants experience who can produce quality deliverables within a limited period.

JOB SUMMARY:

Grants and Compliance Manager is responsible for supporting grants process, during proposal development and ensuring compliance with grant conditions. This role involves collaboration with various program and support teams during proposals development process and track grant performance. The Grants and Compliance Manager will ensure timely reporting to donors maintain comprehensive records and filing system for the grants and provides training and support to staff on grants management processes. 

WORKING RELATIONS:

The position will work directly with Grants Department Staff and closely with Technical Program Coordinators, Program Managers, Advocacy & Communication staff, M&E Staff, Field Coordinators, in-country support units colleagues. 

MAIN RESPONSIBILITIES:

Grants Compliance and Reporting (approx. 50% time allocation):

  • Ensure grants or contracts are well administered and that program and support teams are fully informed of relevant donor compliance regulations and IRC procedures to support on-track, on-time, and on-budget implementation
  • Coordinate regular grant monitoring, using appropriate grant management tools and through facilitation and support of regular and timely Grant Review, Opening, and Closing Meetings
  • Oversee a comprehensive information management and filing system, ensuring donor contractual documents, reports, and key correspondences are consistently and frequently filed
  • Maintain a broad and deep understanding of relevant donor policies, regulations and procedures
  • Support program staff in grant revisions, modifications, no-cost extensions, or budget realignments
  • Ensure effective channels of internal and external communications relating to grants are established and respected, confirming senior management and technical leads understand donor communication protocols and provide copies of correspondence for files
  • Manage all external reporting to ensure timely delivery of high-quality reports which meet donor and IRC requirements, coordinating closely with program managers and coordinators
  • Ensure quality information management related to reporting by overseeing the regular maintenance of grant files, reporting calendars, and updating of internal IRC documentation and Grant Unit tools
  • In concert with the finance team, assist program technical leads and operations staff with understanding the reporting and other compliance requirements on their grants

Proposal Development (approx. 40% time allocation):

  • Ensure that the IRC Grants Management System (OTIS) for handling proposal development process up-to-date with the pipeline information. 
  • Support the Senior Grants Coordinators and Technical Coordinators in the development of new program design. 
  • Prepare for and lead Go/No Go meetings for funding opportunities as required.
  • Contribute to development of concept notes and proposals, including consolidation of proposal inputs and associated annexes. 
  • Developed and circulate among the proposal development team clear roles and responsibilities and timelines for each department. 
  • Contribute to review of proposal documents to ensure coherence throughout narratives, log frames, and budgets. 

Capacity Building (approx. 10% time allocation):

  • Conduct ongoing capacity strengthening of staff in report writing, editing and critical analysis.
  • Provide capacity building for staff in grants management, and compliance.
  • Support training to program staff related to IRC and donor regulations and processes for visibility and communications.

REQUIREMENTS: (Qualifications, Skills and Abilities):

A.    Education:

  • Bachelor’s degree or equivalent in international development or other relevant disciplines. 

B.     Experience:

  • At least three years of relevant grants or program development experience, international experience desirable but not essential.
  • Demonstrated understanding of grants management with proven experience in managing large multi-donor (including European, US and UN) portfolios.
  • Demonstrated understanding or experience in proposal development process within humanitarian or development setting
  • Demonstrated proficiency in donor reporting, with strong writing, editing, and critical analysis skills.
  • Previous experience working with INGO or NGOs in similar position or capacity.
  • Familiarity in capacity building of staff, especially with regards to program oversight and reporting

  • Flexibility to adapt to changing requirements and needs

D.    Proficiencies:

  • Strong written and verbal communication in English and Arabic is required.
  • Program management
  • Any other professional training on donor compliance or proposal development is an added advantage.
